Title: Socio-aware Public Safety Framework Design: A Contract Theory based Approach
Given the substantial penetration of social networks in citizens' everyday life activities, the success of a public safety system depends on the citizens' incentivization by the Emergency Control Center (ECC), and their effective effort contribution in the overall disaster management operation. In this paper, we introduce a formal method based on the principles of Contract Theory, to identify the optimal rewards to the citizens from the ECC's perspective, and the optimal invested effort from the citizens' side, referred to as contract pairs. The identification of these contract pairs (i.e., rewards and respective efforts) between the ECC and each citizen, depend on each citizen's social and communication characteristics that are used to define their specific type and profile, while they are properly reflected in the corresponding designed utility functions to be optimized. The problem under consideration is treated for both cases of complete (ideal) and incomplete (realistic) information availability, with respect to the level of knowledge of the ECC about the exact type of each citizen. The overall framework was evaluated via modeling and simulation, in terms of its efficiency and effectiveness, by studying multiple operation approaches and scenarios.  more » « less

  1. Abstract

    We consider the problem of a leader who can assign rewards for citizens for different anti-regime actions. Citizens face a coordination problem in which each citizen has a private, endogenous degree of optimism about the likelihood of regime change. Because more optimistic citizens are easier to motivate, the choice of optimal rewards entails optimal screening. This leads to a distribution of anti-regime actions. A key result is the emergence of a vanguard, consisting of citizens who engage in the endogenous, maximum level of action. Other citizens participate at varying degrees, with less optimistic citizens contributing less. We explore how the regime’s strength or the maximum reward available to the leader influences the distribution of actions. Moreover, we show that more heterogeneity (e.g., higher inequality) among potential revolutionaries reduces the likelihood of regime change. Our methodological contribution is that we deliver a sharp and novel marriage of screening and global games.

Modern smart grid systems exploit a two-way interaction paradigm between the utility and the electricity user and promote the role of prosumer, as a new user type, able to generate and sell energy, or consume energy. Within such a setting, the prosumers and their interactions with the microgrid system become of high significance for its efficient operation. In this article, to model the corresponding interactions, we introduce a labor economics-based framework by exploiting the principles of contract theory, that jointly achieves the satisfaction of the various interacting system entities, i.e., the microgrid operator (MGO) and the prosumers. The MGO offers personalized rewards to the sellers and buyers, to incentivize them to sell and purchase energy, respectively. To provide a stable and efficient operation point, while aiming at jointly satisfying the profit and requirements of the involved competing parties, optimal personalized contracts, i.e., rewards and amount of sold/purchased energy, are determined, by formulating and solving contract-theoretic optimization problems between the MGO and the sellers or buyers. The analysis is provided for both cases of complete and incomplete information availability regarding the prosumers’ types. Detailed numerical results are presented to demonstrate the operation characteristics of the proposed framework under diverse scenarios.

    Recent technological advances in the use of Unmanned Aerial Vehicles (UAVs) and Wireless Powered Communications (WPC) have enabled the energy efficient operation of the Public Safety Networks (PSN) during disaster scenarios. In this paper, an energy efficient information flow and energy harvesting framework capturing users' risk-aware characteristics is introduced based on the principles of Contract Theory. To better support the operational effectiveness of the proposed framework, users are clustered in rescue groups following a socio-physical-aware group formation mechanism, while rescue leaders for each group are selected. A reinforcement learning approach is applied to enable the optimal matching between the UAVs and the rescue leaders in a distributed and efficient manner. The proposed contract-theoretic framework models the UAVs-victims relation based on a labor market setting via offering rewards to the users (incentives) in order to compensate them for their invested labor (reporting information). Detailed numerical results demonstrate the benefits and superiority of the proposed framework under different settings.

    Purpose The purpose of this paper is to understand citizens' perceptions of smartphone-based city management apps and to identify facilitators and barriers that influence app adoption and use. An aim is to identify how current technology adoption theories might be expanded and enriched for studying citizen adoption of city apps in the US. Design/methodology/approach This paper presents a qualitative exploratory case study of citizen perceptions of city management apps in Tallahassee, a top-ranked digital city in the southeastern United States. The authors derive empirical data from focus group discussions with citizens using thematic analysis. Findings Overall, the findings suggest that city management apps are primarily perceived and used by citizens as handy and efficient tools for the provision of information and public services. The findings suggest that current technology adoption and use models applied to citizen adoption of m-government may benefit by being expanded for the US context. Originality/value This paper highlights what factors of m-government technology are effective, useful or inhibiting in citizens' lives from the perspective of a group of citizens in the southeastern US. Implications that might be learned for researchers and practitioners are discussed.

  5. Widespread disasters can overload official agencies’ capacity to provide assistance, and often citizen-led groups emerge to assist with disaster response. As social media platforms have expanded, emergent rescue groups have many ways to harness network and mobile tools to coordinate actions and help fellow citizens. This study used semi-structured interviews and photo elicitation techniques to better understand how wide-scale rescues occurred during the 2017 Hurricane Harvey flooding in the Greater Houston, Texas USA area. We found that citizens used diverse apps and social media-related platforms during these rescues and that they played one of three roles: rescuer, dispatcher, or information compiler. The key social media coordination challenges these rescuers faced were incomplete feedback loops, unclear prioritization, and communication overload. This work-in-progress paper contributes to the field of crisis and disaster response research by sharing the nuances in how citizens use social media to respond to calls for help from flooding victims.
