Although recent scholarship has provided rich accounts of waste management privatization in urban India, the origins of the policy models that informed privatization remain unexplored. Further, the place of informal workers in the history of waste management policy and programs is more complicated than that provided by linear accounts of a transition from informal to formal in the existing scholarship. In contrast to existing explanations of these shifts, this paper draws attention to the rise of efficiency as a core municipal concern that explains the shifting relationship arrangements between the state, the informal private sector, and the formal private sector in waste collection markets. To address their concerns with cost of service delivery, Indian policy-makers justified privatization by indirectly drawing upon the influential work of E.S. Savas, the American economist credited with empirically substantiating the theory of efficiency gains from privatization in waste collection markets. Yet, informal systems are in practice not only more efficient than formal ones, they also conform well to Savas’ policy prescriptions for structuring waste collection markets. Efficiency could thus serve as a basis for securing informal workers’ claims as legitimate market participants.

                            Municipalization for privatization’s sake: Municipal solid waste collection services in urban India
                        
                    
    
            Purpose Rapid economic growth and urbanization in India have increased demand for municipal services. In response, privatization has emerged as a policy solution to a growing deficit in urban infrastructure and service provision. But, privatization assumes prior state ownership of those services. Certain waste management services, specifically doorstep waste collection, have never been truly public in the sense that private informal actors have historically provided them. The purpose of this paper is to examine the tensions and contradictions between two related policy imperatives – universal service provision and privatization – that appear to be guiding the municipalization of solid waste collection services in urban India. Design/methodology/approach Research for this paper relies on detailed analysis of key government documents (reports of various committees, regulations and laws) that have been important in defining municipal responsibilities for waste management in India from 1990 to 2016. In addition, where appropriate, research materials from the author’s doctoral dissertation fieldwork in Delhi from October 2012 to December 2013 have also been used. Findings An analysis of key policy documents revealed that the government’s efforts to document deficits in service provision ignored, and thus rendered invisible, the work of the informal sector. While a consensus on the need for universal waste collection service had emerged as early as the late 1990s, it was not until 2016 that municipal responsibility for service provision was codified into law. The rules issued in 2016 municipalized this responsibility while simultaneously opening up spaces for the inclusion of the informal sector in waste collection service provision. Originality/value This paper fills a gap in the existing literature on how policy interventions have brought the space of the doorstep into the ambit of the state such that it allows for the opening up of those spaces for the entry of private capital. Under the guise of universal service provision, the shift to municipalization and outsourcing to private corporations is not in fact privatization – service provision is already private – but involves the dispossession of informal workers and the transfer of their resource to the formal, corporate sector.

            Sorting waste at-source (or household recycling) helps optimize the efficiency of waste management systems and safeguard the health of waste handlers. Recently, segregation of waste has become an urgent policy imperative that has been written into national waste management policies in India. While urban Indian households have had a long-standing tradition of segregating and selling high-value recyclables to actors in the informal sector, in contemporary policy discourse, women are constructed as recalcitrant urban subjects who need to be disciplined in accordance with the new mandates of waste segregation. This paper locates these processes of subject formation within the changing political economy of waste. Waste sorting is a labor-intensive process, and certain waste management technologies require presorted materials. In addition, presorted recyclables also offer up a source of revenue for waste management service providers. Beyond seeing the need for source segregation simply in abstract environmental and public health interests, this paper argues for contextualizing this imperative within the ongoing processes of privatization and mechanization of waste management systems. These processes dispossess informal waste collectors from their means of subsistence while relying on the unpaid labor of certain women, thus reproducing gender, class, and caste relations.more » « less

            null (Ed.)Most urban residents in high-income countries obtain piped and treated water for drinking and domestic use from centralized utility-run water systems. In low- and middle-income countries (LMICs), however, utilities work alongside myriad other service providers that deliver water to hundreds of millions of city-dwellers. Hybrid modes of water delivery in urban areas in low- and middle-income countries are systems in which a variety of state and nonstate actors contribute to the delivery of water to households, schools, healthcare facilities, businesses, and government offices. Historically, the field has evolved to include within-utility networks and outside-the-utility provision mechanisms. Utilities service the urban core through network connections, while nonstate, smaller-scale providers supplement utility services both inside and outside the piped network. The main reform waves since the 1990s—privatization and corporatization—have done little to alter the hybrid nature of provision. Numerous case studies of nonutility water providers suggest that they are imperfect substitutes for utilities. They reach millions of households with no access to piped water, but the water they deliver tends to be of uncertain quality and is typically far more expensive than utility water. Newer work on utility-provided water and utility reforms has highlighted the political challenges of private sector participation in urban water; debates have also focused on the importance of contractual details such as tariff structures and investor incentives. New research has produced numerous studies on LMICs on the ways in which utilities extend their service areas and service types through explicit and implicit relationships with front-line water workers and with supplemental nonstate water suppliers. From the nonutility perspective, debates animated by questions of price and quality, the desirability or possibility of regulation, and the compatibility (or lack thereof) between reliance on small-scale water providers and the human right to safe water, are key areas of research. While understanding the hybrid nature of water delivery is essential for responsible policy formulation and for understanding inequalities in the urban sphere, there is no substitute for the convenience and affordability of universal utility provision, and no question that research on the conditions under which particular types of reforms can improve utility provision is sorely needed.more » « less

            null (Ed.)Abstract Safely managed waste reuse may be a sustainable way to protect human health and livelihoods in agrarian-based countries without adequate sewerage. The safe recovery and reuse of fecal sludge-derived fertilizer (FSF) has become an important policy discussion in low-income economies as a way to manage urban sanitation to benefit peri-urban agriculture. But what drives the user acceptance of composted fecal sludge? We develop a preference-ranking model to understand the attributes of FSF that contribute to its acceptance in Karnataka, India. We use this traditionally economic modeling method to uncover cultural practices and power disparities underlying the waste economy. We model farmowners and farmworkers separately, as the choice to use FSF as an employer versus as an employee is fundamentally different. We find that farmers who are willing to use FSF prefer to conceal its origins from their workers and from their own caste group. This is particularly the case for caste-adhering, vegetarian farmowners. We find that workers are open to using FSF if its attributes resemble cow manure, which they are comfortable handling. The waste economy in rural India remains shaped by caste hierarchies and practices, but these remain unacknowledged in policies promoting sustainable ‘business’ models for safe reuse. Current efforts under consideration toward formalizing the reuse sector should explicitly acknowledge caste practices in the waste economy, or they may perpetuate the size and scope of the caste-based informal sector.more » « less

            null (Ed.)Liveability assessments of informal urban settlements are scarce. In India, a number of slum upgrading schemes have been implemented over the last decades aiming at better living conditions. However, these schemes rarely consider improvement in liveability as an explicit criterion, assuming that better physical conditions and the provision of basic services inevitably lead to better liveability. We use Fuzzy Cognitive Maps (FCMs) to analyse liveability in four different informal settlements in Pune (India). We compare the liveability by conducting semi-structured interviews with residents and by analysing them in individual and aggregated FCMs. Each settlement represents an archetypical form of the upgradation process: non-upgraded (base case), in-situ upgraded, relocated, and temporary resettlement. The FCMs show that the liveability indicators availability of community space, proximity to public transportation, feeling of belonging, and good relationship with neighbours and community are central elements of these neighbourhoods’ liveability. The results suggest that upgradation may lead to an improved overall liveability but can also reduce it if not designed properly. The fostering of community agency, an integration of the neighbourhood into the formal city fabric, and the maintaining of cohesion during the shift from horizontal to vertical living emerged as critical factors. To ensure sustainable integration of liveability considerations in slum upgrading schemes, we suggest using indicators well-adapted to the local context, co-created with local experts and stakeholders, as well as periodic post-occupancy liveability evaluations.more » « less
