Title: Insurance and the “Irrationalization” of Disaster Policy: A Political Crisis Theory for an Age of Climate Risk
In the last several years, disaster insurance programs around the world have experienced disruptions that many observers interpret to be a primary symptom of “climate crisis” (Bittle 2024). Governments have responded to these disruptions through disjointed and at times contradictory measures: they treat disasters, alternately, as “Acts of God” that should be a collective responsibility, or as the result of decisions that can be attributed to individual agency. This article argues that such shifts between mutualism and individualization in disaster insurance are symptoms of an “irrationalization” of disaster policy. The concept of irrationalization, derived from the Marxist state theory of Claus Offe (1973), describes the process of goal identification and policy formulation of contemporary states as they navigate simultaneously valid but ultimately contradictory principles of political morality and governmental rationality. Through case studies of two disaster insurance programs in the US—the National Flood Insurance Program and property insurance in California, which covers wildfires—the article shows that irrationalization processes are becoming more marked as disasters grow ever larger and costlier, fueled by climate change and other anthropogenic causes. It also suggests that the concept of irrationalization offers insight into the emerging forms of “climate crisis” that are unfolding in disaster policy and other domains. The concept of climate crisis is frequently invoked to designate the ruptural change that will follow from global warming, and to both summon and justify radical action to address problems that are attributed to a particular causal or moral agent. But in the context of the irrationalization of disaster policy, technical and moral attributions are uncertain and disputed.   1. Engineered systems are designed to serve societal needs, from bridges providing mobility to communication systems enabling the transfer of information. It is essential that engineers recognize the social impact of their work to ensure they provide equitable benefits across communities when implementing such systems. In times of crisis, such as after natural disasters, these ethical considerations and awareness of community needs are especially important. Ethical development must begin when engineers are still students so that they can be trained to consider ethical issues before they begin working. Ethical development can be observed using James Rest’s Four-Component Model of Morality: moral sensitivity, moral judgement, moral motivation, and moral behavior. Previous work has focused largely on the second stage, moral judgement, which describes the ability to determine which action is morally right when confronted with an ethical issue. Here, however, we focus on the first stage, moral sensitivity, emphasizing one’s ability to recognize a moral issue. Studies show that while moral sensitivity does not always lead to moral behavior; moral sensitivity can help explain variances in moral behavior. Researchers argue that pinpointing students’ gaps in moral sensitivity can help educators identify gaps in engineering ethics curriculum. Towards this goal, we interviewed undergraduate engineering students to evaluate their moral sensitivity, using a current event, the 2021 Hurricane Ida in Southern Louisiana, as background. This natural disaster provided a useful context to evaluate moral sensitivity due to the complex effects of such a crisis on engineered, natural, and social systems. The story is framed using Lind’s Indicators of Ethical Sensitivity, providing the story characteristics, stakeholders, and consequences. We asked interviewees to provide the final indicator—ethical issues. Using a qualitative content analysis, we found that interviewees connected several ethical issues with the primary consequence of socioeconomic inequities. Identified ethical issues included topics of climate change, infrastructure, disaster planning, and corporate/government accountability. Implications of this study include recommendations for future moral sensitivity research and applications to improve classroom learning.

  2. Complex industrial disasters illustrate the challenges of underdeveloped public warning systems. Unlike most natural disasters, quickly identifying hazardous materials and assessing their threats is crucial for developing protective action recommendations (PARs) that guide household response in industrial crises. The 2023 East Palestine, Ohio (USA) train derailment, chemical spill, and fires revealed that gaps in rapidly identifying hazardous materials, and the threats they present, can severely impact the public warning system. As the crisis unfolded, responding agencies left crucial questions unanswered, leaving community members uncertain about their safety, the extent of environmental contamination, and what protective actions to take. It is imperative to study the drivers of household protective actions in the absence of a developed warning system and well-established PARS. To achieve this, we conducted a community survey in Ohio, Pennsylvania, and West Virginia (n = 259) in response to the East Palestine crisis. We used multivariate logistic regressions to identify statistically significant explanatory factors that predict protective action response. Our findings reveal gaps in response, where challenges identifying and communicating hazards created environmental justice concerns. We provide policy recommendations to strengthen hazard identification and outline further work to include equity as a pillar of environmental disaster response.

  3. Abstract ObjectiveWe consider how the Peruvian government's responses to natural disaster events shaped political violence patterns from 1989 to 2020. MethodsWe gather data on government disaster response and compare the effect of positive disaster responses, such as reconstruction and regulation of domestic/international aid, and negative disaster responses, such as neglect or placing restrictions on movement near the affected areas, on violent conflict. To address the endogeneity between armed conflict and disaster responses, we estimate a structural equation model where we allow armed conflicts and disaster responses to be fully endogenous. ResultsUsing a structural equation model at the province‐year level, we show that negative disaster responses increase the risks for political violence, while positive disaster responses do not affect the risks for armed conflict. Armed conflict in turn makes negative policy responses to disasters more likely but has no effect on positive disaster responses. ConclusionsThe results suggest that poor government response to natural disasters can foster grievances and aid rebel recruitment, increasing the risks for armed conflicts.

  4. Climate change is increasing the likelihood and magnitude of disaster impacts. The nonprofit sector’s ability to address disaster survivors’ needs will become an increasingly important aspect of adapting to a changing climate. Disaster recovery also provides time for nonprofits to affect community resilience to future disasters and climate change. This article analyzes a unique phenomenon of the sector during disaster recovery: Long-term Recovery Groups. These groups are increasingly encouraged by government and national nonprofits, yet little academic research exists on them. We assess the existence and location of groups, their missions and tasks, and their legal structure. We find heterogeneity in structure and location but similarity in stated goals of addressing failures of government and private sector recovery practices. These groups emerge, as expected, in areas with disaster losses and in areas with slightly greater social vulnerability. Most groups, though, miss the opportunity to include climate change as part of their mission.

    Through Youth Advocacy for Resilience to Disasters (YARDs), we offer a case study of a middle-school science, technology, engineering, art, and mathematics (STEAM) programme to engage youth in disaster resilience planning through mapmaking and advocacy. From 2021 to 2023, we designed and implemented a 14-session curriculum that empowers middle-school youth (ages 11–14) to advocate for infrastructural improvements that can benefit their communities by learning about disaster resilience from the perspective of environmental justice and equity. Youth explore virtual mapmaking and data visualisation to understand the assets and vulnerabilities in their communities related to disasters. Finally, they develop an action plan and present their plan to local civic and government leaders to advocate for change. This curriculum was piloted as an after-school programme in the fall of 2022 and twice as a summer camp in 2022 and 2023. Results from student surveys, field note observations, and focus groups show that there was increased self-efficacy among the participants for advocacy behaviours related to natural disasters and an increase in their understanding of and feelings of importance of the programme topics. This article can help inform others working with youth on successes and challenges with programme development around disaster resilience.
