Title: Two Decades of Community-Based Marine Conservation Provide the Foundations for Future Action
As a member of the “High Level Panel for a Sustainable Ocean Economy”, Mexico has committed to expand community-based marine conservation. We draw from more than two decades of experience to outline how existing resources may be leveraged to help inform the country’s ambitious conservation plans. A total of 514.12 km 2 have already been protected under community-based marine reserves. 14 years of ecological survey data, more than 130 community surveyors, more than one hundred publications, and an entire digital infrastructure provide a solid platform on which to continue building the community-based marine conservation movement. Parallel and complimentary efforts have advanced regulation, action, data access and transparency, and coordination.   1. The costs and benefits of customary top-down Marine Protected Areas (MPAs) have been studied at length. But the costs and benefits of community-based MPAs –an increasingly common tool in conservation and fisheries management– remain understudied. Here, we quantify the operational costs of maintaining community-based MPA monitoring programs in nine small-scale fishing communities in Mexico. We then compare these costs to the potential extractive use value of invertebrate and fish biomass contained in the reserves. We find that the annual monitoring costs (median: 1,130 MXN/ha; range: 23-3,561 MXN/ha) represent between 0.3% and 55% of the extractive use value of the biomass contained in the reserves (median: 21.31 thousand MXN/ha; 5.22 - 49/12 thousand MXN/ha). These results suggest that the direct monetary benefits of community-based marine conservation can outweigh the costs of monitoring programs, providing further support for these types of management schemes. While further research should explore other mechanisms that would allow fishers to leverage the non-extractive use value of reserves (e.g., tourism) or the non-use value (i.e.existence value of biodiversity) to sustainably finance their conservation efforts, a stop-gap measure to ensuring long-term monitoring costs are covered might include limited extractive use of resources contained in the reserves.

  2. Due to the remarkable ecological value of the Ross Sea, the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) adopted a large-scale Ross Sea region marine protected area (RSRMPA) in 2016. Since then, many CCAMLR Members have conducted research and monitoring in the region. In 2021, the U.S. Ross Sea science community convened a workshop to collate, synthesize, and coordinate U.S. research and monitoring in the RSRMPA. Here we present workshop results, including an extensive synthesis of the peer-reviewed literature related to the region during the period 2010–early 2021. From the synthesis, several things stand out. First, the quantity and breadth of U.S. Ross Sea research compares to a National Science Foundation Long Term Ecological Research project, especially involving McMurdo Sound. These studies are foundational in assessing effectiveness of the RSRMPA. Second, climate change and fishing remain the two factors most critical to changing ecosystem structure and function in the region. Third, studies that integrate ecological processes with physical oceanographic change continue to be needed, especially in a directed and coordinated research program, in order to effectively separate climate from fishing to explain trends among designated indicator species.

    Abstract Marine Life 2030 is a programme endorsed by the United Nations Decade of Ocean Science for Sustainable Development (the Ocean Decade) to establish a globally coordinated system that delivers knowledge of ocean life to those who need it, promoting human well-being, sustainable development, and ocean conservation. It is an open network to unite existing and new programmes into a co-designed, global framework to share information on methods, standards, observations, and applications. Goals include realizing interoperable information and transforming the observation and forecasting of marine life for the benefit of all people. Co-design, sharing local capacity, and coordination between users of ocean resources across regions is fundamental to enable sustainable use and conservation. A novel, bottom-up networking structure is now engaging members of the ocean community to address local issues, with Marine Life 2030 facilitating the linkage between groups across different regions to meet the challenges of the Ocean Decade. A variety of metrics, including those proposed by the Group on Earth Observations, will be used to track the success of the co-design process.

  4. Leisure boating is becoming more popular in developed societies, stressing seagrass systems. Spatial management and marine zoning, along with education, enforcement, and appropriate signage can reduce this stress. Yet, achieving conservation goals with marine zoning depends on social and organizational factors. Coproduction models that work collaboratively with stakeholders in marine zone or protected area (MPA) planning can improve conservation outcomes. The Florida Keys National Marine Sanctuary (FKNMS; U.S.) encompasses one of the largest seagrass meadows in the world, with the mission to balance marine use with conservation of natural resources. Over the last twelve years, FKNMS has experienced exponential increases in leisure boating, which is having important consequences to the functioning of its managed coastal ecosystems. Following a decade-long planning process, in 2022 FKNMS released a revised draft management plan that uses marine zoning to increase the resilience of FKNMS natural resources by reducing local stresses on the system. In the decade leading to the release of this management plan, for-hire coastal fishers worked with scientists to coproduce comprehensive marine zoning recommendations to reduce leisure boating stresses to seagrass habitats that support important fisheries. Coproduced zoning recommendations would protect 100% and 60% more seagrass and living bottom compared to the FKNMS plan. These recommendations would create an MPA network protecting two seagrass meadows that are centers of activity for important fishery species that form spawning aggregations within a seasonal no fishing MPA. This example highlights how long-term investment in coproduction can result in more comprehensive management plans supported by stakeholders.

    Abstract Bioenergetic approaches are increasingly used to understand how marine mammal populations could be affected by a changing and disturbed aquatic environment. There remain considerable gaps in our knowledge of marine mammal bioenergetics, which hinder the application of bioenergetic studies to inform policy decisions. We conducted a priority-setting exercise to identify high-priority unanswered questions in marine mammal bioenergetics, with an emphasis on questions relevant to conservation and management. Electronic communication and a virtual workshop were used to solicit and collate potential research questions from the marine mammal bioenergetic community. From a final list of 39 questions, 11 were identified as ‘key’ questions because they received votes from at least 50% of survey participants. Key questions included those related to energy intake (prey landscapes, exposure to human activities) and expenditure (field metabolic rate, exposure to human activities, lactation, time-activity budgets), energy allocation priorities, metrics of body condition and relationships with survival and reproductive success and extrapolation of data from one species to another. Existing tools to address key questions include labelled water, animal-borne sensors, mark-resight data from long-term research programs, environmental DNA and unmanned vehicles. Further validation of existing approaches and development of new methodologies are needed to comprehensively address some key questions, particularly for cetaceans. The identification of these key questions can provide a guiding framework to set research priorities, which ultimately may yield more accurate information to inform policies and better conserve marine mammal populations.
