Abstract Rapid changes in sea ice extent and changes in freshwater inputs from land are rapidly changing the nature of Arctic estuarine ecosystems. In the Beaufort Sea, these nearshore habitats are known for their high productivity and mix of marine resident and diadromous fishes that have great subsistence value for Indigenous communities. There is, however, a lack of information on the spatial variation among Arctic nearshore fish communities as related to environmental drivers. In summers of 2017–2019, we sampled fishes in four estuarine ecosystems to assess community composition and relate fish abundance to temperature, salinity, and wind conditions. We found fish communities were heterogeneous over larger spatial extents with rivers forming fresh estuarine plumes that supported diadromous species (e.g., broad whitefishCoregonus nasus), while lagoons with reduced freshwater input and higher salinities were associated with marine species (e.g., saffron codEleginus gracilis). West–East directional winds accounted for up to 66% of the community variation, indicating importance of the wind-driven balance between fresh and marine water masses. Salinity and temperature accounted for up to 54% and 37% of the variation among lagoon communities, respectively. Recent sea ice declines provide more opportunity for wind to influence oceanographic conditions and biological communities. Current subsistence practices, future commercial fishing opportunities, and on-going oil and gas activities benefit from a better understanding of current fish community distributions. This work provides important data on fish spatial distributions and community composition, providing a basis for fish community response to changing climatic conditions and anthropogenic use.

Impacts of commercial and subsistence fishing on marine and cultural ecosystem services important to the wellbeing of an Indigenous community in Hawai'i
Marine ecosystems provide essential services to coastal residents, particularly for indigenous fishing communities that have strong ties to the environment and obtain multiple benefits from their use and management of ocean spaces. However, understanding of how these are impacted by fisheries, external pressures, and ocean management, remains limited due to a focus on economic valuation and aggregated metrics. This study explores the importance of select marine ecosystem services to the wellbeing of an indigenous community in West Hawaiˈi and the observed impacts on these ecosystem services by commercial and subsistence fishing. We used a mixed-methods approach that combined a workshop with an online survey of community perceptions regarding community important marine resources and cultural values. We find that both fish and non-fish species are important to all four well-being categories, including food security, culture, mental wellbeing, and income, though the least importance was given to the economic value. This study also found that commercial fishing is perceived to have a higher negative impact on marine resources and cultural values than subsistence fishing, but a generally lower impact on non-fish than fish species. The lack of community input into legislation development and a lack of enforcement capacity were perceived to aggravate these further, whereas the integration of place-based knowledge, values and rules of the environment was seen as beneficial to both marine and cultural ecosystem services. Overall, this study shows that non-economic and disaggregated valuation approaches are critical for revealing the variable ecosystem services that marine environments provide to local communities and the importance of more inclusive resource management approaches to manage impacts on these services.

ABSTRACT. Indigenous Peoples and salmon in the lands now called Alaska have been closely entwined for at least 12,000 years. Salmon continue to be central to the ways of life of Alaska Natives, contributing to physical, social, economic, cultural, spiritual, psychological, and emotional well-being. Salmon have also become important to Alaskan settlers. Our research and advisory team conducted a synthesis of what is known about these diverse human–salmon relationships, drawing on 865 published scientific studies; Indigenous knowledge; state, federal, and tribal data; archival materials; oral histories; and cross-cultural dialogs at working group meetings. Two important socio-cultural dimensions of salmon–people systems emerged from this synthesis as fundamentally important but largely invisible outside of Indigenous communities and the social science disciplines that work closely with these communities: (1) the deep relationships between Indigenous Peoples and salmon and (2) the pronounced inequities that threaten these relationships and stewardship systems. These deep relationships are evident in the spiritual, cultural, social, and economic centrality of salmon across time and cultures in Alaska. We describe Indigenous salmon stewardship systems for the Tlingit, Ahtna, and Central Yup'ik. The inequities in Alaska's salmon systems are evident in the criminalization and limitation of traditional fishing ways of life and the dramatic alienation of Indigenous fishing rights. The loss of fish camps and legal battles over traditional hunting and fishing rights through time has caused deep hardship and stress. Statewide, the commodification and marketization of commercial fishing rights has dispossessed Indigenous communities from their human and cultural rights to fishing ways of life; as a result, many rural and Indigenous youth struggle to gain access to fishing livelihoods, leaving many fishing communities in a precarious state. These deep relationships and relatively recent fractures have motivated a concerted effort by a group of committed Indigenous and western scholars to better understand the root causes and opportunities for redress, as well as to document the breadth of research that has already been conducted, in an effort to improve the visibility of these often-overlooked dimensions of our salmon systems.more » « less

Using social media, we collect evidence for how nearshore fisheries are impacted by the global COVID-19 pandemic in Hawai’i. We later confirm our social media findings and obtain a more complete understanding of the changes in nearshore non-commercial fisheries in Hawai’i through a more conventional approach—speaking directly with fishers. Resource users posted photographs to social media nearly three times as often during the pandemic with nearly double the number of fishes pictured per post. Individuals who fished for subsistence were more likely to increase the amount of time spent fishing and relied more on their catch for food security. Furthermore, individuals fishing exclusively for subsistence were more likely to fish for different species during the pandemic than individuals fishing recreationally. Traditional data collection methods are resource-intensive and this study shows that during times of rapid changes, be it ecological or societal, social media can more quickly identify how near shore marine resource use adapts. As climate change threatens additional economic and societal disturbances, it will be necessary for resource managers to collect reliable data efficiently to better target monitoring and management efforts.more » « less

The complementary use and transfer of empirical and scientific knowledge are essential for the holistic and sustainable management of fishing resources. To understand how both types of knowledge are transferred in fishing communities in three regions of Mexico, we conducted 120 in-depth interviews with young people, adults, and older adults who participated in various activities within fishing value networks. During the interviews, we identified who participated in transferring knowledge within communities, what lessons were passed on, what knowledge has been lost, and what scientific topics are known within the communities. We also investigated the sector’s most used means of communication to further explore the transfer of scientific and technical knowledge and the fundamental roles of external actors in transferring knowledge within communities. The information was coded, categorized, and analyzed for each question. The interviewees valued the continuity of inheriting traditional knowledge, which included teaching practical skills, such as fishing techniques and navigation, and transmitting values, traditions, and ways of understanding and relating to the marine environment. The interviewees perceived knowledge transfer as a bidirectional exchange of knowledge, ideas, and practices among generations. Furthermore, they recognized the value of external actors with scientific and technical knowledge in promoting innovation and adapting to new challenges. The combination of knowledge and perspectives enriches fisheries management and marine environmental conservation. Promoting the transfer of traditional and scientific knowledge is fundamental to building a future where fishing and marine life coexist in harmony and prosperity. The responsibility of supporting this integration falls on fishing communities and external actors. Working together in this collaborative learning process is the key to achieving sustainable resource management and ensuring the continuity of this valuable tradition for future generations. In doing so, these communities’ cultural and ecological richness can be preserved, ensuring a lasting balance between people and the sea.more » « less

Payments for ecosystem services (PES) are a conservation initiative that offer payments to people who own or manage lands that provide desired ecosystem services. Utilizing mixed methods, I examine how PES in the form of government‐issued forestry incentives interact with land tenure to affect carbon storage in Guatemala's Western Highlands. Land tenure is a larger determining factor for carbon storage than payments, as communal forests managed by Indigenous Maya K'iche' communities have significantly higher carbon stocks than private landholdings in these same communities. No statistically significant differences were found in carbon stocks between incentivized and non‐incentivized plots, and participants enrolled only a fraction of their land, likely prioritizing enrollment of degraded plots. These results indicate the importance of using both social and physical science methods to understand the physical outcomes and social context of forest management. I also reflect on why carbon storage is often prioritized, drawing on a critical physical geography framework to analyze carbon accounting methods. Measuring carbon storage gives us the tools to describe the success of communal forest management, yet I also caution relying on the quantification of ecosystem services as a method for landscape valuation and suggest avoiding prioritizing carbon storage and sequestration.more » « less
