Title: The cultural economy of human waste reuse: perspectives from peri-urban Karnataka, India
Abstract Safely managed waste reuse may be a sustainable way to protect human health and livelihoods in agrarian-based countries without adequate sewerage. The safe recovery and reuse of fecal sludge-derived fertilizer (FSF) has become an important policy discussion in low-income economies as a way to manage urban sanitation to benefit peri-urban agriculture. But what drives the user acceptance of composted fecal sludge? We develop a preference-ranking model to understand the attributes of FSF that contribute to its acceptance in Karnataka, India. We use this traditionally economic modeling method to uncover cultural practices and power disparities underlying the waste economy. We model farmowners and farmworkers separately, as the choice to use FSF as an employer versus as an employee is fundamentally different. We find that farmers who are willing to use FSF prefer to conceal its origins from their workers and from their own caste group. This is particularly the case for caste-adhering, vegetarian farmowners. We find that workers are open to using FSF if its attributes resemble cow manure, which they are comfortable handling. The waste economy in rural India remains shaped by caste hierarchies and practices, but these remain unacknowledged in policies promoting sustainable ‘business’ models for safe reuse. Current efforts under consideration toward formalizing the reuse sector should explicitly acknowledge caste practices in the waste economy, or they may perpetuate the size and scope of the caste-based informal sector.  more » « less

  1. Abstract India's flagship program on sanitation and hygiene – the Swachh Bharat Mission – aims to eliminate open defecation and to manage urban waste for a ‘Clean India’. The emptying of toilet pits and the transport of waste are as critical as more toilets are for sustainable sanitation. In unsewered cities of the global South, these services are mainly provided by privately run cleaning trucks. We find that the physical and social mechanisms through which these services are organized are virtually invisible in national fecal sludge and waste management policies. Based on a rich ethnography of cleaning trucks in Bangalore, India, we show that trucking operations dispose of sludge in ways that harm both public health and the environment, and that the caste composition of sanitation work helps to keep it invisible from officials and the public. We draw on the concept of the social role of disgust to explain the seen-and-unseen nature of these trucks. ‘Seeing’ sludge management as it is practiced is essential for understanding how the sanitary city is being produced and for the success of future sanitation reforms.   2. Sorting waste at-source (or household recycling) helps optimize the efficiency of waste management systems and safeguard the health of waste handlers. Recently, segregation of waste has become an urgent policy imperative that has been written into national waste management policies in India. While urban Indian households have had a long-standing tradition of segregating and selling high-value recyclables to actors in the informal sector, in contemporary policy discourse, women are constructed as recalcitrant urban subjects who need to be disciplined in accordance with the new mandates of waste segregation. This paper locates these processes of subject formation within the changing political economy of waste. Waste sorting is a labor-intensive process, and certain waste management technologies require presorted materials. In addition, presorted recyclables also offer up a source of revenue for waste management service providers. Beyond seeing the need for source segregation simply in abstract environmental and public health interests, this paper argues for contextualizing this imperative within the ongoing processes of privatization and mechanization of waste management systems. These processes dispossess informal waste collectors from their means of subsistence while relying on the unpaid labor of certain women, thus reproducing gender, class, and caste relations.

  3. Purpose Rapid economic growth and urbanization in India have increased demand for municipal services. In response, privatization has emerged as a policy solution to a growing deficit in urban infrastructure and service provision. But, privatization assumes prior state ownership of those services. Certain waste management services, specifically doorstep waste collection, have never been truly public in the sense that private informal actors have historically provided them. The purpose of this paper is to examine the tensions and contradictions between two related policy imperatives – universal service provision and privatization – that appear to be guiding the municipalization of solid waste collection services in urban India. Design/methodology/approach Research for this paper relies on detailed analysis of key government documents (reports of various committees, regulations and laws) that have been important in defining municipal responsibilities for waste management in India from 1990 to 2016. In addition, where appropriate, research materials from the author’s doctoral dissertation fieldwork in Delhi from October 2012 to December 2013 have also been used. Findings An analysis of key policy documents revealed that the government’s efforts to document deficits in service provision ignored, and thus rendered invisible, the work of the informal sector. While a consensus on the need for universal waste collection service had emerged as early as the late 1990s, it was not until 2016 that municipal responsibility for service provision was codified into law. The rules issued in 2016 municipalized this responsibility while simultaneously opening up spaces for the inclusion of the informal sector in waste collection service provision. Originality/value This paper fills a gap in the existing literature on how policy interventions have brought the space of the doorstep into the ambit of the state such that it allows for the opening up of those spaces for the entry of private capital. Under the guise of universal service provision, the shift to municipalization and outsourcing to private corporations is not in fact privatization – service provision is already private – but involves the dispossession of informal workers and the transfer of their resource to the formal, corporate sector.

    Electronic waste (e-waste) is a rapidly developing environmental problem particularly for the most developed countries. There are technological solutions for processing it, but these are costly, and the cheaper option for most developed countries has been to export most of the waste to less developed countries. There are various laws and policies for regulating the processing of e-waste at different governance scales such as the international Basel Convention, the regional Bamoko Convention, and various national laws. However, many of the regulations are not fully implemented and there is substantial financial pressure to maintain the jobs created for processing e-waste. Mexico, Brazil, Ghana Nigeria, India, and China have been selected for a more detailed study of the transboundary movements of e-waste. This includes a systematic review of existing literature, the application of the Driver, Pressure, State, Impact, Response (DPSIR) framework for analysing complex problems associated with social ecological systems, and the application of the Life Cycle Assessment (LCA) for evaluating the environmental impact of electronic devices from their manufacture through to their final disposal. Japan, Italy, Switzerland, and Norway have been selected for the LCA to show how e-waste is diverted to developing countries, as there is not sufficient data available for the assessment from the selected developing countries. GOOD, BAD and UGLY outcomes have been identified from this study: the GOOD is the creation of jobs and the use of e-waste as a source of raw materials; the BAD is the exacerbation of the already poor environmental conditions in developing countries; the UGLY is the negative impact on the health of workers processing e-waste due to a wide range of toxic components in this waste. There are a number of management options that are available to reduce the impact of the BAD and the UGLY, such as adopting the concept of a circular economy, urban mining, reducing loopholes and improving existing policies and regulations, as well as reducing the disparity in income between the top and bottom of the management hierarchy for e-waste disposal. The overarching message is a request for developed countries to help developing countries in the fight against e-waste, rather than exporting their environmental problems to these poorer regions.

    Sustainable transition to low carbon and zero waste economy requires a macroscopic evaluation of opportunities and impact of adopting emerging technologies in a region. However, a full assessment of current physical flows and wastes is a tedious task, thus leading to lack of comprehensive assessment before scale up and adoption of emerging technologies. Utilizing the mechanistic models developed for engineering and biological systems with macroeconomic framework of Input-Output models, we propose a novel integrated approach to fully map the physical economy, that automates the process of mapping industrial flows and wastes in a region. The approach is demonstrated by mapping the agro-based physical economy of the state of Illinois, USA by using mechanistic models for 10 sectors, which have high impact on waste generation. Each model mechanistically simulates the material transformation processes in the economic sector and provides the material flow information for mapping. The model for physical economy developed in the form of a Physical Input-Output Table (PIOT) captures the interindustry physical interactions in the region and waste flows, thus providing insights into the opportunities to implement circular economy strategies i.e., adoption of recycling technologies at large scale. In Illinois, adoption of technologies for industrial waste-water & hog manure recycling will have the highest impact by reducing > 62 % of hog industry waste, > 99 % of soybean hull waste, and > 96 % of dry corn milling (corn ethanol production) waste reduction. Small % reduction in fertilizer manufacturing waste was also observed. The physical economy model revealed that Urea sector had the highest material use of 5.52E+08 tons and green bean farming with lowest material use of 1.30E+05 tons for the year modeled (2018). The mechanistic modeling also allowed to capture elemental flows across the physical economy with Urea sector using 8.25E+07 tons of carbon per operation-year (highest) and bean farming using 3.90E+04 tons of elemental carbon per operation-year (least). The approach proposed here establishes a connection between engineering and physical economy modeling community for standardizing the mapping of physical economy that can provide insights for successfully transitioning to a low carbon and zero waste circular economy.
