Title: Supporting a state in developing a working theory of improvement for promoting equity in science education
IntroductionThis study was undertaken to explore the potential of developing a working theory of improvement for creating a more equitable system of science education at the level of a US state. We ask: How can tools from a long-term research-practice partnership support a state team in initiating improvement research toward promoting a more equitable system of science education? MethodsThis design study took place in winter 2024 in a single state. External partners supported leaders of a single state in the US Northeast to support a process of articulating aims, specifying primary and secondary drivers, and identifying change strategies to promote a more equitable system of science education in the state, grounded in the vision ofA Framework for K-12 Science Education(National Research Council, 2012). In this paper, we rely on descriptive analyses of joint meetings and a focus group with state leaders describe the tools supporting the process of development, the team’s use of the tools to generate an early draft of the Driver Diagram, and issues surfaced while developing it with a team of interest holders in the state. ResultsTwo meanings of equity emerged as significant within the series of meetings: that of the importance of universal access to professional learning and the importance of students having opportunities to experience culturally relevant instruction. The issues surfaced highlighted the need for infrastructures for professional learning to reach a diverse group of interest holders in science, including teachers, school leaders, and district leaders across the state. They also saw curriculum materials that connect to students’ everyday lives and community priorities as key drivers for equitable change in the system, around which professional learning activities should be organized. The team also surfaced several policy changes needed to implement change strategies, only some of which team members felt they had some authority. DiscussionWhere past researchers have observed that equity can disappear as a focus during implementation of reforms, this study found that developing an aim statement and driver diagram helped energize and refocus a team’s implementation efforts geared toward a vision for science teaching and learning that is focused on ensuring all students can engage in meaningful science learning that is culturally and locally relevant to them.  more » « less

  1. This research paper investigates how classroom observation tools can be effectively combined to promote engagement in STEM education. Specifically, it explores the integration of the Classroom Observation Protocol for Undergraduate STEM (COPUS) and a culturally responsive Classroom Observation Instrument (COI) to evaluate and improve teaching practices. COPUS, developed by Smith et al. [21], captures instructional dynamics and student-faculty interactions, while the Classroom Observation Instrument COI, created by Dr. Jennifer G. Cromley and the University of Illinois Urbana-Champaign (UIUC) Developing Equity-Minded Engineering Practitioners (DEEP) research team [6], focuses on observing and assessing culturally responsive-related instructional practices. At Morgan State University (MSU), a Historically Black University (HBCU), coders formally trained by the UIUC DEEP team used both tools to analyze classroom recordings of faculty who had undergone professional development in engaging pedagogy. Findings indicate measurable improvements and balanced engagement in the classroom. This fusion of COPUS and COI tools offers a replicable framework for enhancing inclusive STEM instruction and cultivating more equitable learning environments.

  2. In this paper, we explore the stories teachers tell as they study and grapple with culturally responsive education in their science classrooms. This qualitative case study focuses primarily on “Stories from the Field”, a conversational routine at each professional learning group meeting where teachers shared observations, thoughts, and insights about their classroom, instruction, and school settings in the context of culturally responsive education. We found that teachers’ stories from the first year of the group surfaced themes of navigating systemic constraints and supports, connecting through science, and sensemaking and learning from developing and analyzing strategies for culturally responsive science teaching. This helped to shine a light on a critical aspect of our work exploring culturally responsive education and what that might look like in science classrooms through the stories that teachers tell. Our findings suggest that storytelling is a rich, descriptive vehicle for exploration and sensemaking amongst teachers in a professional learning group and an underused resource in studying culturally responsive education, especially in science.

Computer Science for California (CSforCA) is a coalition of educators, industry leaders, nonprofit organizations, and higher education institutions advocating for high-quality computer science education, with an emphasis on girls, low-income students, and students of color. Seasons of CS is CSforCA’s year-round professional learning experience that aims to provide educators across the state of California access to quality training in computer science (CS) education that is standards aligned and culturally responsive. In order to (1) expand access to high quality computer science education throughout the state and (2) ensure that access is equitable, scalable and sustainable in the long-term, we concentrate on building the capacity of not just classroom teachers, but also school leaders, and counselors. Seasons of CS builds upon existing professional learning models across the country to increase access and broaden participation in computing (Ottenbreit-Leftwich, 2022; Karlin et al., 2023; Yadav et al., 2021; Wachen et al., 2021; Goode et al., 2020) The CAPE Framework helps ground Seasons of CS’s comprehensive collective impact approach to systemic change through sharing data-driven practices that address equity-minded practices to broaden participation. For instance, in partnership with the Kapor Center, CSforCA has developed and implemented a data tool to identify and respond to local and statewide equity gaps in access to computer science education. It is through these data-driven practices that we can hold ourselves - and the state- accountable for increasing access to CS. Furthermore, an ongoing examination of local and statewide data helps our stakeholder groups determine whether our strategies are meeting their intended outcomes, instead of continuing, or worse, exacerbating existing inequities. Since increasing access to ongoing professional learning for teachers is a priority tactic to increasing access of CS education for students, we want to better understand the following: Does increased professional learning opportunities for teachers equip them to reduce barriers to increase access and engagement for students? Does increased professional learning opportunities for teachers equip them to reduce barriers to increased access and engagement for students of color in particular? In order to answer these questions, we developed a study that derives data from the CSforCA data tool, as well as interviews from 70 of the 700 participating educators six months after their summer professional learning experience. In these interviews, we asked participants about barriers to implementing the professional learning they participated in. Preliminary data demonstrates a nuanced understanding of the outcomes of this large-scale professional learning program and explores the degree to which professional learning increases access to computer science among Black, Brown, and Indigenous students. In addition, we provide analyses that demonstrate the limitations of data tools, which have grown in popularity, to demonstrate overall access to -and engagement in- CS education, uncovering where and how CS education is prospering.

One way to address the discrepancies in representation is through systematic changes in computer science education from a young age. Pedagogical and instructional changes are needed to promote meaningful and equitable learning that engages students with rigorous and inclusive curricula. We developed an equity-focused professional development program for teachers that promotes culturally responsive pedagogy in the context of computer science education. This study provides an overview of our culturally responsive framework and a qualitative examination of how teachers (n=9) conceptualized and applied culturally responsive pedagogy in their classrooms. Drawing from grounded theory and lesson assessment rubrics, we developed a codebook to analyze teacher interviews, lesson plans, and questionnaire responses. Findings revealed that, following their participation in professional development, teachers were consistently planning to implement a wide range of culturally responsive instructional and pedagogical practices capable of promoting diversity, equity, and inclusion in computer science education.
