Title: Engineering Diplomacy for Water Sustainability: From Global Indicators to Local Solutions
Sustainable Development Goal 6.4 aims to improve water-use efficiency and reduce water scarcity, yet its implementation is hampered by ambiguities in definitions, limitations in metrics, and misalignments between global indicators and local realities. This paper introduces the Engineering Diplomacy Framework (EDF) as a principled yet pragmatic approach to address these implementation challenges. Building on the Water Diplomacy Framework, EDF integrates engineering reasoning with diplomatic negotiation to reconcile quantitative indicators with contested social values and institutional complexity. We analyze SDG 6.4 using three metaphorical heuristics—“What is one plus one?”, “Where do we put the X?”, and “How do we divide 17 camels?”—to diagnose key gaps in current monitoring frameworks and uncover context-sensitive paths to action. Through comparative analysis of Singapore, Denmark, the Democratic Republic of Congo, and Jordan, we show how EDF helps identify locally meaningful interventions where standardized metrics fall short. We conclude by outlining actionable steps for operationalizing EDF principles in SDG implementation, emphasizing the need to move beyond measurement toward negotiated, adaptive, and equitable solutions to achieve water sustainability goals. This manuscript introduces a novel decision-making framework—Engineering Diplomacy—that explicitly addresses ambiguity and contested values in the implementation of Sustainable Development Goals (SDGs).   1. Abstract Biodiversity indicators are used to assess progress towards conservation and sustainability goals. However, the spatial scales, methods and assumptions of the underlying reporting metrics can affect the provided information. Using mountain ecosystems as an example, we compare biodiversity protection at subnational scale using the site-based approach of the 2030 Agenda for Sustainable Development (SDG indicator 15.4.1) with an area-based approach compatible with the targets of the Kunming–Montreal Global Biodiversity Framework.

  2. Wetlands are often vital physical and social components of a country’s natural capital, as well as providers of ecosystem services to local and national communities. We performed a network analysis to prioritize Sustainable Development Goal (SDG) targets for sustainable development in iconic wetlands and wetlandscapes around the world. The analysis was based on the information and perceptions on 45 wetlandscapes worldwide by 49 wetland researchers of the Global Wetland Ecohydrological Network (GWEN). We identified three 2030 Agenda targets of high priority across the wetlandscapes needed to achieve sustainable development: Target 6.3—“Improve water quality”; 2.4—“Sustainable food production”; and 12.2—“Sustainable management of resources”. Moreover, we found specific feedback mechanisms and synergies between SDG targets in the context of wetlands. The most consistent reinforcing interactions were the influence of Target 12.2 on 8.4—“Efficient resource consumption”; and that of Target 6.3 on 12.2. The wetlandscapes could be differentiated in four bundles of distinctive priority SDG-targets: “Basic human needs”, “Sustainable tourism”, “Environmental impact in urban wetlands”, and “Improving and conserving environment”. In general, we find that the SDG groups, targets, and interactions stress that maintaining good water quality and a “wise use” of wetlandscapes are vital to attaining sustainable development within these sensitive ecosystems.

Growing in popularity, the circular city framework is at the leading-edge of a larger and older transitional dialogue which envisions regenerative, circular, and symbiotic systems as the future of urban sustainability. The need for more research supporting the implementation of such concepts has been often noted in literature. To help address this gap, this holistic review assesses a range of pertinent sustainability frameworks as a platform to identify actionable strategies which can be leveraged to support and implement circular city goals. This assessment is grounded in a holistic overview of related frameworks across interdisciplinary and scalar domains including circular city, the food-water-energy nexus, circular economy, bioeconomy, industrial symbiosis, regenerative design, and others. Building on these interrelationships, the applied strategies espoused within these publications are synthesized and assessed in the context of circular city implementation. From an initial 250 strategies identified in literature, thirty-four general implementation strategies across six thematic areas are distinguished and discussed, finding strong overlaps in implementation strategies between frameworks, and opportunities to further develop and harness these synergies to advance circular city toward sustainable urban futures.

As the global push for sustainable development intensifies, public and private actors in fisheries and ocean management are encouraged to support United Nations Sustainable Development Goal (SDG) 14, “Life Below Water.” For those involved in small-scale fisheries (SSF), the emphasis must shift toward “life above water” (Jentoft, 2019), reflecting the complex social, cultural, and heritage values that define these communities. To create lasting SSF sustainability, programs must be inclusive and community-driven. This shift requires transdisciplinary capacity building and youth engagement, fostering experience sharing and collaboration for transformation. Initiatives like Too Big To Ignore and Coast 2 Coast take this approach, focusing on relationship building, shared responsibility, and inclusive engagement to shape meaningful, grounded change.

  5. Abstract Domestic attempts to advance the Sustainable Development Goals (SDGs) in a country can have synergistic and/or trade-off effects on the advancement of SDGs in other countries. Transboundary SDG interactions can be delivered through various transmission channels (e.g., trade, river flow, ocean currents, and air flow). This study quantified the transboundary interactions through these channels between 768 pairs of SDG indicators. The results showed that although high income countries only comprised 14.18% of the global population, they contributed considerably to total SDG interactions worldwide (60.60%). Transboundary synergistic effects via international trade were 14.94% more pronounced with trade partners outside their immediate geographic vicinity than with neighbouring ones. Conversely, nature-caused flows (including river flow, ocean currents, and air flow) resulted in 39.29% stronger transboundary synergistic effects among neighboring countries compared to non-neighboring ones. To facilitate the achievement of SDGs worldwide, it is essential to enhance collaboration among countries and leverage transboundary synergies.
