Urban development is occurring in many Sub-Saharan Africa cities and rapid urbanization is underway in the East African city of Addis Ababa, Ethiopia. In an effort to address urban poverty and increase homeownership opportunities for low and middle-income residents, the City Administration of Addis Ababa initiated a large-scale housing development project in 2005. The project has resulted in the completion of 175,000 units within the city with 132,000 more under construction. To understand the impacts of both rapid growth and the housing program’s impact on the city’s urban form, we compared the type and distribution of land uses in Addis Ababa, Ethiopia, between 2006 with 2016 using hand-digitized, ortho-rectified satellite images in Geographic Information Systems (GISs). While residential density has increased, overall density has decreased from 109 people/ha to 98 people/ha. We found that between 2006 and 2016, land occupied by residential housing increased from 33% to 39% and the proportion of informal housing decreased from 57% to 38%. Reflecting the country’s economic prosperity, there was a dramatic increase in the presence of single family housing, particularly on the city’s western side. In 2006, only 1% of residential areas were occupied by high-rise condominiums (4 floors or greater) and this increased to 11% by 2016. The majority of the new, higher density residential developments are located near the eastern edges of the city and this outlying location has significant implications for residents, infrastructure construction, and future development.

Assessing the local economic impacts of land protection
Abstract Land protection, whether public or private, is often controversial at the local level because residents worry about lost economic activity. We used panel data and a quasi‐experimental impact‐evaluation approach to determine how key economic indicators were related to the percentage of land protected. Specifically, we estimated the impacts of public and private land protection based on local area employment and housing permits data from 5 periods spanning 1990–2015 for all major towns and cities in New England. To generate rigorous impact estimates, we modeled economic outcomes as a function of the percentage of land protected in the prior period, conditional on town fixed effects, metro‐region trends, and controls for period and neighboring protection. Contrary to narratives that conservation depresses economic growth, land protection was associated with a modest increase in the number of people employed and in the labor force and did not affect new housing permits, population, or median income. Public and private protection led to different patterns of positive employment impacts at distances close to and far from cities, indicating the importance of investing in both types of land protection to increase local opportunities. The greatest magnitude of employment impacts was due to protection in more rural areas, where opportunities for both visitation and amenity‐related economic growth may be greatest. Overall, we provide novel evidence that land protection can be compatible with local economic growth and illustrate a method that can be broadly applied to assess the net economic impacts of protection.

null (Ed.)The outbreak of COVID-19 from late 2019 not only threatens the health and lives of humankind but impacts public policies, economic activities, and human behavior patterns significantly. To understand the impact and better prepare for future outbreaks, socioeconomic factors play significant roles in (1) determinant analysis with health care, environmental exposure and health behavior; (2) human mobility analyses driven by policies; (3) economic pressure and recovery analyses for decision making; and (4) short to long term social impact analysis for equity, justice and diversity. To support these analyses for rapid impact responses, state level socioeconomic factors for the United States of America (USA) are collected and integrated into topic-based indicators, including (1) the daily quantitative policy stringency index; (2) dynamic economic indices with multiple time frequency of GDP, international trade, personal income, employment, the housing market, and others; (3) the socioeconomic determinant baseline of the demographic, housing financial situation and medical resources. This paper introduces the measurements and metadata of relevant socioeconomic data collection, along with the sharing platform, data warehouse framework and quality control strategies. Different from existing COVID-19 related data products, this collection recognized the geospatial and dynamic factor as essential dimensions of epidemiologic research and scaled down the spatial resolution of socioeconomic data collection from country level to state level of the USA with a standard data format and high quality.more » « less

Abstract Labor markets can shape the impacts of global market developments and local sustainability policies on agricultural outcomes, including changes in production and land use. Yet local labor market outcomes, including agricultural employment, migration and wages, are often overlooked in integrated assessment models (IAMs). The relevance of labor markets has become more important in recent decades, with evidence of diminished labor mobility in the United States (US) and other developed countries. We use the SIMPLE-G (Simplified International Model of agricultural Prices, Land use, and the Environment) modeling framework to investigate the impacts of a global commodity price shock and a local sustainable groundwater use policy in the US. SIMPLE-G is a multi-scale framework designed to allow for integration of economic and biophysical determinants of sustainability, using fine-scale geospatial data and parameters. We use this framework to compare the impacts of the two sets of shocks under two contrasting assumptions: perfect mobility of agricultural labor, as generally implicit in global IAMs, and relatively inelastic labor mobility (‘sticky’ agricultural labor supply response). We supplement the numerical simulations with analytical results from a stylized two-input model to provide further insights into the impacts of local and global shocks on agricultural labor, crop production and resource use. Findings illustrate the key role that labor mobility plays in shaping both local and global agricultural and environmental outcomes. In the perfect labor mobility scenario, the impact of a commodity price boom on crop production, employment and land-use is overestimated compared with the restricted labor mobility case. In the case of the groundwater sustainability policy, the perfect labor mobility scenario overestimates the reduction in crop production and employment in directly targeted grids as well as spillover effects that increase employment in other grids. For both shocks, impacts on agricultural wages are completely overlooked if we ignore rigidities in agricultural labor markets.more » « less

Land use change analysis provides valuable information for landscape monitoring, managing, and prioritizing large area conservation practices. There has been significant interest in the southeastern United States (SEUS) due to substantial land change from various economic activities since the 1940s. This study uses quantitative data from the Economic Research Service (ERS) for landscape change analysis, addressing land change among five major land types for twelve states in the SEUS from 1945 to 2012. The study also conducted a literature review using the PSALSAR framework to identify significant drivers related to land type changes from research articles within the region. The analysis showed how each land type changed over the period for each state in the time period and the percentage change for the primary drivers related to land use change. The literature review identified significant drivers of land use and land cover change (LULCC) within the SEUS. The associated drivers were categorized into natural and artificial drivers, then further subdivided into eight categories related to land type changes in the region. A schematic diagram was developed to show land type changes that impacted environmental changes from various studies in the SEUS. The results concluded that Forest land accounted for 12% change and agricultural land for 20%; population growth in the region is an average of 2.59% annually. It also concluded that the need for research to understand past land use trends, direction and magnitude of land cover changes is essential. Significant drivers such as urban expansion and agriculture are critical to the impending use of land in the region; their impacts are attributed to environmental changes in the region and must be monitored.more » « less

Abstract Substantial funding is being allocated to new land protection and access to protected open space for marginalized communities is a crucial concern. Using New England as a study area, we show striking disparities in the distribution of protected open space across multiple dimensions of social marginalization. Using a quartile-based approach within states, we find that communities in the lowest income quartile have just 52% as much nearby protected land as those in the most affluent quartile. Similarly, communities with the highest proportions of people of color have just 47% as much protected land as those in the lowest quartile. These disparities persist across both public and private protected land, within urban, exurban and rural communities, for different sized buffers around communities, and across time. To help address these disparities in future conservation plans, we develop a screening tool to identify and map communities with high social marginalization and low nearby protected open space within each state. We then show that areas prioritized according to these environmental justice (EJ) criteria are substantially different from areas prioritized according to conventional conservation criteria. This demonstrates how incorporating EJ criteria in conservation prioritization processes could shift patterns of future land protection. Our work provides methods that can be used broadly across regions to inform conservation efforts.more » « less
