  1. Abstract A growing number of global ocean conflict studies over the last decade have set out to advance sustainability in the Anthropocene. Many of these research projects use multiple case studies to extract lessons for wider contexts. The methods used by these studies, and the extent to which their results have validity beyond the individual case study, often remain unclear. This paper explores the challenges in performing cross-case analysis within what we denote as case-based globally focussed sustainability projects (CB-GSPs) and indicates solutions by combining information from semi-structured interviews with leading scientists from eight CB-GSPs. We identify six distinct challenges that are common across these studies with regard to generating actionable knowledge through cross-case analysis. Based on these findings, we propose a set of best practice recommendations for scientists, project partners, and funders to co-produce actionable knowledge for global projects on ocean conflict.

  2. Abstract Conflict in the marine environment is of increasing relevance as blue growth boundaries are pushed and resource access and use are in dispute. Social science disciplines have a long history and a wide range of approaches for studying conflict. However, understanding the approaches used to study marine conflict is challenging since the literature is large, broad, difficult to navigate, and there is little connection between conflict themes and the associated methods used to analyze these conflicts. In the present study, we take a first step to address this by systematically reviewing 109 peer-reviewed articles that employ empirical social science methods to study marine conflict. We find that studies on marine conflicts have centered on disputed space, mainly at local scale, and natural resources, such as fish. The main parties at the center of the conflicts are small-scale fisheries and public authorities, although with a growing presence of blue growth sectors. Most studies employed qualitative approaches to study marine conflicts. Current gaps in the understanding of marine conflict include gaps in understanding relational interactions and historical causal events. The need for social science research into marine conflict and the application of multiple social science methods is ongoing as different constellations of conflict actors emerge and as disputed ocean spaces expand beyond EEZs, to include polar regions, and the sea floor.

Abstract As economic activity in marine environments accelerates and expands, conflicts may increase following increased demand over marine resources, unequal distribution of benefits, as well as fluctuating resource availability and quality due to climate change. Anticipation and resolution of these conflicts require understanding of the causal mechanisms through which they originate and persist. Process tracing is a promising social science method that allows producing this knowledge by sequentially ordering events that produce conflict. The aim of this paper is to introduce process tracing as a method for the study of conflicts over marine environments and to assess how the method so far is used in previous studies of conflicts over marine environments. Our review of these studies reveals that scholars of conflicts over marine environments tend to apply process tracing using a deductive approach and a probabilistic understanding of causal mechanisms. The causal mechanisms that are identified to understand the dynamics that drive conflicts over marine environments often include power dynamics between states, institutions, movements or communities. Less articulated is how local social dynamics drives conflicts and how scholars select their cases to represent a wider population of conflicts. We conclude that applying a micro-sociological approach, more attention to case selection, and the interaction between contexts and mechanisms are promising ways forward for further use of process tracing in maritime studies.

  4. Abstract New marine industries that develop and grow in response to the changing demand for their products have the potential to exert pressure on fragile marine environments. These emerging industries can benefit local communities but equally can have negative environmental and socio-cultural impacts. The development of new and emerging industries, like deep seabed mining (DSM), requires the acceptance and involvement of local communities. Yet, the history of marine exploitation is imbued with conflicts between industries and local communities. This paper presents a DSM case study in Papua New Guinea (PNG) to stimulate debate around the potential for conflict in the pursuit of resource extraction from the deep sea and the social and environmental harm that these extractions can cause. We do so by first presenting a timeline of local and extra-local events and enabling conditions that form the development background for the DSM Solwara 1 project in PNG. We then undertake a media narrative analysis to consider the contribution of aspects of social acceptability to this highly complex and multi-scale conflict. We find that the lack of (or a decrease in) social acceptability contributed to the conflict situation and ultimately the demise of the Solwara 1 project. Extra-locally, the initial development was positively framed around solutions for decarbonisation using new technology. Over time, actions by international NGOs, financial issues related to foreign companies, and asymmetry in the power balance between the Pacific Island nation and global businesses played a role in growing negative perceptions of acceptability. Historical experiences with prior environmental mining disasters, together with sea tenure governance challenges, and a lack of community and stakeholder acceptance also contributed to the demise of the project. Untangling and debating these complex interactions provides context and reasons for the tension between the lack of societal acceptance at a local scale and the perceived need for DSM products in the global North for innovative technologies and decarbonising societies. Better understanding these interactions and tensions can help emerging industries navigate a future blue economy.

  6. Interactions between people and the saltwater crocodileCrocodylus porosusfrequently occur on islands and in coastal regions. Saltwater crocodiles impact people's lives and livelihoods by attacking them, resulting in minor or serious injuries, and by interfering in people's foraging activities. Retaliation may include killing the crocodiles involved. To reduce such human–crocodile interactions, data about the occurrence of incidents are required. We present data on encounters with crocodiles and attacks on people in the Roviana Lagoon, Solomon Islands. Data includes time of incident, gender, age and activity of the victim, water conditions and what happened to the crocodile after the incident. We used a questionnaire to capture the details of incidents that occurred during 2000–2020 in the villages of Dunde, Baraulu, Nusa Hope and Kozou. Most incidents were in the evening, mostly involving women, and most victims were aged 20–39 years or ≥ 60 years. In all cases people were attacked while gleaning for shellfish in the mangroves. Attacks occurred irrespective of whether the water was clear or murky, and in all cases the crocodiles were not killed. Such site-specific data will facilitate the formulation of strategies for reducing negative interactions between people and crocodiles in this particular location. Although the saltwater crocodile is categorized as Least Concern on the IUCN Red List, research such as this provides data that can be used for promoting coexistence with and conservation of this species.
