Our goal in this paper is to examine whether there are similar patterns in the distribution of tree canopy by Home Owners’ Loan Corporation (HOLC) graded neighborhoods across 37 cities. A pre-print of the paper can be found here: https://osf.io/preprints/socarxiv/97zcs This data packages contains: 1. City-specific file geodatabases with features classes of the HOLC polygons obtained from the Mapping Inequality Project https://dsl.richmond.edu/panorama/redlining/, and tables summarizing tree canopy, and in some cases other land cover classes. 2. An *.R script that replicates all of the analyses, graphs, and tables in the paper. Other double checks, exploratory, and miscellaneous outputs are created by the script too as a bonus. Everything in the paper can be done with the script; additional work outputs are also created. 3. A *.csv file containing city, the HOLC grade, and the percent tree canopy cover. This can be used to create the main findings of the paper and this flat file is provided as an alternative to running the R script to extract information from the geodatabases, combine, and analyze them. The intention is that this file is more widely accessible; the underlying information is the same. Redlining was a racially discriminatory housing policy established by the federal government’s Home Owners’ Loan Corporation (HOLC) during the 1930s. For decades, redlining limited access to homeownership and wealth creation among racial minorities, contributing to a host of adverse social outcomes, including high unemployment, poverty, and residential vacancy, that persist today. While the multigenerational socioeconomic impacts of redlining are increasingly understood, the impacts on urban environments and ecosystems remains unclear. To begin to address this gap, we investigated how the HOLC policy administered 80 years ago may relate to present-day tree canopy at the neighborhood level. Urban trees provide many ecosystem services, mitigate the urban heat island effect, and may improve quality of life in cities. In our prior research in Baltimore, MD, we discovered that redlining policy influenced the location and allocation of trees and parks. Our analysis of 37 metropolitan areas here shows that areas formerly graded D, which were mostly inhabited by racial and ethnic minorities, have on average ~23% tree canopy cover today. Areas formerly graded A, characterized by U.S.-born white populations living in newer housing stock, had nearly twice as much tree canopy (~43%). Results are consistent across small and large metropolitan regions. The ranking system used by Home Owners’ Loan Corporation to assess loan risk in the 1930s parallels the rank order of average percent tree canopy cover today.

Black Gold, White Power: Mapping Oil, Real Estate, and Racial Segregation in the Los Angeles Basin, 1900-1939
In 1923, Southern California produced over twenty percent of the world’s oil. At the epicenter of an oil boom from 1892 to the 1930s, Los Angeles grew into the nation’s fifth largest city. By the end of the rush, it had also become one of the most racially segregated cities in the country. Historians have overlooked the relationship between industrialists drilling for oil and real estate developers codifying a racist housing market, namely through “redlining” maps and mortgage lending. While redlining is typically understood as a problem of horizontal territory, this paper argues that the mapping of the underground—the location and volume of subterranean oil fields, in particular—was a crucial technique in underwriting urban apartheid. Mapping technologies linked oil exploitation with restrictive property rights, constructing oil as a resource and vertically engineering a racialized housing market. By focusing on petro-industrialization interlocked with segregationist housing, this article reveals an unexamined chapter in Los Angeles’s history of resource exploitation and racial capitalism. Moreover, it contributes to a growing literature on the social production of resources, extractive technology and political exclusion, and the technoscientific practices used by states and corporations to mine the underground while constructing metropolitan inequality above ground.

Housing searches play a central role in the reproduction of racial inequality in U.S. cities. Past research finds that movers’ social ties influence residential segregation, as renters receive information about homes located near friends and family. Fewer studies examine how renters’ social ties also provide instrumental assistance during moves, or how this aid unequally shapes moving outcomes. In the present study, I show how 69 low-income, Latina/o and non-Hispanic white renters rely on their friends, family, and acquaintances to navigate moves in Los Angeles, a highly unaffordable rental market. Both groups mobilize their ties for instrumental assistance, but the resources available through renters’ ties contribute to diverging search outcomes. Low-income Latina/o renters’ ties, who also struggled to make ends meet, provided what I call constrained support—referrals to open units, loans to cover moving costs, and informal rental opportunities. This assistance channeled movers to specific apartments and left them negotiating informal, doubled-up homes and new debt. In contrast, low-income white renters leveraged comparatively affluent ties to cosign leases, provide financial gifts, and strengthen applications across buildings—what I refer to as flexible assistance. This aid helped low-income white movers secure housing advantages, while avoiding short-term reciprocal obligations to friends and family. These findings advance research on residential mobility and social support, and they show how network resource inequalities contribute to racial stratification in rental markets.more » « less

Housing Justice in Unequal Cities is a global research network funded by the National Science Foundation (BCS 1758774) and housed at the Institute on Inequality and Democracy at UCLA Luskin. This open-access volume, co-edited by Ananya Roy and Hilary Malson, brings together movement-based and university-based scholars to build a shared field of inquiry focused on housing justice. Based on a convening that took place in Los Angeles in January 2019, at the LA Community Action Network and at the University of California, Los Angeles, the essays and interventions situate housing justice in the long struggle for freedom on stolen land. Embedded in the stark inequalities of Los Angeles, our work is necessarily global, connecting the city’s Skid Row to the indebted and evicted in Spain and Greece, to black women’s resistance in Brazil, to the rights asserted by squatters in India and South Africa. Learning from radical social movements, we argue that housing justice also requires a commitment to research justice. With this in mind, our effort to build a field of inquiry is also necessarily an endeavor to build epistemologies and methodologies that are accountable to communities that are on the frontlines of banishment and displacement.more » « less

Housing is a long-lived asset whose value is sensitive to variations in expectations of long-run growth rates and interest rates. When a large fraction of households has leverage, housing price fluctuations cause large-scale redistribution and consumption volatility.We find that a practical way to insure the young and the poor from the housing market fluctuations is through awell-functioning rental market. In practice, homeownership subsidies keep the rental market small and the housing cycle affects aggregate consumption.
