Title: Regulating Untaxable Externalities: Are Vehicle Air Pollution Standards Effective and Efficient?
Abstract The world has 1.4 billion passenger vehicles. How should governments regulate their air pollution emissions? A Pigouvian tax is technologically infeasible. Most countries instead rely on exhaust standards that limit air pollution emissions per mile for new vehicles. We assess the effectiveness and efficiency of these standards, which are the centerpiece of U.S. Clean Air Act regulation of transportation, and counterfactual policies. We show that the air pollution emissions per mile of new U.S. vehicles has fallen spectacularly, by over 99%, since standards began in 1967. Several research designs with a half century of data suggest that exhaust standards have caused most of this decline. Yet exhaust standards are not cost-effective in part because they fail to encourage scrap of older vehicles, which account for the majority of emissions. To study counterfactual policies, we develop an analytical and a quantitative model of the vehicle fleet. Analysis of these models suggests that tighter exhaust standards increase social welfare and increasing registration fees on dirty vehicles yields even larger gains by accelerating scrap, although both reforms have complex effects on inequality.  more » « less

  1. With increasing focus on equitable and just energy transition, it is critical to understand the trade-offs of different decarbonization outcomes across economic, environmental, and social sustainability criteria. In this analysis, we use a multi-criteria decision analysis to quantify sustainability outcomes across 32 decarbonization outcomes in 2050 in the U.S. The economic sustainability criteria we use are system cost, national average retail rate, and electricity system employment. The environmental sustainability criteria we use are life cycle greenhouse gas emissions, life cycle water depletion, life cycle land transformation, and air pollution fatalities. The social sustainability (distributional impacts) criteria we use are retail rate equality across states, electricity employment equality across low-income households, and air pollution disparities across census tracts. We evaluate performance across these criteria under eleven different stakeholder preference scenarios. We find that decarbonization policies with indefinitely extended tax credits have the highest sustainability score under equal criteria weighting, with greater investments in renewable energy technologies, and result in better environmental, system cost, job, and air pollution disparities compared to mid-case scenarios, that only include current policies and CO2 reduction targets. We also see that our multi-criteria decision analysis identifies decarbonization outcomes that would not have been identified as optimal under a single objective, which highlights the importance of trade-off analyses to understand decarbonization outcomes more holistically.

    The recent COVID-19 pandemic has prompted global governments to take several measures to limit and contain the spread of the novel virus. In the United States (US), most states have imposed a partial to complete lockdown that has led to decreased traffic volumes and reduced vehicle emissions. In this study, we investigate the impacts of the pandemic-related lockdown on air quality in the US using remote sensing products for nitrogen dioxide tropospheric column (NO2), carbon monoxide atmospheric column (CO), tropospheric ozone column (O3), and aerosol optical depth (AOD). We focus on states with distinctive anomalies and high traffic volume, New York (NY), Illinois (IL), Florida (FL), Texas (TX), and California (CA). We evaluate the effectiveness of reduced traffic volume to improve air quality by comparing the significant reductions during the pandemic to the interannual variability (IAV) of a respective reference period for each pollutant. We also investigate and address the potential factors that might have contributed to changes in air quality during the pandemic. As a result of the lockdown and the significant reduction in traffic volume, there have been reductions in CO and NO2. These reductions were, in many instances, compensated by local emissions and, or affected by meteorological conditions. Ozone was reduced by varying magnitude in all cases related to the decrease or increase of NO2 concentrations, depending on ozone photochemical sensitivity. Regarding the policy impacts of this large-scale experiment, our results indicate that reduction of traffic volume during the pandemic was effective in improving air quality in regions where traffic is the main pollution source, such as in New York City and FL, while was not effective in reducing pollution events where other pollution sources dominate, such as in IL, TX and CA. Therefore, policies to reduce other emissions sources (e.g., industrial emissions) should also be considered, especially in places where the reduction in traffic volume was not effective in improving air quality (AQ).

We present a novel source attribution approach that incorporates satellite data into GEOS-Chem adjoint simulations to characterize the species-specific, regional, and sectoral contributions of daily emissions for 3 air pollutants: fine particulate matter (PM2.5), ozone (O3), and nitrogen dioxide (NO2). This approach is implemented for Washington, DC, first for 2011, to identify urban pollution sources, and again for 2016, to examine the pollution response to changes in anthropogenic emissions. In 2011, anthropogenic emissions contributed an estimated 263 (uncertainty: 130–444) PM2.5- and O3-attributable premature deaths and 1,120 (391–1795) NO2 attributable new pediatric asthma cases in DC. PM2.5 exposure was responsible for 90% of these premature deaths. On-road vehicle emissions contributed 51% of NO2-attributable new asthma cases and 23% of pollution-attributable premature deaths, making it the largest contributing individual sector to DC’s air pollution–related health burden. Regional emissions, originating from Maryland, Virginia, and Pennsylvania, were the most responsible for pollution-related health impacts in DC, contributing 57% of premature deaths impacts and 89% of asthma cases. Emissions from distant states contributed 34% more to PM2.5 exposure in the wintertime than in the summertime, occurring in parallel with strong wintertime westerlies and a reduced photochemical sink. Emission reductions between 2011 and 2016 resulted in health benefits of 76 (28–149) fewer pollution-attributable premature deaths and 227 (2–617) fewer NO2-attributable pediatric asthma cases. The largest sectors contributing to decreases in pollution-related premature deaths were energy generation units (26%) and on-road vehicles (20%). Decreases in NO2-attributable pediatric asthma cases were mostly due to emission reductions from on-road vehicles (63%). Emission reductions from energy generation units were found to impact PM2.5 more than O3, while on-road vehicle emission reductions impacted O3 proportionally more than PM2.5. This novel method is capable of capturing the sources of urban pollution at fine spatial and temporal scales and is applicable to many urban environments, globally.

  4. Abstract Scaling up electric vehicles (EVs) provides an avenue to mitigate both carbon emissions and air pollution from road transport. The benefits of EV adoption for climate, air quality, and health have been widely documented. Yet, evidence on the distribution of these impacts has not been systematically reviewed, despite its central importance to ensure a just and equitable transition. Here, we perform a systematic review of recent EV studies that have examined the spatial distribution of the emissions, air pollution, and health impacts, as an important aspect of the equity implications. Using the Context-Interventions-Mechanisms-Outcome framework with a two-step search strategy, we narrowed down to 47 papers that met our inclusion criteria for detailed review and synthesis. We identified two key factors that have been found to influence spatial distributions. First, the cross-sectoral linkages may result in unintended impacts elsewhere. For instance, the generation of electricity to charge EVs, and the production of batteries and other materials to manufacture EVs could increase the emissions and pollution in locations other than where EVs are adopted. Second, since air pollution and health are local issues, additional location-specific factors may play a role in determining the spatial distribution, such as the wind transport of pollution, and the size and vulnerability of the exposed populations. Based on our synthesis of existing evidence, we highlight two important areas for further research: (1) fine-scale pollution and health impact assessment to better characterize exposure and health disparities across regions and population groups; and (2) a systematic representation of the EV value chain that captures the linkages between the transport, power and manufacturing sectors as well as the regionally-varying activities and impacts.

  5. Abstract Combusting fossil fuels to produce electricity is the single largest contributor to sector-level, anthropogenic carbon pollution. Because sector-wide policies are often too unwieldy to implement, however, some researchers have recommended reducing electricity-based CO2emissions by targeting the most extreme emitters of each nation’s electricity industry. Here, we use a unique international data source to measure national disproportionalities in power plant CO2emissions and estimate the fraction of each country’s electricity-based CO2emissions that would be reduced if its most profligate polluters lowered their emission intensities, switched to gas fuels, and incorporated carbon capture and storage systems. We find that countries’ disproportionalities vary greatly and have mostly grown over time. We also find that 17%–49% of the world’s CO2emissions from electricity generation could be eliminated depending on the intensity standards, fuels, or carbon capture technologies adopted by hyper-emitting plants. This suggests that policies aimed at improving the environmental performance of ‘super polluters’ are effective strategies for transitioning to decarbonized energy systems.
