Title: Big Brother Goes to School: Best Practices for Campus Surveillance Technologies During the COVID-19 Pandemic
Few sectors are more affected by COVID-19 than higher education. There is growing recognition that reopening the densely populated communities of higher education will require surveillance technologies, but many of these technologies pose threats to the privacy of the very students, faculty, and staff they are meant to protect. The authors have a history of working with our institution’s governing bodies to provide ethical guidance on the use of technologies, especially including those with significant implications for privacy. Here, we draw on that experience to provide guidelines for using surveillance technologies to reopen college campuses safely and responsibly, even under the specter of covid. We aim to generalize our recommendations, so they are sensitive to the practical realities and constraints that universities face.  more » « less

  1. Abstract Student-organized activism and obfuscation respond to intrusive surveillance in digital assessment within higher education. This article explores privacy surveillance disconnects and the emergence of protests against antinormative practices. Employing qualitative and quantitative methods, including content analysis of subreddits focused on higher education, student privacy, and specific university campus communities, the study considers multiple stakeholders’ perspectives. The findings illustrate the creative avenues students have adopted to counter online assessment tools. Emphasizing the significance of privacy and autonomy in higher education, this work sheds light on the challenges faced by students and provides insights into their strategies for addressing privacy concerns.

    Abstract The future of work increasingly focuses on the collection and analysis of worker data to monitor communication, ensure productivity, reduce security threats, and assist in decision-making. The COVID-19 pandemic increased employer reliance on these technologies; however, the blurring of home and work boundaries meant these monitoring tools might also surveil private spaces. To explore workers’ attitudes toward increased monitoring practices, we present findings from a factorial vignette survey of 645 U.S. adults who worked from home during the early months of the pandemic. Using the theory of privacy as contextual integrity to guide the survey design and analysis, we unpack the types of workplace surveillance practices that violate privacy norms and consider attitudinal differences between male and female workers. Our findings highlight that the acceptability of workplace surveillance practices is highly contextual, and that reductions in privacy and autonomy at work may further exacerbate power imbalances, especially for vulnerable employees.

  3. We use a design workbook of speculative scenarios as a values elicitation activity with 14 participants. The workbook depicts use case scenarios with smart home camera technologies that involve surveillance and uneven power relations. The scenarios were initially designed by the researchers to explore scenarios of privacy and surveillance within three social relationships involving “primary” and “non-primary” users: Parents-Children, Landlords-Tenants, and Residents-Domestic Workers. When the scenarios were utilized as part of a values elicitation activity with participants, we found that they reflected on a broader set of interconnected social values beyond privacy and surveillance, including autonomy and agency, physical safety, property rights, trust and accountability, and fairness. The paper suggests that future research about ethical issues in smart homes should conceptualize privacy as interconnected with a broader set of social values (which can align or be in tension with privacy), and reflects on considerations for doing research with non-primary users.

  4. The global COVID-19 pandemic has exacerbated infrastructural, societal, and resource inequalities along racial and socioeconomic lines. Many countries have struggled to provide adequate COVID testing and healthcare. Denmark has been exceptional in its investment in a hyper-efficient and ever-present infrastructure, with testing tents distributed across the country. In this article we ask: What is the impact of this infrastructure in terms of the (urban) culture that is built around testing? And what does that mean in terms of data management and mass surveillance? As a public good, the COVID-19 testing infrastructure has costs and benefits, but these are not always clear. They concern future urban life and data management, and our ability to draw a boundary around ourselves—that is, biopolitics. At the time of writing, with the Omicron variant on the rise, we are hovering on the threshold between new restrictions and a post-COVID urban reality. Now is the time to take stock of the COVID infrastructure's spatial, temporal, and political dimensions, and of what they mean for urban decision-making, governance, justice, and democracy. To do so, and following philosopher and legal scholar Martha Nussbaum, we suggest the deployment of a narrative approach for the education of democratic citizenship and, indeed, for justice.

With the decreasing cost of consumer display technologies making it easier for universities to have larger displays in classrooms, and the ubiquitous use of online tools such as collaborative whiteboards for remote learning during the COVID-19 pandemic, combining the two can be useful in higher education. This is especially true in visually intensive classes, such as data visualization courses, that can benefit from additional "space to teach," coined after the "space to think" sense-making idiom. In this paper, we reflect on our approach to using SAGE3, a collaborative whiteboard with advanced features, in higher education to teach visually intensive classes, provide examples of activities from our own visually-intensive courses, and present student feedback. We gather our observations into usage patterns for using content-rich canvases in education.
