Title: Job Search and Hiring with Limited Information about Workseekers’ Skills
We assess South African workseekers’ skills and disseminate the assessment results to explore how limited information affects firm and workseeker behavior. Giving workseekers assessment results that they can credibly share with firms increases workseekers’ employment and earnings and better aligns their skills, beliefs and search strategies. Giving workseekers assessment results that they cannot easily share with firms has similar effects on beliefs and search, but smaller effects on employment and earnings. Giving assessment results only to firms shifts interview decisions. These findings show that getting credible skill information to the right agents can improve outcomes in the labor market.   1. Abstract This article analyzes how patent-induced shocks to labor productivity propagate into worker compensation using a new linkage of U.S. patent applications to U.S. business and worker tax records. We infer the causal effects of patent allowances by comparing firms whose patent applications were initially allowed to those whose patent applications were initially rejected. To identify patents that are ex ante valuable, we extrapolate the excess stock return estimates of Kogan et al. (2017) to the full set of accepted and rejected patent applications based on predetermined firm and patent application characteristics. An initial allowance of an ex ante valuable patent generates substantial increases in firm productivity and worker compensation. By contrast, initial allowances of lower ex ante value patents yield no detectable effects on firm outcomes. Patent allowances lead firms to increase employment, but entry wages and workforce composition are insensitive to patent decisions. On average, workers capture roughly 30 cents of every dollar of patent-induced surplus in higher earnings. This share is roughly twice as high among workers present since the year of application. These earnings effects are concentrated among men and workers in the top half of the earnings distribution and are paired with corresponding improvements in worker retention among these groups. We interpret these earnings responses as reflecting the capture of economic rents by senior workers, who are most costly for innovative firms to replace.

  2. Abstract Research summary

    One of the established findings in the spinout literature is that founders with prior industry experience assemble larger entrepreneurial teams and create better‐performing startups. We examine the role of prior industry experience in the startups' next stage—its hiring of new employees. We tackle two empirical challenges—the mutual aspect of hiring and the effect of unobserved variables on employees' earnings using a two‐sided matching model. Our results reveal that even firms founded by entrepreneurs without industry experience can attract new employees with such experience if the founders start with a large entrepreneurial team. Further, startups provide new hires with an earnings premium for their industry experience. Our approach illustrates the benefits of matching models over traditional regressions.

    Managerial summary

    Growing startups face the question of who to hire and how much to compensate the new hires. Simultaneously, prospective new hires ask which startup to join and how much their salary will be. We explore these questions using a novel method that tackles the mutual selection process. In the context of five technological manufacturing industries, we find that having industry experience within founding teams may not be necessary to attract new hires with high quality if the startup can signal its own quality through other means such as having a larger founding team. Our results indicate that startups prefer employees with industry experience for which startups offer a wage premium. Thus, employees seeking startup employment benefit from gaining industry experience prior to joining a startup.

  3. Abstract

    How has financialization contributed to the changing nature of employment relations? Using the case of downsizing, we provide a cultural explanation of how the growing influence of the financial sector has reshaped employment relations at non-financial firms. We focus on the role of financial professionals in promoting the norm of shareholder value maximization around which financial market expecatations are formed and imposed upon firms. Our analysis of downsizing announcements made by the largest US firms shows that firms downsize when they miss earnings forecasts of securities analysts—a clear indication that firms fail to maximize shareholder value. We also show that institutional investors and financial executives promoted downsizing after missed analyst forecasts while labor unions resisted it. Despite the latter group’s resistance, in the context of the declining countervailing influence of labor, our findings suggest that downsizing has become institutionalized as a shareholder value strategy in the era of financialization.

  4. Additive manufacturing (AM) is prevalent in academic, industrial, and layperson use for the design and creation of objects via joining materials together in a layer upon layer fashion. However, few universities have an undergraduate course dedicated to it. Thus, using NSF IUSE support [grant number redacted for review] from the Exploration and Design Tier of the Engaged Student Learning Track, this project has created and implemented such a course at three large universities: Texas Tech (a Carnegie high research productivity and Hispanic Serving Institution), Kansas State (a Carnegie high research productivity and land grant university) and California State, Northridge (the largest of all the California State campuses and highly ranked in serving underprivileged students). Our research team includes engineering professors and a sociologist trained in assessment and K-12 outreach to determine the effects of the course on the undergraduate and high school students. We are currently in year two of the three years of NSF support. The course focuses on the fundamentals of the three families of prevailing AM processes: extrusion-based, powder-based, and liquid-based, as well as learning about practical solutions to additive manufacturing of common engineering materials including polymers, metals and alloys, ceramics, and composites. It has a lecture plus lab format, in that students learn the fundamentals in a classroom, but then apply and broaden their knowledge in lab projects and independent studies. Additionally, as outreach, we host field trips from local high schools during which the undergraduates give presentations about discrete AM skills, then lead the high school students through a lab project focused on those skills. This creates a pipeline of knowledge about AM for younger students as well as an opportunity for undergraduates to develop leadership and speaking skills while solidifying their knowledge. We are also in the process of uploading videos and lab projects to an online Google Classroom so that those with access to 3D printers in other areas can learn online for free. We are also self-publishing an accompanying textbook and lab manual. Beyond the course itself, one of the innovations of our project is the assessment strategy. For both undergraduates and high school students, we have been able to collect content area knowledge both before and after the class, as well as information about their attitudes towards engineering and self-efficacy beliefs. This has been particularly illuminating in regards to subgroups like women and students of color. Our research questions include: i) what is the knowledge growth about AM during this course? ii) does this differ by university? iii) does this differ by gender or race? iv) what are the best ways to make this course portable to other universities? Preliminary results indicate a statistically significant improvement in knowledge for all students. This was particularly true for women, which may indicate the promise of AM courses in decreasing the female dropout rate in engineering. Attitudes towards engineering and self-efficacy perceptions also differed after the class, but in varying ways by demographic subgroups and university. This will be explored more in the paper.

  5. Advanced manufacturing (AM) is a vital driver of the U.S. economy. AM is also crucial in building U.S. competitiveness by strengthening the scientific and engineering enterprise and providing transformative science and technology solutions. AM anchors rural economies across the country and is especially important to rural America, where it accounts for a larger share of employment and earnings than in urban areas. Broadband Internet connectivity is essential affordance of the “smart” AM production technologies key to U.S. leadership because they enable manufacturers to precisely customize products and supply for increasingly segmented markets. However, our review of policy and research suggests that little is known about the extent to which the U.S. broadband environment can support and enable AM, especially in the prime rural locations. In this paper, we will explore rural communities’ AM readiness. Specifically, we synthesize research and policy documents relating to the centrality of broadband Internet to AM; the state of broadband in rural communities; and the potential for AM transform rural communities. We conclude with promising directions for information science researchers to further investigate the relationship between broadband and the potential for AM to benefit rural communities’ economic potential.
