Title: The Relationship between Urban Green Space and Urban Expansion Based on Gravity Methods
Urban green space, comprising parks, fields, woodlands, and other semi-natural areas, is a fundamental component of urban ecosystems. The determination of the relationship between urban green space and urban sprawl is necessary to understand urbanization and the provision of urban ecosystem services. It has been hypothesized that the center of urban (i.e., population and economic) areas in fast-growing cities would migrate toward urban green space over time. To test this hypothesis, urban expansion and urban green space expansion were examined in five cities in China and five cities in the U.S. that were experiencing high rates of growth. Landsat images of those cities from 2000 to 2017 were combined with annual population and economic data and used to quantify the extent and migration of the urban green space. These data were analyzed using the center of gravity method by Grether and Mathys and circular statistics were used to determine the relationship between urban green space and urban expansion. Eight out of the ten cities showed a divergent pattern, i.e., the population and economic centers moved in a different direction to that of the urban green space. The movement of the mean centers of the urban green spaces in the U.S. cities was more consistent than that of the Chinese cities. Over 18 years, the movement of urban green space and urban expansion in the 10 cities showed a synchronous growth trend; however, the proportion of urban green space in the cities decreased. The urban expansion rate exceeded the population growth rate, which led to problems with an unreasonable urban sprawl that is likely to deplete the provision of ecosystem services in the future. In conclusion, the centrifugal forces of urban green space that lead to the movement of population and economic centers away from green spaces play a larger role in urban change than the centripetal forces that pull these centers toward urban green space.  more » « less

    Urban green spaces provide a range of environmental and health benefits, which may become even more critical during times of crisis such as the current COVID-19 pandemic. However, with a radical shift in mobility, additional concerns over safety, and access temporarily restricted during the implementation of social distancing policies, the experience and use of urban green spaces may be reduced. This is particularly concerning for densely populated cities like New York, considered the first U.S. epicenter or vanguard of the outbreak. To better understand the impact of COVID-19 on the perception and use of urban green spaces, we conducted a social survey during the early months of the Covid-19 pandemic in New York City (May 13 - June 15, 2020). The results of the survey show respondents continued to use urban green spaces during the pandemic and consider them to be more important for mental and physical health than before the pandemic began. However, the study revealed a pattern of concerns residents have about green space accessibility and safety, and found key differences between the concerns and needs of different populations, suggesting a crucial role for inclusive decision-making, support for additional management strategies, and urban ecosystem governance that reflect the differential values, needs and concerns of communities across the City. As urban centers face looming budget cuts and reduced capacity, this study provides some empirical evidence to illustrate the value of urban green spaces as critical urban infrastructure, and may have implications for funding, policy, and management, of urban green spaces in NYC, with potential applications to other cities, particularly during times of crisis.

  2. Abstract Urban landscape combines built-up areas with strongly altered natural (green and blue) and other open spaces. Voluminous literature examines urban socio-environmental interactions in tropical and temperate cities, whereas high-latitude cities are rarely considered. Here, we create a historical perspective on urban green (vegetation) and blue (water) spaces in a sub-Arctic city of Nadym in Russia. Our study explores a novel way to combine quantitative information from satellite imagery and biometric studies with qualitative information from interviews with stakeholders and residents. Such a joint analysis helps to understand dynamics of the urban green and blue space as well as its value for society. Furthermore, we propose objective indicators reflecting societal values of spaces in connection with recreational and ecological services. By contrast to temperate city studies, we found that green space is less used in summer, but still highly valued, deep lakes are used and valued more than warmer shallow lakes, and winter white space do not shrink but enhance the urban public space. Satellite images reveal inevitable loss of green space to urban construction and its remediation by artificial plantings (almost by 30% at present), whereas less valued blue space decreased almost three-fold. Interviews reveal that shallow lakes have reduced recreational values due to ice bottom and algae bloom. High values are attributed to deep artificial lakes, which are more than ten times deeper than natural lakes and do not freeze throughout in winter. Our biometric studies show that trees in urban environment are significantly taller than in the corresponding undisturbed areas. Since majority of the Arctic cities are built using very similar planning ideas and technologies, our findings shall help objective appreciation of green and blue spaces in other settlements.

    Green infrastructure (GI) has become a panacea for cities working to enhance sustainability and resilience. While the rationale for GI primarily focuses on its multifunctionality (e.g. delivering multiple ecosystem services to local communities), uncertainties remain around how, for whom, and to what extent GI delivers these services. Additionally, many scholars increasingly recognize potential disservices of GI, including gentrification associated with new GI developments. Building on a novel dataset of 119 planning documents from 19 U.S. cities, we utilize insights from literature on justice in urban planning to examine the justice implications of criteria used in the siting of GI projects. We analyze the GI siting criteria described in city plans and how they explicitly or implicitly engage environmental justice. We find that justice is rarely explicitly discussed, yet the dominant technical siting criteria that focus on stormwater and economic considerations have justice implications. We conclude with recommendations for centering justice in GI spatial planning.

  4. Purpose Rapid economic growth and urbanization in India have increased demand for municipal services. In response, privatization has emerged as a policy solution to a growing deficit in urban infrastructure and service provision. But, privatization assumes prior state ownership of those services. Certain waste management services, specifically doorstep waste collection, have never been truly public in the sense that private informal actors have historically provided them. The purpose of this paper is to examine the tensions and contradictions between two related policy imperatives – universal service provision and privatization – that appear to be guiding the municipalization of solid waste collection services in urban India. Design/methodology/approach Research for this paper relies on detailed analysis of key government documents (reports of various committees, regulations and laws) that have been important in defining municipal responsibilities for waste management in India from 1990 to 2016. In addition, where appropriate, research materials from the author’s doctoral dissertation fieldwork in Delhi from October 2012 to December 2013 have also been used. Findings An analysis of key policy documents revealed that the government’s efforts to document deficits in service provision ignored, and thus rendered invisible, the work of the informal sector. While a consensus on the need for universal waste collection service had emerged as early as the late 1990s, it was not until 2016 that municipal responsibility for service provision was codified into law. The rules issued in 2016 municipalized this responsibility while simultaneously opening up spaces for the inclusion of the informal sector in waste collection service provision. Originality/value This paper fills a gap in the existing literature on how policy interventions have brought the space of the doorstep into the ambit of the state such that it allows for the opening up of those spaces for the entry of private capital. Under the guise of universal service provision, the shift to municipalization and outsourcing to private corporations is not in fact privatization – service provision is already private – but involves the dispossession of informal workers and the transfer of their resource to the formal, corporate sector.

    Green spaces have recently received wide acknowledgement for urban sustainability benefits and are mentioned in the Sustainable Development Goals SDGs Target 11.7. The article aims to address the knowledge gap on indicators used for assessment of green spaces for urban sustainability in the Arctic using an example of Nadym, Russia which is illustrative of compact cities built during the Soviet time using a system of microrayons. Different indicators implemented by international organizations for assessment of green spaces are compared with indicators used in Russia. Utilizing very high-resolution WorldView-3 satellite image and open source data, the quantity and quality of green spaces are estimated with high accuracy. In addition to traditionally used indicators of share of green space per capita, share of public spaces for common use within walking distance to assess availability and accessibility of green spaces, the paper suggests importance of taking into account governance, distribution, and composition using analysis of historic legacies, municipal budget allocation for green space maintenance, and Normalized Difference Vegetation Index values. Such detailed view can enrich discussions about green spaces as sources for resilience both at the local and global levels, in comparison with other cities and across countries.
