Title: Not Just Algorithms: Strategically Addressing Consumer Impacts in Information Retrieval
Information Retrieval (IR) systems have a wide range of impacts on *consumers*. We offer maps to help identify goals IR systems could---or should---strive for, and guide the process of *scoping how to gauge a wide range of consumer-side impacts and the possible interventions needed to address these effects. Grounded in prior work on scoping algorithmic impact efforts, our goal is to promote and facilitate research that (1) is grounded in impacts on information consumers, contextualizing these impacts in the broader landscape of positive and negative consumer experience; (2) takes a broad view of the possible means of changing or improving that impact, including non-technical interventions; and (3) uses operationalizations and strategies that are well-matched to the technical, social, ethical, legal, and other dimensions of the specific problem in question.  more » « less

As blue water resources become increasingly scarce with more frequent droughts and overuse, irrigated agriculture faces significant challenges to reduce its water footprint while maintaining high levels of crop production. Building soil health has been touted as an important means of enhancing the resilience of agroecosystems to drought, mainly with a focus in rainfed systems reliant on green water through increases in infiltration and soil water storage. Yet, green water often contributes only a small fraction of the total crop water budget in irrigated agricultural regions. To scope the potential for how soil health management could impact water resources in irrigated systems, we review how soil health affects soil water flows, plant–soil–microbe interactions, and plant water capture and productive use. We assess how these effects could interact with irrigation management to help make green and blue water use more sustainable. We show how soil health management could (1) optimize green water availability (e.g., by increasing infiltration and soil water storage), (2) maximize productive water flows (e.g., by reducing evaporation and supporting crop growth), and (3) reduce blue water withdrawals (e.g., by minimizing the impacts of water stress on crop productivity). Quantifying the potential of soil health to improve water resource management will require research that focuses on outcomes for green and blue water provisioning and crop production under different irrigation and crop management strategies. Such information could be used to improve and parameterize finer scale crop, soil, and hydraulic models, which in turn must be linked with larger scale hydrologic models to address critical water-resources management questions at watershed or regional scales. While integrated soil health-water management strategies have considerable potential to conserve water—especially compared to irrigation technologies that enhance field-level water use efficiency but often increase regional water use—transitions to these strategies will depend on more than technical understanding and must include addressing interrelated structural and institutional barriers. By scoping a range of ways enhancing soil health could improve resilience to water limitations and identifying key research directions, we inform research and policy priorities aimed at adapting irrigated agriculture to an increasingly challenging future.

  2. Background Home health aides (HHAs) provide necessary hands-on care to older adults and those with chronic conditions in their homes. Despite their integral role, HHAs experience numerous challenges in their work, including their ability to communicate with other health care professionals about patient care while caring for patients and access to educational resources. Although technological interventions have the potential to address these challenges, little is known about the technological landscape and existing technology-based interventions designed for and used by this workforce. Objective We conducted a scoping review of the scientific literature to identify existing studies that have described, designed, deployed, or tested technology-based tools and apps intended for use by HHAs to care for patients at home. To complement our literature review, we conducted a landscape analysis of existing mobile apps intended for HHAs providing in-home care. Methods We searched the following databases from their inception to October 2020: Ovid MEDLINE, Ovid Embase, Cochrane Library, and CINAHL (EBSCO). A total of 3 researchers screened the yield using prespecified inclusion and exclusion criteria. In addition, 4 researchers independently reviewed these articles, and a fifth researcher arbitrated when needed. Among studies that met the inclusion criteria, data were extracted and summarized narratively. An analysis of mobile health apps designed for HHAs was performed using a predefined set of terms to search Google Play and Apple App stores. Overall, 2 researchers independently screened the resulting apps, and those that met the inclusion criteria were categorized according to their intended purpose and functionality. Results Of the 8643 studies retrieved, 182 (2.11%) underwent full-text review, and 4.9% (9/182) met our inclusion criteria. Approximately half (4/9, 44%) of the studies were descriptive in nature, proposing technology-based systems (eg, web portals and dashboards) or prototypes without a technical or user-based evaluation of the technology. In most (7/9, 78%) papers, HHAs were just one of several users and not the sole or primary intended users of the technology. Our review of mobile apps yielded 166 Android and iOS apps, of which 48 (29%) met the inclusion criteria. These apps provided HHAs with one or more of the following functions: electronic visit verification (29/48, 60%), clocking in and out (23/48, 48%), documentation (22/48, 46%), task checklist (19/48, 40%), communication between HHA and agency (14/48, 29%), patient information (6/48, 13%), resources (5/48, 10%), and communication between HHA and patients (4/48, 8%). Of the 48 apps, 25 (52%) performed monitoring functions, 4 (8%) performed supporting functions, and 19 (40%) performed both. Conclusions A limited number of studies and mobile apps have been designed to support HHAs in their work. Further research and rigorous evaluation of technology-based tools are needed to assess their impact on the work HHAs provide in patient’s homes.

  3. Consumer-generated online reviews of credence service providers, such as doctors, have become common on platforms such as Yelp and RateMDs. Yet doctors have challenged the legitimacy of these platforms on the grounds that consumers do not have the expertise required to evaluate the quality of the medical care they receive. This challenge is supported by the economics of information literature, which has characterized doctors as a credence service, meaning that consumers cannot evaluate quality even after consumption. Are interventions needed to ensure that consumers are not misled by these reviews? Data from real online reviews shows that many of the claims made in real reviews of credence service providers focus on experience attributes, such as promptness, which consumers can typically evaluate, rather than credence attributes, such as knowledge. Follow-up experiments show that consumers are more likely to believe experience claims (vs. credence claims) made by other consumers, claims that are supported by data, and longer reviews even if they are not more informative. The authors discuss implications for consumers and credence service providers and possible policy interventions.

  4. Civil engineering education must be updated to keep pace with the profession and move past a culture of disengagement where technical work is considered separate from societal impact. Civil engineering students need to engage with diversity, equity, inclusion and justice (DEIJ) so they can understand the differential impacts of engineering on individuals from different groups within society. We aim to encourage the transformation of civil engineering education to produce engineers that will be prepared to meaningfully engage with society and advance justice in their future professional roles by providing examples of pedagogical change and analyzing student responses. In this study we implemented new course assignments in an introductory civil engineering course and a civil engineering materials course. In the introductory assignment students were taught to draw systems models and asked to consider social and technical factors contributing to the Hurricane Katrina disaster. In the materials course students completed pre-class readings about a regional highway reconstruction project, including articles about neighborhood opposition to the project, and participated in an in-class discussion. We analyzed student submissions using qualitative content analysis. Students in both courses (33% introductory, 60% materials) described learning about the impact engineering designs had on the community. In the materials class students were asked specifically about the impact of race and wealth on infrastructure decision-making. Student responses showed a wide range in how students understood the history of the situation and dynamics of power and privilege. Errors and limitations in student responses point to specific ways the instructors can improve student learning. Our results demonstrate that the integration of activities about societal impact is possible in technical engineering courses, emphasize the importance of integrating social context and related DEIJ content into technical courses, and provide insights into what students perceived they learned from the activities.

    Background: To explore existing literature on the association between environmental risk factors and delirium, and to investigate the effectiveness of environmental modifications on prevention or management of delirium. Methods: This is a scoping review of peer-reviewed studies in PubMed and the reference lists of reviewed articles. Observational studies reporting the effect of noise, light, and circadian rhythm on delirium and interventional studies assessing delirium in modified environments were reviewed. Results: 37 studies were included, 21 of which evaluated the impact of environment on delirium and 16 studied possible solutions to mitigate those impacts. Mixed findings of the reviewed studies yielded inconclusive results; a clearly delineated association between high noise levels, abnormal amounts of light exposure, and sleep disruption with delirium could not be established. The environmental interventions targeted reducing noise exposure, improving daytime and mitigating night-time light exposure to follow circadian rhythm, and promoting sleep. The overall evidence supporting effectiveness of environmental interventions was also of a low confidence; however, quiet-time protocols, earplugs, and bright light therapy showed a benefit for prevention or management of delirium. Conclusions: Environmental modifications are non-invasive, risk-free, and low-cost strategies that may be beneficial in preventing and managing delirium, especially when used as part of a multi-component plan. However, given the limited evidence-based conclusions, further high-quality and larger studies focusing on environmental modifications and delirium outcomes are strongly recommended.
