Title: Where do we start? Lessons learned from the PI, graduate research assistant, undergraduate researcher, and a community member starting their inter-institutional STEM-focused community-engaged project using participatory action learning and action research
Academic institutions have always been seen as centers of education and knowledge production, but the information generated by each institution is usually siloed. To increase global competitiveness, especially in STEM, sharing knowledge across institutions is necessary. At inception, our central hypothesis was that an inter-institutional approach to educational transformation, one that was centered on democratizing the practice of innovation across institutional boundaries, would effectively prepare the next generation of innovators and engineers to address systemic and institutional racism and whiteness within STEM. One of the ways we wanted to tackle this was by community engagement. Community engagement in some phases of engineering projects is known worldwide. However, community engagement in all phases, including the grant writing process, is minimal.  more » « less

    In 2016, 10 universities launched a Networked Improvement Community (NIC) aimed at increasing the number of scholars from Alliances for Graduate Education and the Professoriate (AGEP) populations entering science, technology, engineering, and mathematics (STEM) faculty careers. NICs bring together stakeholders focused on a common goal to accelerate innovation through structured, ongoing intervention development, implementation, and refinement. We theorized a NIC organizational structure would aid understandings of a complex problem in different contexts and accelerate opportunities to develop and improve interventions to address the problem. A distinctive feature of this NIC is its diverse institutional composition of public and private, predominantly white institutions, a historically Black university, a Hispanic-serving institution, and land grant institutions located across eight states and Washington, DC, United States. NIC members hold different positions within their institutions and have access to varied levers of change. Among the many lessons learned through this community case study, analyzing and addressing failed strategies is as equally important to a healthy NIC as is sharing learning from successful interventions. We initially relied on pre-existing relationships and assumptions about how we would work together, rather than making explicit how the NIC would develop, establish norms, understand common processes, and manage changing relationships. We had varied understandings of the depth of campus differences, sometimes resulting in frustrations about the disparate progress on goals. NIC structures require significant engagement with the group, often more intensive than traditional multi-institution organizational structures. They require time to develop and ongoing maintenance in order to advance the work. We continue to reevaluate our model for leadership, climate, diversity, conflict resolution, engagement, decision-making, roles, and data, leading to increased investment in the success of all NIC institutions. Our NIC has evolved from the traditional NIC model to become the Center for the Integration of Research, Teaching and Learning (CIRTL) AGEP NIC model with five key characteristics: (1) A well-specified aim, (2) An understanding of systems, including a variety of contexts and different organizations, (3) A culture and practice of shared leadership and inclusivity, (4) The use of data reflecting different institutional contexts, and (5) The ability to accelerate infrastructure and interventions. We conclude with recommendations for those considering developing a NIC to promote diversity, equity, and inclusion efforts.

The STEM Excellence through Engagement in Collaboration, Research, and Scholarship (SEECRS) project at Whatcom Community College is a five-year program aiming to support academically talented students with demonstrated financial need in biology, chemistry, geology, computer science, engineering, and physics. This project is funded by an NSF S-STEM (Scholarships in Science, Technology, Engineering, and Mathematics) grant awarded in January 2017. Through an inclusive and long-range effort, the college identified a strong need for financial and comprehensive supports for STEM students. This project will offer financial, academic, and professional support to three two-year cohorts of students. The SEECRS project aims to utilize a STEM-specific guided pathways approach to strengthen recruitment, retention, and matriculation of STEM students at the community college level. Scholarship recipients will be supported through participation in the SEECRS Scholars Academy, a multi-pronged approach to student support combining elements of community building, faculty mentorship, targeted advising activities, authentic science practice, and social activities. Students are introduced to disciplines of interest through opportunities to engage in course-based undergraduate research experiences (CUREs) in Biology, Chemistry and Engineering courses, funded summer research opportunities, and seminars presented by STEM professionals. Communities of practice will be nurtured through the introduction of cohort building and faculty mentorship. Cohort development starts with a required two-credit course for all scholars that emphasizes STEM identity development, specifically focusing on identifying and coping with the ways non-dominant individuals (racial/ethnic minorities, non-male gender, lower socioeconomic status, first-generation, 2-year community college vs. 4-year institutions) are made to feel as outsiders in STEM. Each SEECRS scholar is paired with a faculty mentor who engages in ongoing mentor training. The project evaluation will determine the efficacy of the project activities in achieving their intended outcomes. Specifically, we will collect data to answer the research question: To what extent can a guided pathways approach provide a coordinated and supported STEM experience at Whatcom Community College that: (1) increases student success, and (2) positively shifts students’ STEM self-identity? The evaluation will employ a quasi-experimental research design, specifically a pretest-posttest design with a matched comparison group. Our first cohort of 14 students was selected over two application rounds (winter and summer 2017). We awarded ten full scholarships and four half-scholarships based on financial need data. Cohort demographics of note compared to institutional percentages are: females (64% vs. 57%), Hispanic (14% vs. 17%), African American (7% vs. 2%), white (79% vs. 66%), first generation college bound (43% vs. 37%). The cohort is comprised of six students interested in engineering, six in biology, and one each in geology and environmental sciences. With increased communication between the project team, our Financial Aid office, Entry and Advising, high school outreach, and the Title III grant-funded Achieve, Inspire, Motivate (AIM) Program, as well as a longer advertising time, we anticipate significantly enhancing our applicant pool for the next cohort. The results and lessons learned from our first year of implementation will be presented.

  4. We STEM educators often hear that so many of our students fail because they are not college ready. But interventions at various levels, despite the hard work of implementation, have not resulted in dramatic improvements. What if, instead, the problem is that the institutional system – including instructional approaches and policies – is not student ready? The goal of our NSF supported project, called “Eco-STEM,” is to establish a healthy STEM educational ecosystem that allows all individuals within the ecosystem to thrive. The context for our work on STEM educational ecosystems is a Very High Hispanic Enrolling Hispanic-Serving Institution (HSI) at California State University, Los Angeles, where the majority of our students are also low-income and first-generation college students. Guided by an ecosystem paradigm, the project aims to: 1) create a supportive and culturally responsive learning/working environment for both students and faculty; 2) make teaching and learning rewarding and fulfilling experiences; and 3) emphasize the assets of our community to enhance motivation, excellence, and success. Currently, many STEM educators have a mental model of the education system as a pipeline or pathway, and this factory-like model requires standard inputs, expecting students to come prepared with certain knowledge and skills [4]. When the educational system is viewed as a factory assembly line (as shown in Figure 1), interventions are focused on fixing the inputs by trying to increase students’ preparedness, which contributes to a prevailing deficit-focused mindset. This not only hinders student growth but also makes educational institutions less inclusive and teaching less rewarding for faculty. Increasingly, equity-minded educators and researchers employing the framework of community cultural wealth suggest that we need an asset-based mindset if we are to help all students achieve success in STEM. Research on ecosystem models offers a new way of thinking. In contrast to pipelines or pathways, which focus on student outcomes, an ecosystem model is centered on the learning environment, communities, and the experiences that diverse students, faculty, and staff have in the system as active agents. The Eco-STEM project proposes to: 1) shift the mental models of STEM faculty from factory- based to ecosystem-based so that they will intentionally establish healthy classroom ecosystems that facilitate learning for all students regardless of their backgrounds; 2) change the mental models and develop the capacity of department chairs and program coordinators so they can lead the cultural changes needed to create a healthy ecosystem at the department level; and 3) revise the teaching evaluation system to promote faculty development and enhance the student experience, which will help to create a healthy ecosystem at the institution. One fundamental aspect of this project is the Eco-STEM Faculty Fellows Community of Practice (CoP), which is designed to help foster these changes. As a work-in-progress paper, this paper presents the design and structure of the Eco-STEM Faculty Fellows CoP and seeks input from the faculty development community on our approach to fostering a healthy educational ecosystem for the majority marginalized student population we serve.

While inquiry in operations research (OR) modeling of urban planning processes is long-standing, on the whole, the OR discipline has not influenced urban planning practice, teaching and scholarship at a level of other domains such as public policy and information technology. Urban planning presents contemporary challenges that are complex, multi-stakeholder, data-intensive, and ill structured. Could an OR approach which focuses on the complex, emergent nature of cities, the institutional environment in which urban planning strategies are designed and implemented and which puts citizen engagement and a critical approach at the center enable urban planning to better meet these challenges? Based on a review of research and practice in OR and urban planning, we argue that a prospective and prescriptive approach to planning that is inductive in nature and embraces “methodological pluralism” and mixed methods can enable researchers and practitioners develop effective interventions that are equitable and which reflect the concerns of community members and community serving organizations. We discuss recent work in transportation, housing, and community development that illustrates the benefits of embracing an enhanced OR modeling approach both in the framing of the model and in its implementation, while bringing to the fore three cautionary themes. First, a mechanistic application of decision modeling principles rooted in stylized representations of institutions and systems using mathematics and computational methods may not adequately capture the central role that human actors play in developing neighborhoods and communities. Second, as innovations such as the mass adoption of automobiles decades ago led to auto-centric city design show, technological innovations can have unanticipated negative social impacts. Third, the current COVID pandemic shows that approaches based on science and technology alone are inadequate to improving community lives. Therefore, we emphasize the important role of critical approaches, community engagement and diversity, equity, and inclusion in planning approaches that incorporate decision modeling.
