Title: Private Woodland Owner Perceptions of Threat and Efficacy Shape Management Responses for Climate Change Adaptation
Abstract Private woodland owners (PWOs) face an increasing number of considerations for climate change adaptation and mitigation activities in their forest management. Evidence suggests there may be a disconnect between PWOs’ climate change perceptions and behaviors, which can limit implementation. We conducted seventeen semistructured interviews in Maine to develop a typological framework of PWOs based on their perceptions of climate-induced threats and efficacy. Our results produced three types of PWOs: the steady-as-they-go landowner (low perceived threat), the science-driven landowner (high perceived threat; high efficacy), and the seeking-support landowner (high perceived threat; low efficacy). Although all three types of PWOs regularly implemented resistance and resilience practices, their attitudes toward transition practices (i.e., assisted migration) diverged based on their perceptions of threat and efficacy. This typological framework can be used when targeting communications to PWOs regarding the overlap between climate adaptive management and traditional best management practices. Study Implications: PWOs in our study recognized climate-related impacts while implementing diverse forest management practices to meet both climate-related and non-climate-related objectives. The divergent attitudes toward transition practices exhibited by our three PWO types highlight the notion that adaptive practices can be both intentional and incidental. Our findings suggest that outreach efforts should understand PWO perceptions of climate change threats and their feelings of efficacy in responding to such threats. When combined with knowledge about the overlap between traditional best management practices and new climate-adaptive strategies, extension and outreach efforts can tailor their messaging to fit the appropriate audience.  more » « less

  1. In the United States (US), family forest owners, a group that includes individuals, families, trusts, and estates, are the largest single landowner category, owning approximately one-third of the nation's forests. These landowners' individualized decision-making on forest management has a profound impact on US forest cover and function at both local and regional scales. We sought to understand perceptions among family forest specialists of: climate impacts and adaptation options across different forested US regions; how family forest owners are taking climate adaptation into consideration in their forest management, if at all; and major barriers to more active management for adaptation among family forest owners. We conducted semi-structured interviews with 48 forest experts across the US who work with family forest owners, including extension specialists, state forestry agency employees, and consulting foresters who focus on family forest engagement. Our interviewees shared details on how both climate change impacts and forest management for climate adaptation vary across the US, and they perceived a lack of active forest management by family forest owners. They explained that western forest landowners confronting the imminent threat of catastrophic wildfires are more likely to see a need for active forest management. By contrast, in the east, where most forestland is privately owned, interviewees said that landowners see relatively fewer climate impacts on their forests and less need for forest management to respond to climate change. Perceived barriers to more active family forest management for climate adaptation include the lack of more robust markets for a wide range of forest products, a higher capacity forestry workforce, education and assistance in planning forest management, and addressing the issue of increased parcelization of family forest lands. We situate these perceptions in conversations on the role of boundary organizations in climate adaptation, how individual adaptation occurs, and how governing methods frame adaptation possibilities.

Abstract Understanding the motivation to adopt personal household adaptation behaviors in the face of climate change-related hazards is essential for developing and implementing behaviorally realistic interventions that promote well-being and health. Escalating extreme weather events increase the number of those directly exposed and adversely impacted by climate change. But do people attribute these negative events to climate change? Such subjective attribution may be a cognitive process whereby the experience of negative climate-change-related events may increase risk perceptions and motivate people to act. Here we surveyed a representative sample of 1846 residents of Florida and Texas, many of whom had been repeatedly exposed to hurricanes on the Gulf Coast, facing the 2020 Atlantic hurricane season. We assessed prior hurricane negative personal experiences, climate-change-related subjective attribution (for hurricanes), risk appraisal (perceived probability and severity of a hurricane threat), hurricane adaptation appraisal (perceived efficacy of adaptation measures and self-efficacy to address the threat of hurricanes), and self-reported hurricane personal household adaptation. Our findings suggest that prior hurricane negative personal experiences and subjective attribution are associated with greater hurricane risk appraisal. Hurricane subjective attribution moderated the relationship between hurricane negative personal experiences and risk appraisal; in turn, negative hurricane personal experiences, hurricane risk appraisal, and adaptation appraisal were positively associated with self-reported hurricane personal adaptation behaviors. Subjective attribution may be associated with elevated perceived risk for specific climate hazards. Communications that help people understand the link between their negative personal experiences (e.g. hurricanes) and climate change may help guide risk perceptions and motivate protective actions, particularly in areas with repeated exposure to threats.

  3. Forest-grassland ecotones are a mosaic of grassland, savanna, and upland forest. As such, landowners may have opportunities to choose to manage their lands for multiple objectives. We estimated the economic returns from managing forest and rangeland in southeastern Oklahoma, USA to produce different combinations of timber, cattle forage, and white-tailed deer (Odocoileus virginianus Zimmermann) browse for a 40-year period. We further conducted a survey to understand landowner perceptions of obstacles to adopting active management that involve timber harvest and prescribed fire. The highest net return was obtained from the treatment with harvested timber that was burned every four years (uneven-aged woodland/forest) because it had the greatest gross return from a combination of timber (46%), cattle forage (42%), and deer browse (11%). The return from this treatment was greater than that for managed for timber only (closed-canopy forest) or prioritizing cattle and deer (savanna). Survey results suggested that landowners were aware of the benefits of active management but that the majority (66%) considered cost a major obstacle in the management of their forest or rangeland. In particular, women forestland owners and older landowners considered cost an obstacle. Our findings advocate integrated timber, cattle, and deer management as the best economic strategy within the forest-grassland ecotone and for targeted outreach and landowner education related to the benefits of active management.

  4. Abstract Domestic climate migration is likely to increase in the future, but we know little about public perceptions and attitudes about climate migrants and migration. Understanding how perceptions and attitudes are formed is a critical task in assessing public support for assistance policies and developing effective messaging campaigns. In this paper, we aim to better understand how the U.S. public perceives domestic climate migrants. We use novel survey data to identify the relationship between climate change risk perceptions and awareness of “climate migrants,” belief that domestic climate migration is currently happening in the United States, perceived voluntariness of domestic climate migrant relocation, and support for the development of assistance programs for domestic climate migrants. We utilize a large, nationally representative panel of U.S. adults (N= 4074) collected over three waves in 2022. We find that climate change risk perceptions and perceptions of whether migration is voluntary are key drivers of perceptions and attitudes toward domestic climate migrants. We provide key suggestions to policy makers and decision-makers to improve outcomes for host and migrant communities. Significance StatementThis study illuminates factors that influence the how the public forms perceptions and attitudes about domestic climate migrants in the United States. For the first time, we offer insight into the drivers of public opinion toward domestic climate migrants and migration. Our results indicate that the various perceptions of climate migrants are largely driven by preexisting climate change risk perceptions and respondent characteristics. Our findings create a new connection with the existing literature on climate change risk perceptions and offer an opportunity for decision-makers and policy makers to create effective messaging campaigns on topics related to domestic climate migration in the United States.

  5. Abstract: Improved soil health (SH) is critical in achieving agricultural resilience and miti- gating climate risks. Whether SH management practices are widely used depends greatly on US farmers’ voluntary decision-making. Toward understanding this point, much research has addressed factors that contribute to the adoption (or lack thereof) of SH-promoting practices, but less is known in terms of farmers’ perceptions of SH itself and the corresponding man- agement practices they see as related to achieving SH. To offer introductory insight on this knowledge gap and support better buy-in from farmers toward positive SH outcomes, our research draws upon qualitative interviews with 91 farmers across three key agricultural states in the Midwest (Illinois, Indiana, and Michigan). We develop a more detailed understanding of farmers’ views on SH, and why and how they manage for it. Nearly all interviewed farmers were familiar with the concept of SH and most viewed it favorably. A minority of farmers lacked familiarity with the term “SH” yet still managed for it. Skeptics of SH largely cited uncertainties related to over-zealous messaging by proponents of SH or lack of evidence for the return on investment of SH practices. Overall, farmers’ perceptions of SH largely aligned with the scientific community’s understanding of soils being a dynamic system, though farmers most dominantly defined SH by its biological component. Farmers perceived a host of benefits of SH, most often noting benefits to production, followed by improvements in physical aspects of the soil such as erosion control and increased organic matter. Notably, pro- duction and sustainability benefits were often cited together, suggesting that SH management is increasingly seen as a “win-win” by farmers. Additionally, we found that many farmers view themselves as active participants in SH outcomes and believe their management choices are indicators of positive SH outcomes, regardless of the practices they employ, including some strategies (such as tillage or tile drainage) that do not align with scientifically documented approaches to improving SH. Our findings show that farmers report engaging in an array of SH management practices that target both biotic and abiotic components of soils, and often use multiple practices in tandem to promote SH on their farms. Achieving better SH in agricultural production in the future will require engaging farmers in SH management by tailoring outreach and communication strategies to align with the perspectives and language farmers themselves use to conceptualize SH.
