Title: Collective responsibility in wildfire mitigation: optimizing subsidies for enhancing community resilience
Wildfire poses an escalating threat to communities in the wildland-urban interface (WUI), where both government efforts and homeowner actions are critical for risk reduction. While actions such as home hardening, defensible space creation, and vegetation management are recognized as effective, homeowner adoption rates remain suboptimal. This highlights the need to better understand the drivers of homeowner mitigation behavior, the dynamic interactions with neighbors, and strategies to incentivize broader participation. Existing research largely examines individual decision-making in isolation, often neglecting the interdependence among homeowners inherent in wildfire mitigation as a collective action problem. Moreover, the role of government subsidies in promoting mitigation actions remains underexplored. This study develops a utility-based model that captures homeowners’ mitigation decisions by incorporating income, homeownership tenure, wildfire risk, mitigation costs and benefits, and neighbor behaviors. Using Nash equilibrium analysis, we examine how homeowner strategies evolve under different levels of government subsidy and assess the collective utility outcomes for the community. Our results demonstrate the existence of a critical subsidy threshold necessary for wildfire mitigation to become the dominant homeowner strategy and highlight the importance of early-stage interventions and personal risk framing to overcome free-riding behavior and coordination failures. These results also underscore the importance of dynamic, targeted subsidy policies to foster collaborative mitigation efforts and strengthen WUI community resilience.  more » « less

  1. Homeowner wildfire risk mitigation and preparedness are important components of community wildfire readiness. This report describes the data collected through two efforts conducted in the Nikiski, Alaska, study area: (1) parcel-level rapid wildfire risk assessments performed by trained assessors and (2) homeowner surveys in which respondents provided self-assessments of their parcel-level wildfire risk. This project was undertaken to support the Kenai Peninsula Borough Office of Emergency Management, and the Nikiski Fire Service Area to inform decisions about wildfire adaptation. The household surveys explored the social dimensions of wildfire, including understanding of wildfire risk, outreach or communication preferences, mitigation and evacuation preparedness activities, and perceptions of community risk reduction strategies. The results provide evidence that despite some results seeming to suggest lower wildfire risk perceptions, respondents indicate taking action to reduce risk on their properties, support fuels management on adjacent public lands, and express interest in opportunities to undertake both mitigation and emergency preparedness activities to reduce risks associated with the threat of wildfire.

This project was undertaken to support the Kenai Peninsula Borough Office of Emergency Management and Cooper Landing Emergency Services to inform decisions about wildfire adaptation. The household surveys explored the social dimensions of wildfire, including understanding of wildfire risk, outreach or communication preferences, mitigation and evacuation preparedness activities, and perceptions of community risk reduction strategies. Overall, the study indicated a community that was engaged in preparing for and mitigating the risk of wildfire yet had more that could be done to reduce its risk.

  4. Scaling up climate-adaptation in wildfire-prone watersheds requires innovative partnerships and funding. Water utilities are one stakeholder group that could play a role in these efforts. The overarching purpose of this study was to understand water utility engagement in wildfire mitigation efforts in the western United States. We conducted an online survey of water utilities in nine states and received 173 useable responses. While most (68%) respondents were concerned or very concerned about future wildfire events and the impact of wildfire on their operations, only 39% perceived their organization as responsible for mitigating wildfire risk. Federal land ownership decreased feeling responsible for wildfire mitigation, while concern for and information on wildfire increased feeling responsible for mitigation. The perception of response efficacy of mitigation actions for the 68 water utilities engaged in wildfire risk mitigation activities was very high, with most agreeing that mitigation actions are effective. Self-efficacy to implement mitigation actions, however, was mixed, with most utilities wanting more information on wildfire risk and impacts to watershed services. The most reported wildfire mitigation actions were forest thinning and stream restoration. Water utilities engaging in these actions typically partnered with government agencies or other water utilities to complete the work and funded these activities through water user fees and grants. Our findings suggest that water utility engagement in wildfire mitigation for water security could be increased through providing more assessments of wildfire risk to water utilities and through more outreach and engagement with water utilities operating on federal lands.

Overall, the study indicated a community that was engaged in preparing for and mitigating the risk of wildfire; however, more mitigation work with respect to defensible space and home hardening could help reduce overall wildfire risk. The WiRē Approach is an innovative approach to integrate local social science into wildfire education and mitigation programs. The approach involves the systematic collection of parcel level wildfire risk and social data for a community. This dataset includes parcel level wildfire risk data (rapid wildfire risk assessment or RA data) and social data (household survey or HS data), paired at the household level where possible.
