Abstract Flood risks are rising across the United States, putting the economic and social values of growing numbers of homes at risk. In response, the federal government is funding the purchase and demolition of housing in areas of greatest jeopardy, tacitly promoting residential resettlement as a strategy of climate adaptation, especially in cities. Despite these developments little is known about where people move when they engage in such resettlement or how answers to that question vary by the racial and economic status of their flood-prone neighborhoods. The present study begins to fill that gap. We introduce a new typology for classifying environmental resettlement along two socio-spatial dimensions of community attachment: (a) distance moved from one’s flood-prone home; and (b) average distance resettled from similarly relocated neighbors. Next, we analyze data from 1,572 homeowners who accepted government-funded buyouts across 39 neighborhood areas in Harris County, Texas – Houston’s urban core. Results indicate that homeowners from more privileged neighborhoods resettle closer to their flood-prone homes and to one another, thus helping to preserve the social and economic value of their homes; homeowners from less privileged areas end up farther away from both. Implications for understanding social inequities in government-funded urban climate adaptation are discussed.

Managed retreat: a nationwide study of the local, racially segmented resettlement of homeowners from rising flood risks
Abstract The government-funded retreat of homeowners from flood-prone housing is a globally ascendant policy of climate adaptation. Yet, we still know relatively little about some fairly basic questions involving its participants: e.g. How much risk do homeowners tolerate before retreating? Where do they move? Does that move reduce their future flood risk? And, to what extent do answers to these questions vary by the type of racial and ethnic communities in which they live? To answer these questions, we combine novel address-to-address residential history data with future flood risk estimates and indices of local context to better understand how retreat is unfolding across the United States. Results indicate that, when voluntarily undertaken, retreat is a highly local process that yields notable reductions in household flood risk. These movements, however, are racially segmented, with homeowners in majority-White communities being more likely to stay in the face of higher risk and less likely to relocate to nearby areas that are not also majority-White.

Abstract Coastal flooding often exceeds homeowners’ capacity to cope with repetitive damages and profoundly disrupts their livelihoods. Permanent relocation has been proposed as a solution for some coastal areas experiencing recurrent flooding and anticipating acceleration of impacts. However, it is unclear if homeowners living in such areas would support this strategy, where they would choose to go, and why. This study evaluates the willingness to relocate and the reasoning behind it among rural and urban homeowners residing in coastal high-risk areas. The rural versus urban comparison explores how attitudes toward relocation differ between these settings with distinct sociodemographic, economic, and cultural profiles. A mail survey administered on the Eastern Shore, Maryland, and in the Hampton Roads metropolitan area, Virginia, measured how willingness to relocate differs across the socioeconomic spectrum, prior flood exposure, concerns with flood impacts, and preferences for relocation destination. The survey responses were analyzed using descriptive and inferential statistics. The results show that more than one-third of respondents would consider relocating. The willingness to relocate was marginally influenced by socioeconomic factors and flood experiences and instead was significantly correlated with the risk of disastrous flooding, inadequate insurance compensation, and worsening crime. However, data show a clear shift in relocation support and the distance of the preferred destination from minor to significant flooding. Rural respondents are slightly less likely to relocate than urban ones. Descriptive statistics indicate nuanced differences in flood experiences, reasons to relocate, and preferences for a new destination between rural and urban populations.more » « less

Abstract The United States’ National Flood Insurance Program (NFIP) has accumulated over $20 billion in debt to the US Treasury since 2005, partly due to discounted premiums on homes in flood‐prone areas. To address this issue, FEMA introduced Risk Rating 2.0 in October 2021, which is able to assess and charge more accurate and equitable rates to homeowners. However, rates must be continually updated to account for increasing flood damage caused by sea level rise and more intense hurricanes due to climate change. This study proposes a strategy to adopt updated premium rates that account for climate change effects and address affordability and risk mitigation issues with a means‐tested voucher program. The strategy is tested in a coastal community, Ortley Beach, NJ, by projecting its future flood risk under sea level rise and storm intensification. Compared with using static rates for all the properties in Ortley Beach, the proposed strategy is shown to reduce the NFIP's potential losses to the community from 2020 to 2050 by half (from $4.6 million to $2.3 million), improve the community's flood resistance, and address affordability concerns. Sensitivity analysis of varying incomes, loan interest rates, and conditions for a voucher indicates that the strategy is feasible and effective under a wide range of scenarios. Thus, the proposed strategy can be applied to various communities along the US coastline as an effective way of updating risk‐based premiums while addressing affordability and resilience concerns.more » « less

Many communities across the USA and globally lack full understanding of the flood risk that may adversely impact them. This information deficit can lead to increased risk of flooding and a lack of engagement in mitigation efforts. Climatic changes, development, and other factors have expedited changes to flood risk. Due to these changes, communities will have an increased need to communicate with a variety of stakeholders about flood risk and mitigation. Lafayette Parish, Louisiana, USA, having recently experienced a major flood event (the 2016 Louisiana Floods), is representative of other communities experiencing changes to flood impacts. Using focus groups, this study delves into better understanding the disconnect between individual and community perceptions of flood risks, and how emerging hydroinformatics tools can bridge these gaps. Using qualitative analysis, this study evaluated the resources individuals use to learn about flooding, how definitions of community impact flood mitigation efforts, how individuals define flooding and its causes, and where gaps in knowledge exist about flood mitigation efforts. This research demonstrates that individuals conceive of flooding in relationship to themselves and their immediate circle first. The study revealed division within the community in how individuals think about the causes of flooding and the potential solutions for reducing flood risk. Based on these results, we argue that helping individuals reconceive how they think about flooding may help them better appreciate the flood mitigation efforts needed at individual, community, and regional levels. Additionally, we suggest that reducing gaps in knowledge about mitigation strategies and broadening how individuals conceive of their community may deepen their understanding of flood impacts and what their community can do to address potential challenges.more » « less

Abstract Disasters can have devastating impacts on communities particularly when they are disproportionately impacted by flooding. Despite the presence of governmental programs implemented to increase community preparedness for flooding, communities may still struggle. Currently, we have limited holistic knowledge of barriers that stifle community preparedness. To address this gap, we conducted 32 in‐depth interviews with stakeholders including community members, leaders, and city employees in a community subject to flood risk. The findings suggest that preparedness is not overcome simply by providing knowledge, and people do not necessarily embrace preparedness after participating in training programs. Rather, community preparedness is entwined with addressing chronic stressors, increasing community participation, and attending to social justice and broken trust due to historical mistreatment of the community. We hereby introduce the notion of community preparedness efficacy—defined as the barriers needed to be overcome for communities to be able to prepare for disasters—that considers chronic stressors, community participation, social justice, and equity to move underserved communities forward.more » « less
