With climate, biodiversity and inequity crises squarely upon us, never has there been a more pressing time to rethink how we conceptualize, understand and manage our relationship with Earth's biodiversity. Here, we describe governance principles of 17 Indigenous Nations from the Northwest Coast of North America used to understand and steward relationships among all components of nature, including humans. We then chart the colonial origins of biodiversity science and use the complex case of sea otter recovery to illuminate how ancestral governance principles can be mobilized to characterize, manage and restore biodiversity in more inclusive, integrative and equitable ways. To enhance environmental sustainability, resilience and social justice amid today's crises, we need to broaden who benefits from and participates in the sciences of biodiversity by expanding the values and methodologies that shape such initiatives. In practice, biodiversity conservation and natural resource management need to shift from centralized, siloed approaches to those that can accommodate plurality in values, objectives, governance systems, legal traditions and ways of knowing. In doing so, developing solutions to our planetary crises becomes a shared responsibility. Data Surrogates as Hosts: Politics of Environmental Governance
Data-driven environmental governance within the standard regulatory regime routinely relies on unmeasurable, missing, or abjected data. Technocrats typically use data surrogates to alleviate this pervasive problem. By combining feminist technoscience and critical environmental justice approaches, this article argues that data surrogates are far more than fungible substitutes and rely on more than scientific rationality and transcendent objectivity. Through a case of intersecting environmental governance and justice work in the Portside Community in San Diego, this article exposits a broader conceptualization of data surrogates by developing a partial typology of operations they perform: calibrating, weighting, and validating. The politics and labors of these operations are crucial to analyze how data acquire material and discursive power in environmental governance. I propose an analytical shift from examining the work of data surrogates in terms of substituting to one of hosting. This shift reveals and better explains how data surrogates negotiate relationships between body, place, and property across state, market, and civil society actors. Moreover, it demonstrates how data surrogates interrupt the dominant regulatory regime by resisting fungibility through acts of social reproduction. Far from being subordinate to technocratic tools, the work of social reproduction makes governing with scientific and technical instruments both possible and contestable.

State and federal governments use governance platforms to achieve central policy goals through distributed action at the local level. For example, California’s 2014 Sustainable Groundwater Management Act (SGMA) mandates local policy actors to work together to create new groundwater management institutions and plans. We argue that governance platforms entail a principal-agent problem where local decisions may deviate from central goals. We apply this argument to SGMA implementation, where local plans may respond more to local political economic conditions rather than address the groundwater problems prioritized by the state. Using a Structured Topic Model (STM) to analyze the content of 117 basin management plans, we regress each plan’s focus on core management reform priorities on local socio-economic and social-ecological indicators expected to shape how different communities respond to state requirements. Our results suggest that the focus of local plans diverges from problem conditions on issues like environmental justice and drinking water quality. This highlights how principal-agent logics of divergent preferences and information asymmetry can affect the design and implementation of governance platforms.more » « less

Environmental governance is recognized as a key issue in many natural and social sciences. It is highly relevant for ecosystem services and common-pool resources as well. Both fields overlap yet have typically been studied separately. Therefore, this study aimed a) to examine the emerging body of literature that incorporates concepts from both fields of research and considers governance challenges, and b) to identify policy tools and recommendations presented for addressing those challenges. The analysis of thirty-nine selected peer-review papers revealed the multiplicity of interacting governance challenges with three major categories: environmental, socioeconomic, and problems of governance itself. Governance is impeded by institutional mismatches, exclusion of local actors, corruption, and perverse policies. The proposed policy recommendations most often suggest changes in institutional arrangements and increasing scientific understanding. Meeting human needs, and increasing social equity and justice were recognized broadly as integral for improving governance, yet correlations among governance problems and solutions appear elusive. These findings extend theoretical reasoning, while carrying practical implications for policy, governance and environmental stewardship. The analysis implies that policies to improve human conditions will be key for improved environmental governance, but more research is needed to learn which types of policy recommendations prove successful given diverse local contexts.more » « less

Ecosystem restoration is an important means to address global sustainability challenges. However, scientific and policy discourse often overlooks the social processes that influence the equity and effectiveness of restoration interventions. In the present article, we outline how social processes that are critical to restoration equity and effectiveness can be better incorporated in restoration science and policy. Drawing from existing case studies, we show how projects that align with local people's preferences and are implemented through inclusive governance are more likely to lead to improved social, ecological, and environmental outcomes. To underscore the importance of social considerations in restoration, we overlay existing global restoration priority maps, population, and the Human Development Index (HDI) to show that approximately 1.4 billion people, disproportionately belonging to groups with low HDI, live in areas identified by previous studies as being of high restoration priority. We conclude with five action points for science and policy to promote equity-centered restoration.more » « less

ABSTRACT. Well-being and equity are increasingly identified as integral to environmental governance and improved sustainability outcomes. Greater consideration of these dimensions has generated calls for more data and new methodologies capable of collecting, evaluating, and converting social and cultural data into formats deemed more useful to decision makers. These efforts expose gaps and challenges related to an over reliance on quantitative data, especially when it comes to adequately accounting for the well-being of Indigenous communities. Located along the western shore of Nanvarpak (Lake Iliamna) in southwest Alaska, this paper examines Indigenous conceptions of well-being and provides insights on how to better account for the well-being of Indigenous communities in sustainable governance. Carried out in partnership with the Tribal Nation of Igyaraq (Igiugig), we draw on ethnographic and interview data to identify and examine three foundational elements of Indigenous well-being: (1) land relations or nunaka (my land, my birthplace), inclusive of one’s responsibility to ensure continuation of a way of life defined by connections to ancestral lands; (2) sovereignty; and (3) effective governance. We pay special attention to the implications of Indigenous well-being as primarily expressed and achieved through enactments of sovereignty and nation-building. We draw attention to the need for greater investment in diverse scientific expertise and data but caution against assuming that more science will lead to better governance. There is a need to acknowledge the ways in which dominant Western science-policy structures do not serve Indigenous communities. Our research suggests that you cannot adequately account for Indigenous well-being without explicit consideration of governance, and the often taken for granted value assumptions and political conditions that quietly frame policy debates and scientific understandings of what data are considered useful and what impacts are considered acceptable. This paper demonstrates the fundamental importance of centering sovereignty in not only well-being and equity considerations, but as a central tenet of ethical scientific inquiry and environmental governance more broadly.more » « less
