A green transition powered by large-scale, renewable energy is under way in northern Sweden, featuring innovations in fossil-free mining, green steel production, and lithium-ion battery manufacturing. These new initiatives are the most ambitious in decades, envisioned by companies and politicians as a bright, green future for a region haunted by a history of population and economic decline. However, to meet the demands of growing green industries, the north will have to attract an additional 100,000 residents and increase its renewable energy production thirteen-fold. Building on interview data with key stakeholders in Norrbotten and V¨asterbotten, Sweden’s two northernmost counties, this article investigates the drivers behind this green growth and examines the challenges that municipalities and industries will face in achieving it. In the long term, can the demands of a growing green economy be met while delivering justice to the rural and Indigenous S´ami populations of the region who have alternative visions for land use in the north? To answer this question, this article lays out a framework that complements existing approaches to justice in green transitions, identifying potential incongruences between growth and justice. This framework emphasizes the need to take into account four factors – order, timescale, agendas, and actors – which ultimately shape the priorities, possibilities, and justice of green transformation outcomes.

            Abstract In Sweden’s Norrbotten County, a “green transition” driven by market demand and new normative structures is underway, creating a regional mega-project designed to put Sweden at the forefront of emerging green industries. These industries, such as carbon-neutral steel fabrication, battery production, and data center hosting, all require large amounts of energy, land, and minerals. This paper applies the regional environmental governance framework to Arctic data to examine which stakeholders have the capacity to impose their agenda on the Arctic environment and the points of conflict and collaboration during this period of accelerated growth. The paper tests the assumption that regional governance accommodates a plurality of interests. A case study examining Norrbotten County’s industrial mega-project centered around Luleå, Sweden, identifies a dominant coalition uniting government and industry that supports norms seeking to reduce greenhouse gas emissions in this region. However, the existing regional governance model does a poor job of integrating the local Indigenous Sámi preferences for land use. At the core of the difference between actors advancing the green economy and the local Sámi reindeer herders are divergent conceptions of nature and sustainability.

            Investigating Land Use Changes with Development of the Informal Road Networks: Case-Study in Siberianull (Ed.)While researchers of social-ecological systems acknowledge existence of formal and informal institutions affecting social-ecological governance, the role of informal sector in the land use change remains understudied. Moreover, existing studies of informal land use are focused mostly on urban areas, such as informal settlements. We argue that the remote regions would be another important area for inquiries. Informal, e.g. unobserved by official records, land use changes there are related to high-speed dynamics of resource extraction projects and location mostly in the regions of traditional land use practices of indigenous people. In particular, we focus on informal roads, which in the Arctic and Subarctic remote regions often remain understudied due to their small size, chaotic, temporal or even seasonal nature, private ownership or traditional subsistence functions. Despite their absence on official maps, they have significant social, economic and environmental impact on local, predominantly indigenous, communities. The study area: the north of Irkutsk region and Republic of Buryatia that the last decades has undergone rapid changes of traditional way of life of "old settlers", native Buryats and Evenks, collapse of the Soviet economy, development of oil and gas extractive industries and infrastructure, environmental regulations to protect the Lake Baikal and tourism development. The data was obtained in 2016-2018 at the municipal and local levels using interviews, observations, statistics and cartographic tools. As a result, we identified formal and informal elements of transportation infrastructure with common set of characteristics (e.g. time of development; purpose; present conditions; changes in location; use) and distinguished the specifics of their maintenance requirements, the forms of ownership, seasonality and local traditions. The future plans to use remotely-sensed data, coordinated visual mapping sessions, and field studies for understanding land use changes due to development of informal road networks will be discussed in the presentation.more » « less

            null (Ed.)Green spaces have recently received wide acknowledgement for urban sustainability benefits and are mentioned in the Sustainable Development Goals SDGs Target 11.7. The article aims to address the knowledge gap on indicators used for assessment of green spaces for urban sustainability in the Arctic using an example of Nadym, Russia which is illustrative of compact cities built during the Soviet time using a system of microrayons. Different indicators implemented by international organizations for assessment of green spaces are compared with indicators used in Russia. Utilizing very high-resolution WorldView-3 satellite image and open source data, the quantity and quality of green spaces are estimated with high accuracy. In addition to traditionally used indicators of share of green space per capita, share of public spaces for common use within walking distance to assess availability and accessibility of green spaces, the paper suggests importance of taking into account governance, distribution, and composition using analysis of historic legacies, municipal budget allocation for green space maintenance, and Normalized Difference Vegetation Index values. Such detailed view can enrich discussions about green spaces as sources for resilience both at the local and global levels, in comparison with other cities and across countries.more » « less

            The collaborative study on gender equality and empowerment in the Arctic (UGEEA) aims to improve understanding of gender equality issues in the New Arctic at the national, regional, and local levels, identify concrete strategies for gender political, economic, and civic empowerment, and thereby facilitate sustainable policymaking for the New Arctic. This study employs an inclusive, collaborative approach to collect and analyze datasets, documents, and case studies to understand to what extent political, economic, and civic empowerment is distributed by gender. Broader impacts of the UGEEA Project include recommendations for the promotion of gender equality and empowerment of women, raising public awareness of gender issues in the Arctic, and the development of a publicly available data compendium on gender empowerment. The study also aims to narrow the existing knowledge gaps on gender empowerment across Circumpolar regions by including an assessment of gender empowerment at different levels relevant to the Arctic countries — national/quasi-national (for Iceland, the Faroe Islands, and Greenland), subnational (regional), municipal, and local (community) levels. The dataset examines gender earnings gap, gender disparity in tertiary education, and women's political leadership in the Arctic at the regional/(sub)national levels.more » « less

            Abstract New marine industries that develop and grow in response to the changing demand for their products have the potential to exert pressure on fragile marine environments. These emerging industries can benefit local communities but equally can have negative environmental and socio-cultural impacts. The development of new and emerging industries, like deep seabed mining (DSM), requires the acceptance and involvement of local communities. Yet, the history of marine exploitation is imbued with conflicts between industries and local communities. This paper presents a DSM case study in Papua New Guinea (PNG) to stimulate debate around the potential for conflict in the pursuit of resource extraction from the deep sea and the social and environmental harm that these extractions can cause. We do so by first presenting a timeline of local and extra-local events and enabling conditions that form the development background for the DSM Solwara 1 project in PNG. We then undertake a media narrative analysis to consider the contribution of aspects of social acceptability to this highly complex and multi-scale conflict. We find that the lack of (or a decrease in) social acceptability contributed to the conflict situation and ultimately the demise of the Solwara 1 project. Extra-locally, the initial development was positively framed around solutions for decarbonisation using new technology. Over time, actions by international NGOs, financial issues related to foreign companies, and asymmetry in the power balance between the Pacific Island nation and global businesses played a role in growing negative perceptions of acceptability. Historical experiences with prior environmental mining disasters, together with sea tenure governance challenges, and a lack of community and stakeholder acceptance also contributed to the demise of the project. Untangling and debating these complex interactions provides context and reasons for the tension between the lack of societal acceptance at a local scale and the perceived need for DSM products in the global North for innovative technologies and decarbonising societies. Better understanding these interactions and tensions can help emerging industries navigate a future blue economy.more » « less
