Title: Anticipating Climatic Variability: The Potential of Ecological Calendars
Indigenous and rural societies who have contributed least to anthropogenic climate change are facing its harshest consequences. One of the greatest challenges of climate change is lack of predictability, especially at the local scale. An estimated 70-80% of the world’s food is produced by smallholders with less than two hectares of land. These small-scale farmers and herders face an ever-shifting ‘new normal’ climate, increasing inconsistency in the seasonality of temperature and precipitation, and higher frequency of what were once considered extreme weather events. Climate variability is disrupting food systems and generating a debilitating anxiety. Anticipatory capacity – the ability to envision possible futures and develop a plan of action to deal with uncertainties – is needed urgently. Communities and researchers must create innovative systems to recognize and respond to climate trends and prepare for a greater range of possible scenarios. To build anticipatory capacity for climate change, communities need systems that are effective at the scale of the village and valley. In this brief communication we suggest a new approach for applied participatory action research to build anticipatory capacity for climate change. Specifically, we describe the development of ecological calendars that integrate indigenous knowledge and scientific data, and therefore require input from both communities of inquirers and communities of practice. We provide a case study of our ongoing work in the Pamir Mountains of Afghanistan, China, Kyrgyzstan, and Tajikistan, where we are in the midst of transdisciplinaryresearch with indigenous agropastoralists.  more » « less

  1. Abstract

    Ecological calendars are knowledge systems based on close observation of one's habitat to measure and give meaning to time, thereby providing anticipatory capacity for livelihood activities and contributing to food sovereignty. They rely upon seasonal indicators that integrate biophysical and ecological phenomena (e.g., first snowfall, last frost, blossoming of a tree species; seasonal appearance of an animal or plant) with locally grounded cultural meaning and value systems. These context‐specific relationships have enabled Indigenous and rural societies to anticipate weather and other seasonal processes in their environment. However, anthropogenic climate change could undermine ecological calendars due to adverse impacts on specific indicators species, but this issue remains unexplored. We address this knowledge gap by examining how anthropogenic climate change might affect selected species (birds, fish, and mammals) that are seasonal and key to Indigenous food systems in two Western Arctic communities. We leverage existing dietary animal datasets to which we apply a novel methodology for assessing organismal vulnerability to climate change. The methodology uses intrinsic species traits such as physiological tolerances, genetic variability, and life history traits to generate an empirical and integrative assessment of vulnerability for any given species. Subsequently, an aggregate view of vulnerability across calendar species is achieved through comparative statistical analysis across species both within and between communities. This exercise permits the first quantitative assessment of the continued relevance and effective use of an ecological calendar, thus demonstrating that food sovereignty and livelihood security is enhanced by biodiversity of indicator species.

  2. Abstract

    Indigenous communities on reservation lands across the USA continue to demonstrate their leadership in climate resilience through active engagement in co-producing interdisciplinary solutions to adaptation. These initiatives, however, often ask Indigenous peoples to provide knowledge and resources to assist with adaptation efforts beyond their communities, which can limit their capacity to act locally. Trusting their expertise, we utilize a participatory research approach that asks tribal government employees, agriculturalists, researchers, and outreach professionals to prioritize the climate information and data they perceive as necessary to enhance the climate resilience of water resources of Indigenous communities. In doing so, this study provides empirical evidence specific to the climate adaptation needs of Indigenous communities on reservation lands in the arid southwestern USA. Study respondents prioritize climate information and data that serve to assess local climate change impacts, enhance food security, and integrate and protect the traditional knowledge of their communities. In this arid and predominantly rural region, respondents prioritize water quality data as their highest need followed by streamflow and air temperature data. They most frequently access their respective tribal government sources of climate information and data. These results indicate that localized climate data and information are highly prioritized. Future research and action to alleviate information and data gaps should account for the relevance, accessibility, and protection of these resources while prioritizing methods that ensure Indigenous sovereignty and self-determination rather than knowledge extraction.

  3. Abstract Background

    Although anthropogenic climate change poses existential challenges for Indigenous communities in the Arctic, these challenges are not entirely unprecedented. Over many generations, Arctic peoples have developed a wide range of behavioral strategies to navigate environmental change and uncertainty, and these strategies provide a foundation for contemporary adaptation.

    Aims

    In this article, we focus on mixed cash‐subsistence economies and the social networks that underlie them in Alaska. The patterns of food production, labor exchange, and food sharing in subsistence‐oriented communities throughout Alaska are driven by the productivity of keystone households who regularly harvest and share resources within and between communities.

    Materials & Methods

    Building on previous research suggesting the critical importance of these networks to community resilience, we use network analysis to investigate whether patterns in resource transfers between households are associated with subsistence harvest diversity—the diversity of species harvested by a household unit. We use exponential random graph models to describe the structure of a sharing network from Aniak, Alaska, and model the links between harvest productivity, harvest diversity, and household position in this network.

    Results

    Our results indicate that both productivity and diversity are positively associated with network connections, and that productivity alone provides an incomplete model of network structure.

    Discussion

    We suggest that subsistence harvest diversity may play a unique role in supporting adaptive capacity and resilience by maintaining the productivity of keystone households despite changing environments and sustaining social network structures that circulate resources throughout the community. Harvest diversity may also serve as a broad indicator of Indigenous ecological knowledge and a tangible representation of cultural practices, values, and worldviews that underlie subsistence in Alaska.

    Conclusion

    Greater attention to harvest diversity is important for understanding how subsistence networks adapt to environmental change and uncertainty linked to social and ecological dynamics of anthropogenic climate change.

As climate change and increased frequency of extreme weather events threaten local and national Food, Energy and Waters (FEW) systems, policymakers and planners are asked to secure the long-term sustainability of resources and address disaster management where failure in one system has cascading effects. The explicit acknowledgment of interdependencies and equity across FEW systems and scales of governance is an approach we term planning for “FEWsheds.” With this research, we build an integrated framework for understanding FEW supply, equity outcomes, available data, and efforts to make FEW systems more resilient through diversification, distributed systems, or relocalization. The literature review demonstrates common flaws in both research design and policy approaches. For example, few studies explicitly address demographic characteristics. Higher-income households use more water, energy and land; are less responsive to price signaling; and often do not bear the negative externalities of infrastructure siting compared to low-income families, who are, in turn, the most vulnerable to supply disruption and contamination. A FEWshed framework helps make apparent the regional interdependencies, inefficiencies and disparities so that policymakers can take corrective action in fostering just, vibrant and sustainable communities for all constituents.

    The Arctic is experiencing intensified impacts from climate change, resulting in unprecedented rates of change, especially for Indigenous communities. Alaska Natives are experiencing transformations in housing, food security, economic stability, and cultural practices as a result of the biophysical changes such as thawing permafrost and coastal erosion. In response, communities are prioritizing adaptation. Although Indigenous communities have been adapting for hundreds of years, adaptation strategies, or actions that seek to moderate harm through the adjustment to actual or expected climate change effects, are not well documented. Housing adaptation strategies are especially understudied, which include any adaptation strategy that is in response to or in preparation for a biophysical change affecting housing. Housing adaptation strategies in response to climate change are primarily focused on physical dimensions (e.g., retrofitting homes, constructing sea wall). Nevertheless, adaptations to changes in biophysical systems are closely interlinked to sociocultural systems, which are often neglected in adaptation discourse. Analyzing existing strategies through the lens of community values captures the sociocultural aspects of adaptation and is critical for sustainable adaptation. This paper presents a research design that addresses these gaps in adaptation discourse by asking: How are community values represented in housing adaptation strategies in response to climate change? This research will employ interviews, focus groups, and observations in partnership with two Alaska Native communities in Oscarville, Alaska and Point Lay, Alaska using community based participatory research methods (CBPR). Understanding the role of community values in housing adaptation is essential for developing sustainable adaptation plans, engineering designs, and future research studies. Further, employing CBPR methodologies in the context of adaptation, grounds identified strategies and resulting plans in community experience. As a result, future findings will not only contribute to the intellectual understanding of adaptation processes and theory, but also facilitate actions in response to climate change.
