Abstract The Convention on Biological Diversity and the Nagoya Protocol on Access and Benefit-Sharing provide an international legal framework that aims to prevent misappropriation of the genetic resources of a country and ensure the fair and equitable sharing of benefits arising from their use. The legislation was negotiated at the behest of lower-income, biodiverse countries to ensure that benefits derived from research and development of genetic resources from within their jurisdictions were equitably returned and could thereby incentivize conservation and sustainable use of biodiversity. Despite good intentions, however, rapid adoption of access and benefit-sharing measures at the national level, often without participatory strategic planning, has hampered noncommercial, international collaborative genetic research with counterproductive consequences for biodiversity conservation and sustainable use. We outline how current implementation of the Convention of Biological Diversity and the Nagoya Protocol affect noncommercial research, such as that conducted in many disciplines in biology, including mammalogy. We use a case study from Brazil, an early adopter, to illustrate some current challenges and highlight downstream consequences for emerging pathogen research and public health. Most emerging pathogens colonize or jump to humans from nonhuman mammals, but noncommercial research in zoonotic diseases is complicated by potential commercial applications. Last, we identify proactive ways for the mammalogical community to engage with the Convention on Biological Diversity and the Nagoya Protocol, through sharing of nonmonetary benefits and working with local natural history collections. Leveraging international scientific societies to collectively communicate the needs of biodiversity science to policy makers will be critical to ensuring that appropriate accommodations are negotiated for noncommercial research.

A coordinated biobank alliance for the zoological and conservation community
With dramatic advancements in biological data generation, genetic rescue and reproductive technologies, and inter-institutional coordination of care across entire animal populations, zoos, aquariums, and their collaborators are uniquely positioned to lead population-wide research benefiting animal wellbeing and species survival. However, procedural and inter-institutional barriers make it exceedingly difficult to access existing zoological biospecimens and data at scale. To address this, the Zoonomics Working Group, representing diverse roles across three zoological associations (AZA, EAZA, WAZA), proposes a biodiversity biobank alliance that develops and delivers shared resources to support the collection, storage, and sharing of biological samples and associated data across the zoological and conservation community. By biobank alliance, we mean a community-guided effort that develops shared resources, standards, ethos, and practices for collecting, storing, and sharing biological samples and associated data voluntarily through transparent processes, consistent with professional accreditation standards and international best practices. While initially focused on addressing the needs and regulatory landscape of U.S. institutions, the alliance is designed to create frameworks that are adaptable and adoptable for international expansion. Such a framework would help the zoological community navigate the ethical, legal, and practical challenges of managing biospecimen collections, making access more efficient, reliable, and robust. Achieving this vision requires collective agreement on ethical principles such as reciprocity, transparency, and data stewardship, ensuring that research is both feasible and proactively supported. Such coordination will drive advances in fundamental biology and accelerate progress in animal health, welfare, management, and biodiversity conservation.

Thanks to substantial support for biodiversity data mobilization in recent decades, billions of occurrence records are openly available, documenting life on Earth and enabling timely research, awareness raising, and policy-making. Initiatives across local to global scales have been separately funded to serve different, yet often overlapping audiences of data users, and have developed a variety of platforms and infrastructures to meet the needs of these audiences. The independent progress of biodiversity data providers has led to innovations as well as challenges for the community at large as we move towards connecting and linking a diversity of information from disparate sources as Digital Extended Specimens (DES). Recognizing a need for deeper and more frequent opportunities for communication and collaboration across the globe, an ad-hoc group of representatives of various international, national, and regional organizations have been meeting virtually since 2020 to provide a forum for updates, announcements, and shared progress. This group is provisionally named International Partners for the Digital Extended Specimen (IPDES), and is guided by these four concepts: Biodiversity, Connection, Knowledge and Agency. Participants in IPDES include representatives of the Global Biodiversity Information Facility (GBIF), Integrated Digitized Biocollections (iDigBio), American Institute of Biological Sciences (AIBS), Biodiversity Collections Network (BCoN), Natural Science Collections Alliance (NSCA), Distributed System of Scientific Collections (DiSSCo), Atlas of Living Australia (ALA), Biodiversity Information Standards (TDWG), Society for the Preservation of Natural History Collections (SPNHC), National Specimen Information Infrastructure of China (NSII), and South African National Biodiversity Institute (SANBI), as well as individuals involved with biodiversity informatics initiatives, natural science collections, museums, herbaria, and universities. Our global partners group strives to increase representation from around the globe as we aim to enable research that contributes to novel discoveries and addresses the societal challenges leading to the biodiversity crisis. Our overarching mission is to expand on the community-driven successes to connect biodiversity data and knowledge through coordination of a globally integrated network of stakeholders to enable an extensible technical and social infrastructure of data, tools, and working practices in support of our vision. The main work of our group thus far includes publishing a paper on the Digital Extended Specimen (Hardisty et al. 2022), organizing and hosting an array of activities at conferences, and asynchronous online work and forum-based exchanges. We aim to advance discussion on topics of broad interest to our community such as social and technical capacity building, broadening participation, expanding social and data networks, improving data models and building a backbone for the DES, and identifying international funding solutions. This presentation will highlight some of these activities and detail progress towards a roadmap for the development of the human network and technical infrastructure necessary to support the DES. It provides an opportunity for feedback from and engagement by stakeholder communities such as TDWG and other initiatives with a focus on data standards and biodiversity informatics, as we solidify our plans for the future in support of integrated and interconnected biodiversity data and credit for those doing the work.more » « less

Internet of Samples (iSamples): Toward an interdisciplinary cyberinfrastructure for material samplesnull (Ed.)Abstract Sampling the natural world and built environment underpins much of science, yet systems for managing material samples and associated (meta)data are fragmented across institutional catalogs, practices for identification, and discipline-specific (meta)data standards. The Internet of Samples (iSamples) is a standards-based collaboration to uniquely, consistently, and conveniently identify material samples, record core metadata about them, and link them to other samples, data, and research products. iSamples extends existing resources and best practices in data stewardship to render a cross-domain cyberinfrastructure that enables transdisciplinary research, discovery, and reuse of material samples in 21st century natural science.more » « less

Abstract To fulfill their conservation potential and provide safeguards for biodiversity, marine protected areas (MPAs) need coordinated research and monitoring for informed management through effective evaluation of ecosystem dynamics. However, coordination is challenging, often due to knowledge gaps caused by inadequate access to data and resources, compounded by insufficient communication between scientists and managers. We propose to use the world's largest MPA in the Ross Sea, Antarctica as a model system to create a comprehensive framework for an interdisciplinary network supporting research and monitoring that could be implemented in other remote large‐scale international MPAs. Our proposed framework has three key components: (i) policy engagement, including delineation of policy needs and ecosystem metrics to assess MPA effectiveness; (ii) community partner engagement to elevate diverse voices, build trust, and share resources; and (iii) integrated science comprising three themes. These themes are: advancement of data science and cyberinfrastructure to facilitate data synthesis and sharing; biophysical modeling towards understanding ecosystem changes and uncertainties; and execution of observational and process studies to address uncertainties and evaluate ecosystem metrics. This proposed framework can improve MPA implementation by generating policy‐relevant science through this coordinated network, which can in turn improve MPA effectiveness in the Ross Sea and beyond.more » « less

The aim to sequence, catalog, and characterize the genomes of all of Earth’s eukaryotic biodiversity is the shared mission of many ongoing large-scale biodiversity genomics initiatives. Reference genomes of global flora and fauna have the potential to inform a broad range of major issues facing both biodiversity and humanity, such as the impact of climate change, the conservation of endangered species and ecosystems, public health crises, and the preservation and enhancement of ecosystem services. Biodiversity is dramatically declining: 28% of species being assessed by the IUCN are threatened with extinction, and recent reports suggest that a transformative change is needed to conserve and protect what remains. To provide a collective and global genomic response to the biodiversity crisis, many biodiversity genomics initiatives have come together, creating a network of networks under the Earth BioGenome Project. This network seeks to expedite the creation of an openly available, “public good” encyclopedia of high-quality eukaryotic reference genomes, in the hope that by advancing our basic understanding of nature, it can lead to the transformational scientific developments needed to conserve and protect global biodiversity. Key to completing this ambitious encyclopedia of reference genomes, is the ability to responsibly, ethically, legally, and equitably access and use samples from all of the eukaryotic species across the planet, including those that are under the custodianship of Indigenous Peoples and Local Communities. Here, the biodiversity genomics community is subject to the provisions codified in international, national, and local legislations and customary community norms, principles, and protocols. We propose a framework to support biodiversity genomic researchers, projects, and initiatives in building trustworthy and sustainable partnerships with communities, providing minimum recommendations on how to access, utilize, preserve, handle, share, analyze, and communicate samples, genomics data, and associated Traditional Knowledge obtained from, and in partnership with, Indigenous Peoples and Local Communities across the data-lifecycle.more » « less
