Title: How forcing community resilience in rural communities harms sustainable development
Abstract Community resilience is critical to managing the effects of climate change and in achieving the United Nations (UN) Sustainable Development Goals (SDG). Resilient communities are able to manage stressors and recover from them, such as in instances of energy service outages. Instances like these can lead to communities that feel forced to exhibit individual characteristics of resilience, such as neighbors relying on each other in times of need because history has shown them that they cannot rely on outside institutions for help. Communities may adopt factors of individual psychological resilience in the face of energy service outages because they lack structural support to exhibit community resilience or to pursue resilient energy systems. This lack of access to support and resources is in conflict with principles of procedural justice and energy sovereignty while reinforcing institutional mistrust within affected communities and contributing to social vulnerability. This article contemplates and expounds on the idea of coerced resilience in the face of energy service outages and severe weather within a rural, remote community in Michigan’s Upper Peninsula (UP). The UP is located at the tail end of electricity infrastructure, putting its residents at increased risk of experiencing energy service outages that are further complicated by its isolation and severe winter weather. We examine the idea of coerced resilience, its relation to social vulnerability, and how it conflicts with concepts of energy justice and the UN’s SDG. We further go on to highlight how certain populations and youth can minimize instances of coerced resilience and contribute to sustainable development making it an important consideration to achieve sustainable development goals.  more » « less

  1. The recurrence of extreme weather events has led to the development of methods for assessing the vulnerability and interdependencies of physical and human systems. A case example is Hurricane Maria (H-Maria), where Puerto Rico experienced damage to 80% of its electrical power system, leading to massive disruptions of essential services for months. Here we evaluate the effectiveness of various interventions aimed at reducing vulnerability by considering power and water infrastructure and respective water–power dependencies while also considering the social vulnerability of affected communities associated with the physical infrastructure upgrades. On the basis of the current infrastructure configuration, we found that all communities suffered enormously from power and water outages. As one upgrade option, we show that incorporating regional energy grids would reduce outages in an H-Maria scenario. However, a large portion of disadvantaged communities will face service disruption under this option. In contrast, hardening transmission lines, as the second option, would improve service delivery and, most importantly, provide uninterrupted service to the higher portion of the vulnerable population.

  2. Climate change is expected to intensify the effects of extreme weather events on power systems and increase the frequency of severe power outages. The large-scale integration of environment-dependent renewables during energy decarbonization could induce increased uncertainty in the supply–demand balance and climate vulnerability of power grids. This Perspective discusses the superimposed risks of climate change, extreme weather events and renewable energy integration, which collectively affect power system resilience. Insights drawn from large-scale spatiotemporal data on historical US power outages induced by tropical cyclones illustrate the vital role of grid inertia and system flexibility in maintaining the balance between supply and demand, thereby preventing catastrophic cascading failures. Alarmingly, the future projections under diverse emission pathways signal that climate hazards — especially tropical cyclones and heatwaves — are intensifying and can cause even greater impacts on the power grids. High-penetration renewable power systems under climate change may face escalating challenges, including more severe infrastructure damage, lower grid inertia and flexibility, and longer post-event recovery. Towards a net-zero future, this Perspective then explores approaches for harnessing the inherent potential of distributed renewables for climate resilience through forming microgrids, aligned with holistic technical solutions such as grid-forming inverters, distributed energy storage, cross-sector interoperability, distributed optimization and climate–energy integrated modelling.

Description: This NSF-funded project (Award #2135713) investigates resilience in low-income households by examining energy efficiency, appliance use, and adaptive mechanisms among marginalized communities, with a focus on Pennsylvania's urban centers. The research aims to establish pathways to disaster-resilient, healthy, and sustainable cities, where the voices and agency of vulnerable populations are prioritized. Central objectives include identifying resilience capacities, well-being outcomes, and existing adaptive management mechanisms, especially concerning access to efficient appliances and alternative energy sources for low-income households during extreme weather events. Data Reuse: This dataset, which spans three rounds of data collection (May 2023, May 2024, and September 2024) targeting the low-income communities in Pennsylvania, is valuable for comparison with U.S. Energy Information Administration (EIA) data and includes questions similar to those from the Residential Energy Consumption Survey (RECS) for comparability. This dataset can be used to investigate household appliance usage, resilience during extreme temperatures, and adoption rates of energy-efficient appliances. The dataset can further inform policies on energy access and efficiency in low-income settings, especially as they pertain to marginalized urban communities. Uniqueness: Unlike national datasets, this research integrates community voices and focuses on marginalized, low-income urban populations, revealing their unique energy resilience challenges. Additionally, the study’s structure—collecting data across multiple seasons—enables a nuanced analysis of seasonal influences on energy resilience and appliance use. Audience: This dataset will benefit academic researchers in sustainability, policymakers, and public health advocates interested in disaster resilience and low-income energy access. It is also intended for use by local community organizations that support sustainable urban development and resilience-building for vulnerable populations.

  4. Alaska, with its unique geographical and ecological characteristics, is experiencing the detrimental eects of climate change at an alarming rate. The Alaska Native (AN) population, deeply connected to the land and its resources, faces disproportionate vulnerability to these impacts. We call attention to climate change impacts on AN food sovereignty, mental and behavioral health, cultural and spiritual practices, resiliency and adaptation, and how local Alaskan organizations are addressing climate change impacts. This article also highlights the urgent need for environmental public health professionals to engage with AN and Native American communities, address health inequities, and participate in mitigation and adaptation efforts to address the environmental public health threats and consequences of climate change. Increasing awareness of climate related health impacts on these communities is crucial and immediate actions are needed to support safer, healthier, and more sustainable and climate-resilient communities. Government agencies at all levels should also seek to integrate perspectives from Indigenous Peoples, engage in co-management strategies, and provide equitable funding and support for Indigenous communities. Unity, resilience, and adaptation become attainable goals by joining communities in caring for the environment. This message resonates not only in Alaska but also globally, highlighting the need for collective action in the face of climate change.

In this study, we echo the call from the UN to interpret Sustainable Development Goals (SDGs) in their regional context—in this case, thelinpan(wooded lot) landscape of the Chengdu Plain, in Sichuan, China, where the shocks and stresses of recent, rapid administrative-economic urbanization are testing the resilience of some of the world's most sustainably productive and long- and densely-settled agrarian environments. In recent years, fine-grained information and communications technology (ICT) governance tools in Chengdu, such as “grid management”, present opportunities to sustain and scale up the collection of data necessary to validate and refine indicators of landscape resilience, and use them to regulate development, in accordance with SDG goal 11 to enhance legislation, governance, and capacityviainformation gathering and sharing. ICT-based governance in combination with traditional place-based knowledge can play a critical role in ensuring the resilience of urban-rural co-development. To realize this potential, however, ICT-enabled governance needs to incorporate greater transparency and more local feedback loops and enable greater participation from older farmers and women, to inform household and community-level land-use choices and initiatives. It also needs to link regulatory functions with marketing and pricing functions so that farmers may benefit from the sustainable practices they are encouraged to adopt.
