Title: Breaking the Cycle? Intergenerational Effects of an Antipoverty Program in Early Childhood
Despite substantial evidence that resources and outcomes are transmitted across generations, there has been limited inquiry into the extent to which antipoverty programs actually disrupt the cycle of bad outcomes. We leverage the rollout of the United States’s largest early-childhood program, Head Start, to estimate the effect of early-childhood exposure among mothers on their children’s long-term outcomes. We find evidence of intergenerational transmission of effects in the form of increased educational attainment, reduced teen pregnancy, and reduced criminal engagement in the second generation. These effects correspond to an estimated increase in discounted second-generation wages of 6%–11%, depending on specification. Exploration of earlier outcomes suggests an important role for changes in parenting behavior and potential noncognitive channels.  more » « less

  1. Teachers in early childhood education (ECE) settings are central to providing children with high-quality experiences that promote both early development and long-term well-being; unfortunately, rates of teacher turnover are high in ECE settings. There are strong theoretical reasons to assume turnover is negatively linked with children’s academic and socioemotional development, but few empirical studies test this hypothesis. Using an econometric fixed effects approach in two waves of data from the nationally representative Head Start Family and Child Experiences Survey, this study provides the first national estimate of the relationship between within-year lead teacher turnover and children’s development in Head Start. I find an annual within-year turnover rate of ~9%, about twice that of K–12, and that turnover is negatively associated with children’s language outcomes alongside suggestive evidence for behavioral outcomes.

  2. Abstract We evaluate the cost‐effectiveness of two early childhood interventions that use instructional coaching and parent coaching as levers for improvement. The study design allows us to compare the individual effects of each intervention as well as their combined effect on student outcomes. We find that teachers receiving instructional coaching improve their use of evidence‐based instructional practices, while families receiving parent coaching show increases in numerous responsive parenting behaviors associated with positive child outcomes. Both interventions demonstrate positive impacts on students, but only parent coaching shows statistically significant effects across a range of student outcomes. Instructional coaching alone is substantially less costly and may therefore be the most cost‐effective of the three treatment conditions; however, small sample sizes limit our ability to reach definitive conclusions. Policy simulations suggest that implementing these interventions could raise the overall cost‐effectiveness of Head Start by at least 16 percent.

PurposeInfancy and early childhood are critical stages for the development of both cognitive and socioemotional skills, which are predictive of subsequent academic success, labor market outcomes, and socioeconomic achievement. Empirical research both in China and in other countries has revealed that nurturing quality is increasingly divergent among social classes, leading to intergenerational accumulation of advantage/disadvantage, declining social mobility, and exacerbating class inequality. The article aims to systematically examine existing theoretical and empirical research on early childhood development and social mobility and provide a holistic comparative and analytical framework for future research in the context of China. Design/Approach/MethodsThis article systematically reviews relevant theories and empirical research in the field and provides preliminary findings of early childhood education investment in China, using the data from the China Family Panel Studies (CFPS). Specifically, the article focuses on the differences in early childhood education investment and child development among families of different socioeconomic statuses and discusses the potential impact of these differences on children's future development. FindingsThe findings of this study reveal distinct patterns in early childhood education investment and child development across diverse socioeconomic strata in China. China's initiatives to enhance children's education and human capital have robust theoretical foundations and timely policy implications. However, despite the ongoing efforts, early childhood parenting and education programs lack systematic research, emphasizing the urgent need for intervention programs and comprehensive databases to inform evidence-based policymaking. Originality/ValueThe article concludes with a comprehensive analytical framework for the study of early childhood development and social mobility in China, which has implications for promoting human capital investment and facilitating social mobility.

  4. It is often said that computer science is for all students. This implies that it is also for early childhood students, including preschoolers, kindergarteners, and early elementary schoolers. To integrate computer science education into early childhood education, it is necessary to prepare early childhood teachers to do so. In this study, we investigated how and why 15 preservice, early childhood teachers reacted to and addressed challenges when creating block-based programming to control robots. Data sources included classroom recordings, interviews, lesson artifacts, and questionnaires. Analysis strategies included open and axial coding. Findings on hypothesis generation, guess-and-check practice, stereotypical conception, and adaptive attribution to success in programming are discussed.

  5. Primate offspring often depend on their mothers well beyond the age of weaning, and offspring that experience maternal death in early life can suffer substantial reductions in fitness across the life span. Here, we leverage data from eight wild primate populations (seven species) to examine two underappreciated pathways linking early maternal death and offspring fitness that are distinct from direct effects of orphaning on offspring survival. First, we show that, for five of the seven species, offspring face reduced survival during the years immediately preceding maternal death, while the mother is still alive. Second, we identify an intergenerational effect of early maternal loss in three species (muriquis, baboons, and blue monkeys), such that early maternal death experienced in one generation leads to reduced offspring survival in the next. Our results have important implications for the evolution of slow life histories in primates, as they suggest that maternal condition and survival are more important for offspring fitness than previously realized.
