Title: Policy design and local tax elections: News from the search for a popular tax
What kinds of taxation are least objectionable to voters? The question is a classic preoccupation of public officials and social scientists alike. We exploit two advances that make it possible to shed new light on this question. The first is a large, new corpus of digitized documents describing municipal tax policies of heterogeneous design that have been directly subjected to popular referendum in the state of California. The second is a suite of new computational methods for the analysis of large corpora of texts and their associated quantitative metadata. By applying these new methods to those new data, we show that tax policies of different description vary systematically in their popularity at the ballot box. We find that official descriptions of tax policy differ along two interpretable dimensions that are associated with voters’ willingness to approve the tax. We interpret these dimensions as risk pooling and community orientation, and we show that measuring these dimensions can modestly improve our ability to predict the popularity of a tax, relative to a conventional regression specification that omits information about qualitative policy design.   1. We compare two approaches to increasing tax revenue: tax administration and tax rates. We show that when Indonesia moved top regional firms into “medium taxpayer offices,” with high staff-to-taxpayer ratios, tax revenue more than doubled. Examining nonlinear changes to corporate income tax rates, we estimate an elasticity of taxable income of 0.579. Combining these estimates, improved tax administration is equivalent to raising top rates on all firms by 8 percentage points. On net, improved tax administration can have significant returns for developing countries. (JEL H25, H26, K34, O17)

  2. In multiplayer games, self-interested behavior among the players can harm the social welfare. Tax mechanisms are a common method to alleviate this issue and induce socially optimal behavior. In this work, we take the initial step of learning the optimal tax that can maximize social welfare with limited feedback in congestion games. We propose a new type of feedback named equilibrium feedback, where the tax designer can only observe the Nash equilibrium after deploying a tax plan. Existing algorithms are not applicable due to the exponentially large tax function space, nonexistence of the gradient, and nonconvexity of the objective. To tackle these challenges, we design a computationally efficient algorithm that leverages several novel components: (1) a piece-wise linear tax to approximate the optimal tax; (2) extra linear terms to guarantee a strongly convex potential function; (3) an efficient subroutine to find the exploratory tax that can provide critical information about the game. The algorithm can find an \eps-optimal tax with O(\beta F^2/eps^2) sample complexity, where \beta is the smoothness of the cost function and F is the number of facilities.

  3. ABSTRACT Researchers commonly use difference-in-differences (DiD) designs to evaluate public policy interventions. While methods exist for estimating effects in the context of binary interventions, policies often result in varied exposures across regions implementing the policy. Yet, existing approaches for incorporating continuous exposures face substantial limitations in addressing confounding variables associated with intervention status, exposure levels, and outcome trends. These limitations significantly constrain policymakers’ ability to fully comprehend policy impacts and design future interventions. In this work, we propose new estimators for causal effect curves within the DiD framework, accounting for multiple sources of confounding. Our approach accommodates misspecification of a subset of intervention, exposure, and outcome models while avoiding any parametric assumptions on the effect curve. We present the statistical properties of the proposed methods and illustrate their application through simulations and a study investigating the heterogeneous effects of a nutritional excise tax under different levels of accessibility to cross-border shopping.

At the turn of the century, irrigators in San Luis Valley (SLV), Colorado confronted a reality of precipitously dropping water levels of their shared groundwater resource stemming from their collective overextraction. Rather than continuing with business as usual—risking further declines and potential state intervention—they decided to self-organize and agreed to adopt a pumping fee, substantially increasing the cost of water—one of their key agricultural inputs. This innovative approach to conservation departs from those commonly championed by many groundwater stakeholders, who tend to favor conservation policies that decrease—not increase—costs, such as subsidizing more efficient irrigation technology or paying farmers to fallow their land. Despite few empirical examples of the introduction of a pumping fee, there are sound economic reasons to consider this approach. In this article, we review the adoption of this home-made policy, discussing the process and reasoning behind the stakeholders’ choices, the economic theory that supports it, and some of the agricultural, hydrological, and social outcomes that have resulted from it. The case study illuminates the potential benefits of a groundwater fee but also highlights that policy choices are multifaceted and what works in one scenario does not imply it is a panacea. The article concludes with a discussion of a recent and surprising policy move: SLV farmers have decided to increase the primary groundwater pumping fee exponentially to $500 per acre-foot (10 times the original fee in 2009). We discuss how this new policy represents a shift from a Pigouvian tax structure to what resembles more of a cap-and-trade system. While the results of this latest policy innovation are still unknown, the eventual results promise to be instructive not only to SLV but also to other areas facing similar water scarcity issues.

This paper investigates the performance of a diverse set of large language models (LLMs) including leading closed-source (GPT-4, GPT-4o mini, Claude 3.5 Haiku) and open-source (Llama 3.1 70B, Llama 3.1 8B) models, alongside the earlier GPT-3.5 within the context of U.S. tax resolutions. AI-driven solutions like these have made substantial inroads into legal-critical systems with significant socio-economic implications. However, their accuracy and reliability have not been assessed in some legal domains, such as tax. Using the Volunteer Income Tax Assistance (VITA) certification tests—endorsed by the US Internal Revenue Service (IRS) for tax volunteering—this study compares these LLMs to evaluate their potential utility in assisting both tax volunteers as well as taxpayers, particularly those with low and moderate income. Since the answers to these questions are not publicly available, we first analyze 130 questions with the tax domain experts and develop the ground truths for each question. We then benchmarked these diverse LLMs against the ground truths using both the original VITA questions and syntactically perturbed versions (a total of 390 questions) to assess genuine understanding versus memorization/hallucinations. Our comparative analysis reveals distinct performance differences: closed-source models (GPT-4, Claude 3.5 Haiku, GPT-4o mini) generally demonstrated higher accuracy and robustness compared to GPT-3.5 and the open-source Llama models. For instance, on basic multiple-choice questions, top models like GPT-4 and Claude 3.5 Haiku achieved 83.33% accuracy, surpassing GPT-3.5 (54.17%) and the open-source Llama 3.1 8B (50.00%). These findings generally hold across both original and perturbed questions. However, the paper acknowledges that these developments are initial indicators, and further research is necessary to fully understand the implications of deploying LLMs in this domain. A critical limitation observed across all evaluated models was significant difficulty with open-ended questions, which require accurate numerical calculation and application of tax rules. We hope that this paper provides a means and a standard to evaluate the efficacy of current and future LLMs in the tax domain.
