Abstract Global climate goals require a transition to a deeply decarbonized energy system. Meeting the objectives of the Paris Agreement through countries' nationally determined contributions and long‐term strategies represents a complex problem with consequences across multiple systems shrouded by deep uncertainty. Robust, large‐ensemble methods and analyses mapping a wide range of possible future states of the world are needed to help policymakers design effective strategies to meet emissions reduction goals. This study contributes a scenario discovery analysis applied to a large ensemble of 5,760 model realizations generated using the Global Change Analysis Model. Eleven energy‐related uncertainties are systematically varied, representing national mitigation pledges, institutional factors, and techno‐economic parameters, among others. The resulting ensemble maps how uncertainties impact common energy system metrics used to characterize national and global pathways toward deep decarbonization. Results show globally consistent but regionally variable energy transitions as measured by multiple metrics, including electricity costs and stranded assets. Larger economies and developing regions experience more severe economic outcomes across a broad sampling of uncertainty. The scale of CO2removal globally determines how much the energy system can continue to emit, but the relative role of different CO2removal options in meeting decarbonization goals varies across regions. Previous studies characterizing uncertainty have typically focused on a few scenarios, and other large‐ensemble work has not (to our knowledge) combined this framework with national emissions pledges or institutional factors. Our results underscore the value of large‐ensemble scenario discovery for decision support as countries begin to design strategies to meet their goals.

Shared vision for a decarbonized future energy system in the United States
How do people envision the future energy system in the United States with respect to using fossil fuels, renewable energy, and nuclear energy? Are there shared policy pathways of achieving a decarbonized energy system? Here, we present results of an online survey (n= 2,429) designed to understand public perceptions of the current and future energy mixes in the United States (i.e., energy sources used for electric power, transportation, industrial, commercial, and residential sectors). We investigate support for decarbonization policies and antidecarbonization policies and the relative importance of climate change as an issue. Surprisingly, we find bipartisan support for a decarbonized energy future. Although there is a shared vision for decarbonization, there are strong partisan differences regarding the policy pathways for getting there. On average, our participants think that climate change is not the most important problem facing the United States today, but they do view climate change as an important issue for the world today and for the United States and the world in the future.

Abstract Public attitudes toward climate change influence climate and energy policies and guide individual mitigation and adaptation behaviors. Over the last decade, as scientific certainty about the causes and impacts of, and solutions to the climate crisis has increased, cities, states, and regions in the United States have pursued diverse policy strategies. Yet, our understanding of how Americans’ climate views are changing remains largely limited to national trends. Here we use a large US survey dataset ( N = 27 075 ) to estimate dynamic, state-level changes in 16 climate change beliefs, risk perceptions, and policy preferences over 13 years (2008–2020). We find increases in global warming issue importance and perceived harm in every state. Policy support, however, increased in more liberal states like California and New York, but remained stable elsewhere. Year-by-year estimates of state-level climate opinions can be used to support sub-national mitigation and adaptation efforts that depend on public support and engagement.more » « less

Early investments in regional hydrogen systems carry two distinct types of risk: (1) economic risk that projects will not be financially viable, resulting in stranded capital, and (2) environmental risk that projects will not deliver deep reductions in greenhouse gas emissions and through leaks, perhaps even contribute to climate change. This article systematically reviews the literature and performs analysis to describe both types of risk in the context of recent efforts in the United States and worldwide to support the development of “hydrogen hubs” or regional systems of hydrogen production and use. We review estimates of hydrogen production costs and projections of how future costs are likely to change over time for different production routes, environmental impacts related to hydrogen and methane leaks, and the availability and effectiveness of carbon capture and sequestration. Finally, we consider system‐wide risks associated with evolving regional industrial structures, including job displacement and underinvestment in shared components, such as refueling. We conclude by suggesting a set of design principles that should be applied in developing early hydrogen hubs if they are to be a successful step toward creating a decarbonized energy system.more » « less

Abstract Domestic climate migration is likely to increase in the future, but we know little about public perceptions and attitudes about climate migrants and migration. Understanding how perceptions and attitudes are formed is a critical task in assessing public support for assistance policies and developing effective messaging campaigns. In this paper, we aim to better understand how the U.S. public perceives domestic climate migrants. We use novel survey data to identify the relationship between climate change risk perceptions and awareness of “climate migrants,” belief that domestic climate migration is currently happening in the United States, perceived voluntariness of domestic climate migrant relocation, and support for the development of assistance programs for domestic climate migrants. We utilize a large, nationally representative panel of U.S. adults (N= 4074) collected over three waves in 2022. We find that climate change risk perceptions and perceptions of whether migration is voluntary are key drivers of perceptions and attitudes toward domestic climate migrants. We provide key suggestions to policy makers and decision-makers to improve outcomes for host and migrant communities. Significance StatementThis study illuminates factors that influence the how the public forms perceptions and attitudes about domestic climate migrants in the United States. For the first time, we offer insight into the drivers of public opinion toward domestic climate migrants and migration. Our results indicate that the various perceptions of climate migrants are largely driven by preexisting climate change risk perceptions and respondent characteristics. Our findings create a new connection with the existing literature on climate change risk perceptions and offer an opportunity for decision-makers and policy makers to create effective messaging campaigns on topics related to domestic climate migration in the United States.more » « less

Abstract Energy transitions and decarbonization require rapid changes to a nation’s electricity generation mix. There are many feasible decarbonization pathways for the electricity sector, yet there is vast uncertainty about how these pathways will advance or derail the nation’s energy equality goals. We present a framework for investigating how decarbonization pathways, driven by a least-cost paradigm, will impact air pollution inequality across vulnerable groups (e.g., low-income, minorities) in the US. We find that if no decarbonization policies are implemented, Black and high-poverty communities may be burdened with 0.19–0.22 μg/m3higher PM2.5concentrations than the national average during the energy transition. National mandates requiring more than 80% deployment of renewable or low-carbon technologies achieve equality of air pollution concentrations across all demographic groups. Thus, if least-cost optimization capacity expansion models remain the dominant decision-making paradigm, strict low-carbon or renewable energy technology mandates will have the greatest likelihood of achieving national distributional energy equality. Decarbonization is essential to achieving climate goals, but myopic decarbonization policies that ignore co-pollutants may leave Black and high-poverty communities up to 26–34% higher PM2.5exposure than national averages over the energy transition.more » « less
