Title: Uncovering the Promises and Challenges of Social Media Use in the Low-Wage Labor Market: Insights from Employers
Social media has become an effective recruitment tool for higher-waged and white-collar professionals. Yet, past studies have questioned its effectiveness for the recruitment of lower-waged workers. It is also unclear whether or how employers leverage social media in their recruitment of low-wage job seekers, and how social media could better support the needs of both stakeholders. Therefore, we conducted 15 semi-structured interviews with employers of low-wage workers in the U.S. We found that employers: use social media, primarily Facebook, to access large pools of active low-wage job seekers; and recognize indirect signals about low-wage job seekers’ commitment and job readiness. Our work suggests that there remains a visible, yet unaddressed power imbalance between low-wage workers and employers in the use of social media, which risks further destabilizing the precarious labor market.  more » « less

  1. Rapid changes in technology are expected to limit the availability of decent work for millions of people worldwide. This particularly disadvantages socially and economically marginalized job seekers who are already being pushed into lower-wage precarious work with increasing levels of job insecurity. While the number of employment support tools that match job seekers to employers has been growing, marginalized job seekers still significantly rely on physical employment centers that have a track record of supporting the specific needs associated with marginalization and economic constraints. We drew from prior HCI and CSCW literature uncovering the employment and technology-related challenges that marginalized job seekers face and from the Psychology of Working Theory to frame our research questions and results. To complement this prior work, we investigated how employment center staff work with marginalized job seekers and moderate factors to securing decent work. We found in an interview of 21 employment center staff--career advisors and business services coordinators--that they performed significant work to prepare and encourage marginalized job seekers in applying to positions, while also training employers to be more inclusive and open-minded. Career advisors worked directly with job seekers to connect them with external resources, provide encouragement, strategize long-term goals, and mitigate feelings of stigma. Business services coordinators worked directly with employers to prepare job positions and employee support programs. Drawing from the expertise of employment centers, we contribute a framework for designing employment support tools that better serve the needs of marginalized job seekers, and outline tangible design implications that complement the support these organizations provide.

  2. Online professional networking platforms are widely used and may help workers to search for and obtain jobs. We run the first randomized evaluation of training work seekers to join and use one of the largest platforms, LinkedIn. Training increases the end-of-program employment rate by 10 percent (7 percentage points), and this effect persists for at least 12 months. The available employment, platform use, and job search data suggest that employment effects are explained by work seekers using the platform to acquire information about prospective employers and perhaps by work seekers accessing referrals and conveying information to prospective employers on the platform. Background When transitioning from high school, autistic job seekers often navigate three different pathways to employment: University, Job Coaching, and Self-Directed (defined as those job seekers who independently complete the job search process, without formal support). Assistive technology may aid job seekers throughout the job seeking process. The aim of this study is to learn more about the challenges and assistive technology that autistic job seekers encounter while navigating these three different employment pathways. Methods Qualitative semi-structured interviews were conducted with fifteen stakeholders in the United States, autistic job seekers and support personnel, within each pathway of the hiring process to gather information regarding the challenges autistic job seekers encounter, and the assistive technology they use to address those challenges. Results From a thematic analysis of these interviews, we found that autistic job seekers along each pathway commonly move through the following, phases of the hiring process or “checkpoints”: resume building, networking, job search, job application, and interviews. Autistic job seekers also face challenges within each checkpoint, such as knowing when and what to disclose; self-efficacy, anxiety, and communication challenges; and a lack of communication from potential employers. We also learned that some self-directed autistic job seekers, when compared to those in the University and Job Coaching pathways, may not be using assistive technologies available in the job search process. From our interviews, we also learned the types of assistive technology that autistic job seekers and assistants use in the job seeking process which can be classified as organizational tools, connectivity tools, and visual media tools. Conclusion and implications Our findings revealed a necessity to connect self-directed autistic job seekers to assistive technology available. Based on these results, we present suggestions for future research and design suggestions for developing assistive technology for autistic job seekers. What this paper adds? We define three career pathways for autistic job seekers: University, Job Coaching and Self Directed. To learn more about the hiring process for autistic job seekers and the assistive technology used within each pathway, we conducted a need-finding study. As a contribution of this study, we discovered challenges along each checkpoint in the hiring process, as well as various forms of assistive technology used to support autistic job seekers when encountering those challenges. For our second contribution, we use the information from these interviews to provide suggestions for the design of future assistive technology within the hiring process, potentially supporting the self-efficacy of autistic job seekers, during this process.

    Today’s employment applications enable job seekers to improve their skill sets and build social networks with potential employers and colleagues. However, many of these tools cater to higher-educated and relatively affluent job seekers. Research suggests that underrepresented job seekers face challenges associated with articulating their skill sets and understanding those skills’ transferability across jobs and might prefer employment tools to address these types of challenges over others. Because such articulation is vital in today’s job market, we designed, developed, and evaluated SkillsIdentifier, a tool to assist job seekers in identifying their current skill set. We evaluated the tool with 20 U.S. job seekers and found that it helped to enhance their career identity and self-efficacy. We contribute the empirical results of our evaluation and design implications for supporting these constructs among underrepresented job seekers.

  5. This paper describes a process that integrates behavioral and decision science methods to design and evaluate interventions to disrupt illicit behaviors. We developed this process by extending a framework used to study systems with uncertain outcomes, where only partial information is observable, and wherein there are multiple participating parties with competing goals. The extended framework that we propose builds from artefactual data collection, thematic analysis, and descriptive analysis, toward predictive modeling and agent-based modeling. We use agent-based modeling to characterize and predict interactions between system participants for the purpose of improving our understanding of interventional targets in a virtual environment before piloting them in the field. We apply our extended framework to an exploratory case study that examines the potential of worker centers as a venue for deploying interventions to address labor exploitation and human trafficking. This case study focuses on reducing wage theft, the most prevalent form of exploitation experienced by day laborers and applies the first three steps of the extended framework. Specifically, the case study makes a preliminary assessment of two types of social interventions designed to disrupt exploitative processes and improve the experiences of day laborers, namely: (1) advocates training day laborers about their workers’ rights and options that they have for addressing wage theft and (2) media campaigns designed to disseminate similar educational messages about workers’ rights and options to address wage theft through broadcast channels. Applying the extended framework to this case study of day laborers at a worker center demonstrates how digital technology could be used to monitor, evaluate, and support collaborations between worker center staff and day laborers. Ideally, these collaborations could be improved to mitigate the risks and costs of wage theft, build trust between worker center stakeholders, and address communication challenges between day laborers and employers, in the context of temporary work. Based on the application of the extended framework to this case study of worker center day laborers, we discuss how next steps in the research framework should prioritize understanding how and why employers make decisions to participate in wage theft and the potential for restorative justice and equity matching as a relationship model for employers and laborers in a well-being economy.
