Title: Experience, expertise, and the rational ideal: Funds of knowledge and influence in Oregon’s decision-making bodies
Building on longstanding debates about communicative rationality in policymaking, this article introduces the “funds of knowledge” approach to identifying how individuals access and utilize information in public discourse. Drawing on 46 interviews with first- and second-generation immigrants serving on public decision-making bodies in Oregon, the authors analyzed a subset of individuals who used their lived experience, rational expertise, or both while engaging in their respective bodies.   1. The state‐level COVID‐19 response in the United States necessitated collaboration between governor' offices, health departments and numerous other departments and outside experts. To gain insight into how health officials and experts contributed to advising on COVID‐19 policies, we conducted semi‐structured interviews with 25 individuals with a health specialisation who were involved in COVID‐19 policymaking, taking place between February and December 2022. We found two diverging understandings of the role of health officials and experts in COVID‐19 policymaking: the role of ‘staying in the lane’ of public health in terms of the information that they collected, their advocacy for policies and their area of expertise and the role of engaging in the balancing of multiple considerations, such as public health, feasibility and competing objectives (such as the economy) in the crafting of pandemic policy. We draw on the concept of boundary‐work to examine how these roles were constructed. We conclude by considering the appropriateness as well as the ethical implications of these two approaches to public health policymaking.

The term research impact is variously defined in academic scholarship, by national and international research funding bodies, publishers, and other relevant entities, although common definitional elements exist. Concise definitions describe the term as relating to academic research that directly and or indirectly guides policymaking processes, by enabling evidence-based decision-making and or improving understanding of a given subject area or areas [1] . Underlying this and all definitions of research impact is the fundamental assumption that the outcome(s) of university research will serve the “public good” [2, p. 1368] .

US national expert advisory bodies related to science, technology, and innovation (STI) policy have a wide range of missions, governing structures, operational practices, cultures, and impact on federal policymaking. This paper offers an analytical framework for assessing the autonomy, function, and influence of of the President's Council of Advisors on Science and Technology (PCAST), a federal advisory committee consisting of 30 elite scientists, engineers, and industry leaders appointed by and advising the president. We demonstrate that PCAST carries both a strong instrumental advisory role, providing substantive advice to White House STI policy development, and a significant symbolic advisory role, offering visible public support to presidential decisions and initiatives related to STI. However, we find that the council's engagement with either or both roles has shifted depending on its available resources, the policy agenda of the administration it serves, the level of presidential attention, and the priorities of council leadership. The paper concludes with recommendations to guide future PCASTs in fulfilling their mission and appropriately influencing US national STI policy.

The quality of K-12 public education is a perennial issue in Arizona that has heightened in salience over the past several years, with broad public concerns over insufficient funding sparking the Red for Ed movement for higher teacher pay. However, despite the push for educational change, there remain many barriers to K-12 public school education funding, including a lack of visibility for how Arizona public schools are performing at a legislative district level. Such information is released at a school district level by organizations like the Arizona Department of Education, but much of the information is limited and can be difficult for legislators to parse, particularly when school districts lie on the boundary between two legislative districts. Moreover, school outcome data is often limited to raw spreadsheets for the public and may be fragmented between government websites and educational organizations depending on the metric. Ultimately, this hinders the public’s understanding of the current educational standing. As such, a visualization dashboard that clearly identifies schools and their relative performance within each legislative district would be an invaluable tool for legislative bodies and the Arizona public. It is proposed that a dashboard for Arizona at the district level would increase transparency and availability of public information about these districts, allowing legislators to utilize the dashboard as a tool for greater understanding and more effective policymaking. While there are many positive social implications to be afforded by educational dashboards, this article also points to potential risks of this new visibility without end-user training.

Addressing equity issues in science education requires a reorientation to how science students are advised and how science, technology, engineering, and mathematics (STEM) education, particularly science, is viewed. STEM education is often figuratively described as a pipeline containing students who leak out before reaching the nexus of their STEM education/career journey. The authors of this paper argue that STEM education must be viewed from an ecosystems perspective, where students interact with one another, their physical environment and cultural contexts, and other humans who can support them in becoming STEM professionals. Within this STEM ecosystem, many individuals have a pivotal role in supporting students as they learn and develop within the science field. These individuals, particularly advisors, must possess knowledge, beliefs, skills, and dispositions that help students cultivate a sense of belonging, engage them in critical thinking about their academic and career choices, and aid their identity development in learning as becoming in STEM professions. The authors describe who these individuals are, the roles they play, and also provide practical examples, using vignettes, of how advisors can support students of color pursuing science degrees and careers. Finally, recognizing that students' STEM advising ecosystem operates at any grade level or stage of life, the authors have organized the descriptive portion of this study according to the following levels elementary, secondary, undergraduate, graduate, and career.
