Towards Haudenosaunee research sovereignty: Investing in local research and training to support community developmentThe article emphasizes the importance of Indigenous Research Governance in Six Nations of the Grand River, addressing the harmful historical effects of academic research on Indigenous Peoples and advocating for structural changes that promote Indigenous data sovereignty and community ownership of research. In both Canada and the United States, academic research has long been part of the colonial project (Hodge, 2012; Williams et al., 2020). The impact research has had on Indigenous Peoples has resulted in a legacy of deep mistrust and negative perception of research by many Indigenous communities (Garrison et al., 2023). Indigenous scholars and leaders who have advocated for repairing this relationship have led major transformations away from the way in which research has traditionally been approached and administered. Most recent paradigm and policy shifts seek to support the establishment of self-determined Indigenous Research Governance (Garba et al., 2023; Morton et al., 2017), which encapsulates many interconnected key concepts, including Indigenous data sovereignty (Schnarch, 2004; Kukutai & Taylor, 2016; Cannon et al., 2024), Indigenous research ethics (Castellano, 2004; Kuhn et al., 2020; Fournier et al., 2023), Indigenous/ decolonizing methodologies (Kovach, 2009; Smith, 2021), and Indigenous epistemologies (McGregor et al., 2010; Karanja, 2019).  more » « less

  1. Indigenous Peoples have been stewarding lands with fire for ecosystem improvement since time immemorial. These stewardship practices are part and parcel of the ways in which Indigenous Peoples have long recorded and protected knowledge through our cultural transmission practices, such as oral histories. In short, our Peoples have always been data gatherers, and as this article presents, we are also fire data gatherers and stewards. Given the growing interest in fire research with Indigenous communities, there is an opportunity for guidance on data collection conducted equitably and responsibly with Indigenous Peoples. This Special Issue of Fire presents fire research approaches and data harvesting practices with Indigenous communities as we “Reimagine the Future of Living and Working with Fire”. Specifically, the article provides future-thinking practices that can achieve equitable, sustainable, and just outcomes with and for stakeholders and rightholders (the preferred term Indigenous Peoples use in partnerships with academics, agencies, and NGOs). This research takes from the following key documents to propose an “Indigenous fire data sovereignty” (IFDS) framework: (1) Articles declared in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as identified by the author and specified in Indigenous-led and allied Indigenous fire research in Australia, Canada, and the U.S.; (2) recommendations specific to cultural fire policy and calls for research in the 2023 Wildland Fire Mitigation and Management Commission report; (3) research and data barriers and opportunities produced in the 2024 Good Fire II report; and threads from (4) the Indigenous Fire Management conceptual model. This paper brings together recommendations on Indigenous data sovereignty, which are principles developed by Indigenous researchers for the protection, dissemination, and stewardship of data collected from Tribal/Nation/Aboriginal/First Nations Indigenous communities. The proposed IFDS framework also identifies potential challenges to Indigenous fire data sovereignty. By doing so, the framework serves as an apparatus to deploy fire research and data harvesting practices that are culturally informed, responsible, and ethically demonstrated. The article concludes with specific calls to action for academics and researchers, allies, fire managers, policymakers, and Indigenous Peoples to consider in exercising Indigenous fire data sovereignty and applying Indigenous data sovereignty principles to fire research.

  2. This paper presents methodological research approaches utilised with Indigenous communities in the Kuskokwim Region of southwestern Alaska. The project is situated in the communities of Kongiganak, Quinhagak, Bethel, Aniak, and McGrath, spanning the Kuskokwim Bay and Kuskokwim River, and with Alaska Native Peoples who have been Salmon Peoples and stewards of their ancestral homelands since time immemorial. We specifically expand upon methodologies that have made this project successful, highlighting Indigenous and qualitative methodological approaches and Tribal youth engagement in Indigenousled, Tribal and community-engaged research, given the importance of research process with and in Indigenous communities. Circle dialogues served as a core methodology for building initial relationships and partnerships between Tribes and the University, and as a mechanism to shape the research in a way that is aligned with Tribal priorities and respecting Tribal sovereignty. We uplift the voices of Tribal citizens who participated in these dialogues regarding their concerns and hopes for salmon and Salmon Peoples, while bringing youth along this research journey. Lastly, we emphasise the importance of spending time in community and building relationships, because it is these relationships that serve as a core foundation for carrying out research ‘in a good way’.

  3. This Indigenous-led project aims to better understand historical and contemporary ways in which Alaska Native Peoples steward salmon and the values connected to salmon stewardship. Indigenous Peoples have stewarded Alaska lands and waters for thousands of years yet have been largely excluded from western science and management systems. In this project, we utilize a participatory approach that allows for the equitable valuing of ideas and knowledges to document the breadth and depth of Yup'ik and Athabascan knowledge and governance systems in southwestern Alaska. We reshape research methodologies by centering Indigenous frameworks and methodologies, including circle dialogues and multi-generational interviews led by Indigenous scholars and students in their home communities and regions. In this paper, we share the Yup'ik and Athabascan values, knowledge, management, and governance mechanisms that can improve the long-term sustainability and equity of Alaska salmon systems. This research elevates the voices of Alaska Native salmon stewards and experts from the Kuskokwim Bay and the Kuskokwim River. We elaborate on five key themes that emerged from this research, including traditional Indigenous ways of life, Indigenous stewardship, self-determination, food and livelihood sovereignty, and ecosystem changes, and identify a more equitable and sustainable path forward for salmon and people in Alaska.

  4. Datasets carry cultural and political context at all parts of the data life cycle. Historically, Earth science data repositories have taken their guidance and policies as a combination of mandates from their funding agencies and the needs of their user communities, typically universities, agencies, and researchers. Consequently, repository practices have rarely taken into consideration the needs of other communities such as the Indigenous Peoples on whose lands data are often acquired. In recent years, a number of global efforts have worked to improve the conduct of research as well as data policy and practices by the repositories that hold and disseminate it. One of these established the CARE Principles for Indigenous Data Governance (Carroll et al. 2020), representing ‘Collective Benefit’, ‘Authority to Control’, ‘Responsibility’, and ‘Ethics”’ hosted by the Global Indigenous Data Alliance (GIDA 2023a). In order to align to the CARE Principles, repositories may need to update their policies, architecture, service offerings, and their collaboration models. The question is how? Operationalizing principles into active repositories is generally a fraught process. This paper captures perspectives and recommendations from many of the repositories that are members of the Earth Science Information Partners (ESIPFed, n.d.) in conjunction with members of the Collaboratory for Indigenous Data Governance (Collaboratory for Indigenous Data Governance n.d.) and GIDA, defines and prioritizes the set of activities Earth and Environmental repositories can take to better adhere to CARE Principles in the hopes that this will help implementation in repositories globally.

  5. Abstract Indigenous peoples have cultivated biodiverse agroecosystems since time immemorial. The rise of metagenomics and high‐throughput sequencing technologies in biodiversity studies has rapidly expanded the scale of data collection from these lands. A respectful approach to the data life cycle grounded in the sovereignty of indigenous communities is imperative to not perpetuate harm. In this paper, we operationalize an indigenous data sovereignty (IDS) framework to outline realistic considerations for genomic data that span data collection, governance, and communication. As a case study for this framework, we use arthropod genomic data collected from diversified and simplified farm sites close to and far from natural habitats within a historic Kānaka ʻŌiwi (Indigenous Hawaiian) agroecosystem. Diversified sites had the highest Operational Taxonomic Unit (OTU) richness for native and introduced arthropods. There may be a significant spillover effect between forest and farm sites, as farm sites near a natural habitat had higher OTU richness than those farther away. We also provide evidence that management factors such as the number of Polynesian crops cultivated may drive arthropod community composition. Through this case study, we emphasize the context‐dependent opportunities and challenges for operationalizing IDS by utilizing participatory research methods, expanding novel data management tools through the Local Contexts Hub, and developing and nurturing community partnerships—all while highlighting the potential of agroecosystems for arthropod conservation. Overall, the workflow and the example presented here can help researchers take tangible steps to achieve IDS, which often seems elusive with the expanding use of genomic data.
