This study systematically reviews the diverse body of research on community flood risk management in the USA to identify knowledge gaps and develop innovative and practical lessons to aid flood management decision-makers in their efforts to reduce flood losses. The authors discovered and reviewed 60 studies that met the selection criteria (e.g., study is written in English, is empirical, focuses on flood risk management at the community level in the USA, etc.). Upon reviewing the major findings from each study, the authors identified seven practical lessons that, if implemented, could not only help flood management decision-makers better understand communities’ flood risks, but could also reduce the impacts of flood disasters and improve communities’ resilience to future flood disasters. These seven lessons include: (1) recognizing that acquiring open space and conserving wetlands are some of the most effective approaches to reducing flood losses; (2) recognizing that, depending on a community’s flood risks, different development patterns are more effective at reducing flood losses; (3) considering the costs and benefits of participating in FEMA’s Community Rating System program; (4) engaging community members in the flood planning and recovery processes; (5) considering socially vulnerable populations in flood risk management programs; (6) relying on a variety of floodplain management tools to delineate flood risk; and (7) ensuring that flood mitigation plans are fully implemented and continually revised.

We don't want your water: Broadening community understandings of and engagement in flood risk and mitigation
Many communities across the USA and globally lack full understanding of the flood risk that may adversely impact them. This information deficit can lead to increased risk of flooding and a lack of engagement in mitigation efforts. Climatic changes, development, and other factors have expedited changes to flood risk. Due to these changes, communities will have an increased need to communicate with a variety of stakeholders about flood risk and mitigation. Lafayette Parish, Louisiana, USA, having recently experienced a major flood event (the 2016 Louisiana Floods), is representative of other communities experiencing changes to flood impacts. Using focus groups, this study delves into better understanding the disconnect between individual and community perceptions of flood risks, and how emerging hydroinformatics tools can bridge these gaps. Using qualitative analysis, this study evaluated the resources individuals use to learn about flooding, how definitions of community impact flood mitigation efforts, how individuals define flooding and its causes, and where gaps in knowledge exist about flood mitigation efforts. This research demonstrates that individuals conceive of flooding in relationship to themselves and their immediate circle first. The study revealed division within the community in how individuals think about the causes of flooding and the potential solutions for reducing flood risk. Based on these results, we argue that helping individuals reconceive how they think about flooding may help them better appreciate the flood mitigation efforts needed at individual, community, and regional levels. Additionally, we suggest that reducing gaps in knowledge about mitigation strategies and broadening how individuals conceive of their community may deepen their understanding of flood impacts and what their community can do to address potential challenges.

Flooding is a natural hazard that touches nearly all facets of the globe and is expected to become more frequent and intensified due to climate and land-use change. However, flooding does not impact all individuals equally. Therefore, understanding how flooding impacts distribute across populations of different socioeconomic and demographic backgrounds is vital. One approach to reducing flood risk on people is using indicators, such as social vulnerability indices and flood exposure metrics, to inform decision-making for flood risk management. However, such indicators can face the scale and zonal effect produced by the Modifiable Areal Unit Problem (MAUP). This study investigates how the U.S. Census block group, tract, and county scale selection impacts social vulnerability and flood exposure outcomes within coastal Virginia, USA. Here we show how (1) scale selection can obstruct our understanding of drivers of vulnerability, (2) increasingly aggregated scales significantly undercount highly vulnerable populations, and (3) hotspot clusters of social vulnerability and flood exposure can identify variable priority areas for current and future flood risk reduction. Study results present considerations about using such indicators, given the real-life consequences that can occur due to the MAUP. The results of this work warrant understanding the implications of scale selection on research methodological approaches and what this means for practitioners and policymakers that utilize such information to help guide flood mitigation strategies.more » « less

The lack of community-relevant flood informational resources and tools often results in inadequate and divergent understandings of flood risk and can impede communities' ability to function cohesively in the face of increasing flood threats. The current study reports on a set of workshops that the authors conducted with various groups (citizens, city engineers and planners, realtors and builders, and media representatives) within a flood prone community to evaluate how novel hydroinformatic tools that include hydrodynamic modeling, geospatial visualization, and socioeconomic analysis can enhance understanding of flood risk and engagement in flood risk mitigation among diverse community members. The workshops were designed to help identify stakeholder preferences regarding key functionality needed for integrated hydroinformatic technologies and socioeconomic analyses for flood risk reduction. Workshop participants were asked to use and comment on examples of prototype flood risk informational tools, such as: (1) flood damage estimation tool, (2) drivability and emergency accessibility tool, and (3) community-scale social and economic metrics tool. Data gathered from workshops were analyzed using qualitative analysis based on a grounded-theory approach. Data were coded by hand based on themes identified by the research team and incorporated deviant case analysis to ensure minority opinions was represented. The study results are focused on the following main themes and how flood tools can address them: (1) improving the understanding of flood risk and engagement in flood risk mitigation, (2) reducing the gap between individual and community risk, (3) challenges in communicating flood risk information, (4) enhancing relevance to and engagement of the community, and (5) enabling actionable information. Our research demonstrates the need for community-anchored tools and technologies that can illustrate local context, include local historical and simulated events at multiple levels of community impact, enable analyses by flood professionals while also providing simplified tools of use by citizens, and allow individuals to expand their knowledge beyond their homes, businesses, and places of work.more » « less

This study analyzes which communities adopted flood risk management practices during the past 25 years. In particular, we focus on community-scale flood management efforts undertaken voluntarily in towns and counties across the United States. In 1990, the US Federal Emergency Management Agency created the Community Rating System (CRS) to provide incentives to local governments to improve flood resilience. About 1,300 counties and cities voluntarily participate in the CRS, but most eligible communities do not participate. Here, we explore the factors shaping community CRS participation, such as flood risk, socio-economic characteristics, and economic resources, and we assess the competing phenomena of policy diffusion versus free riding. Previous models of community-scale flood mitigation activities have all considered each community’s decision as independent of one another. Yet one community’s flood management activities might directly or indirectly influence its neighbors’ mitigation efforts. Spillover effects or “contagion” may arise if neighboring communities learn from or seek to emulate or outcompete early adopting neighbors. Conversely, stricter regulation in one community may allow its neighbors to capitalize on looser regulation either by attracting more development or enjoying reduced “downstream” flood risks. This paper presents a conceptual model that allows for multiple forces affecting diffusion, such as copycatting and learning from neighboring communities, free-riding on neighbors’ efforts, and competing with neighbors to provide valuable amenities. We empirically test for these alternative diffusion pathways after controlling for the spatially correlated extant flood risks, building patterns, and demographics. The analysis integrates several large datasets to predict community flood risk management for all cities and counties in the US since 1990. Controls for local flood risk combined with a spatial lag regression model allow separate identification of alternative diffusion pathways. The results indicate strong evidence of copycatting and also suggest possible free-riding.more » « less

Rising sea levels have increased flood risk in coastal communities on both the east and west coasts of the USA. The goal of this analysis is to approximate flood defense costs from cyclonic flooding as a partial means to evaluate the resilience of coastal communities. Storm surge models were previously constructed via an established approach to represent historical and future coastal Louisiana landscapes and associated flood patterns. Coastal flooding was also previously simulated via a suite of 14 hurricanes. Approximate levee heights surrounding Lafitte, Louisiana, are calculated from the surge and wave output of Hurricane Isaac, the predominated hurricane in the Lafitte area for all years examined (NAVD88, m): 1.68 (1930), 2.92 (1970), 3.30 (1990), 4.82 (2010), 5.93 (2030), 6.57 (2050), 7.16 (2070), 7.70 (2090), and 8.22 (2110). Approximate costs per person are also calculated (2010 USD): $49,500 (1930), $41,400 (1970), $37,500 (1990), $181,600 (2010), $223,600 (2030), $247,800 (2050), $269,900 (2070), $290,100 (2090), and $309,800 (2110). The Gulf of Mexico (GOM) migrated 7.4 km inland within the Louisiana Barataria coastal basin between 1973 and 2010. For each person in Lafitte, flood defense costs increased approximately (2010 USD) $19,000 per person per kilometer inland migration of the GOM from 1973 to 2010. The methodology developed in this case study effectively connects wetland loss with increased flood defense costs and can be applied to communities with similar challenges.more » « less
