Abstract The Joint Task Force, Science Monitoring And Reliable Telecommunications (SMART) Subsea Cables is working to integrate environmental sensors (temperature, pressure, seismic acceleration) into submarine telecommunications cables. This will support climate and ocean observation, sea-level monitoring, observations of Earth structure, tsunami and earthquake early warning, and disaster risk reduction. Recent advances include regional SMART pilot systems that are the initial steps to trans-ocean and global implementation. Building on the OceanObs'19conference and community white paper (https://doi.org/10.3389/fmars.2019.00424), this paper presents an overview of the initiative and a description of ongoing projects including: InSea wet demonstration project off Sicily; Vanuatu and New Caledonia; Indonesia; CAM-2 ring system connecting the Portuguese mainland, Azores, and Madeira; New Zealand; and Antarctica. In addition to the diverse scientific and societal benefits, the telecommunications industry's mission of societal connectivity will also benefit because environmental awareness improves both individual cable system integrity and the resilience of the overall global communications network.

Risks in the design of regional hydrogen hub systems: A review and commentary
Early investments in regional hydrogen systems carry two distinct types of risk: (1) economic risk that projects will not be financially viable, resulting in stranded capital, and (2) environmental risk that projects will not deliver deep reductions in greenhouse gas emissions and through leaks, perhaps even contribute to climate change. This article systematically reviews the literature and performs analysis to describe both types of risk in the context of recent efforts in the United States and worldwide to support the development of “hydrogen hubs” or regional systems of hydrogen production and use. We review estimates of hydrogen production costs and projections of how future costs are likely to change over time for different production routes, environmental impacts related to hydrogen and methane leaks, and the availability and effectiveness of carbon capture and sequestration. Finally, we consider system‐wide risks associated with evolving regional industrial structures, including job displacement and underinvestment in shared components, such as refueling. We conclude by suggesting a set of design principles that should be applied in developing early hydrogen hubs if they are to be a successful step toward creating a decarbonized energy system.

Green hydrogen, produced using renewables through electrolysis, can be used to reduce emissions in the hard-to-abate industrial sector. Efficient production and large-scale deployment require storage to mitigate electrolyzer degradation and ensure stable hydrogen supply. This paper explores the impacts and trade-offs of battery and hydrogen storage in off-grid wind-to-hydrogen systems, considering degradation of batteries and electrolyzers. Utilizing an optimization model, we examine system performance and costs over a wide range of storage capacities and wind profiles. Our results show that batteries smooth short-term fluctuations and minimize electrolyzer degradation but can experience significant degradation resulting from frequent charge/discharge cycles. Conversely, hydrogen storage provides long-term energy buffering, essential for sustained hydrogen production, but can increase electrolyzer cycling and degradation. Combining battery and hydrogen storage enhances system reliability, reduces component degradation, and reduces operational costs. This highlights the importance of strategic storage investments to improve the performance and costs of green hydrogen systems.more » « less

Abstract Uncertainty arising from climate change poses a central challenge to the long‐term performance of many engineered water systems. Water supply infrastructure projects can leverage different types of flexibility, in planning, design, or operations, to adapt infrastructure systems in response to climate change over time. Both flexible planning and design enable future capacity expansion if‐and‐when needed, with flexible design proactively incorporating physical design changes that enable retrofits. All three forms of flexibility have not previously been analyzed together to explicitly assess their relative value in mitigating cost and water supply reliability risk. In this paper, we propose a new framework to evaluate combinations of flexible planning, design, and operations. We develop a nested stochastic dynamic optimization approach that jointly optimizes dam development and operating policies under dynamic climate uncertainty. We demonstrate this approach on a reservoir project near Mombasa, Kenya. Our results find that flexible operations have the greatest potential to reduce costs. Flexible design and flexible planning can amplify the value of flexible operations under higher discounting scenarios and when initial infrastructure capacities are undersized. This approach provides insight on the climate change and techno‐economic conditions under which flexible planning, design, and operations can be best leveraged individually or in combination to reduce climate change uncertainty risks in water supply infrastructure projects.more » « less

CONTEXT: The southwestern United States is experiencing an increasingly warmer and drier climate that is affecting cattle production systems of the region. Adaptation strategies are needed that will not compromise environmental quality or profitability. Options include the use of desert-adapted beef cattle biotypes, such as Rarámuri Criollo cattle, and crossbreds of Criollo with more traditional British breeds. Currently, most calves raised in the Southwest are grain finished, often with irrigated crops produced in the hydrologically-threatened Ogallala Aquifer region. A viable alternative may be grass finishing with the rainfed forage of the arid and semi-arid rangeland of the Southwest or in the temperate grasslands of the Northern Plains. OBJECTIVE: Compare the environmental impacts and production costs of grain-finishing in Texas and grass-finishing in the Northern plains and the Southwest with traditional Angus cattle vs. Criollo and Criollo x Angus cattle. METHODS: Nine supply chain strategies were simulated using the Integrated Farm System Model to compare farm-gate life cycle intensities of greenhouse gas emissions (carbon footprint), fossil energy footprint, nitrogen footprint, blue water footprint and production costs using representative (appropriate soils, climate, and management) ranch and feedlot operations. RESULTS AND CONCLUSIONS: For both finishing options (grass, grain), Criollo x Angus cattle had the best environmental (3%-27% lower), and production cost (4-23% lower) outcomes followed by pure Criollo and then Angus cattle. Crossbred production combined the lower feed supplementation requirements of Criollo cows with heavier final carcasses of offspring from Angus genetics. Crossbred cattle with grass finishing in the Southwest or Northern Plains outperformed on most environmental variables as well as production costs, mostly due to reduced external input requirements (primarily feed). A downside for grass-finished crossbreds was greater carbon footprint (27-42% higher) compared to grain finishing due to greater methane emissions from high forage diets and an extended time to finish. On grasslands where soil C sequestration can be supported, that land-based sequestration may offset the greater greenhouse gas emission from enteric methane of grass-finished beef. Grass finishing in the Northern Plains may provide a more reliable meat supply chain than grass finishing in the Southwest due to the lower risk and less severe consequences of drought. SIGNIFICANCE: Alternative beef supply chain options using Rarámuri Criollo cattle were found to be sustainable production systems that can be adopted by ranchers in the southwestern United States to adapt to the changing climate.more » « less

Private landowners in the southern Willamette Valley of Oregon, USA were surveyed. The survey queried probabilities of implementing specific fuels reduction projects in extensive areas of specific forest types on their property. The projects were described in relation to the beginning and target forest types, the actions required, costs, and long-term maintenance. Forest types were first rated for scenic beauty and informed levels of wildfire risk reduction, scarce habitat production, and associated property rights risks. Propensities to perform each fuels reduction project were then obtained. These were adversely affected by disbelief in heightened wildfire risks or climate change, higher project costs, feelings of hopeless vulnerability to wildfire, and low aesthetic affections for target forests. Propensities were enhanced by aesthetic affection for target forests, belief in the efficaciousness of fuels reduction, previous experience with wildfire evacuation, and higher incomes. All landowners favored thinning of young conifer forests, but some were averse to thinning of mature conifer forests. Anthropocentric landowners, mainly farmers, foresters, and some small holders, tended to favor conventional thinnings toward commercially valuable conifer forests and avoided long-term habitat maintenance. Nature-centric landowners, mainly some rural residents and wealthy estate owners, leaned more toward long term habitat goals and oak forests.more » « less
