Abstract Using data from New York City from January 2020 to April 2020, we found an estimated 28-day lag between the onset of reduced subway use and the end of the exponential growth period of severe acute respiratory syndrome coronavirus 2 within New York City boroughs. We also conducted a cross-sectional analysis of the associations between human mobility (i.e., subway ridership) on the week of April 11, 2020, sociodemographic factors, and coronavirus disease 2019 (COVID-19) incidence as of April 26, 2020. Areas with lower median income, a greater percentage of individuals who identify as non-White and/or Hispanic/Latino, a greater percentage of essential workers, and a greater percentage of health-care essential workers had more mobility during the pandemic. When adjusted for the percentage of essential workers, these associations did not remain, suggesting essential work drives human movement in these areas. Increased mobility and all sociodemographic variables (except percentage of people older than 75 years old and percentage of health-care essential workers) were associated with a higher rate of COVID-19 cases per 100,000 people, when adjusted for testing effort. Our study demonstrates that the most socially disadvantaged not only are at an increased risk for COVID-19 infection, they lack the privilege to fully engage in social distancing interventions.

Left Behind: Yachts, Dinghies, and Perceptions of Social Inequality in COVID-19
Little is known about how portrayals of American unity (i.e. “we’re all in this together”) have been received by essential workers on the front lines of the COVID risk divide, and how the pandemic may have contributed to perceptions of class inequality among lower-income workers. In this paper, we draw upon 192 in-depth interviews with precarious and gig-based workers in New York City. We find that during the height of the first wave of the pandemic, precarious workers often expressed frustration over class-based inequalities and antagonism toward elites. Many respondents expressed significant skepticism toward messages that the pandemic has brought Americans together. Instead, workers identified two distinct, class-based realities in New York: elite Americans are able to socially-distance in “mansions,” or on “yachts,” while precarious workers struggled to weather the storm in “dinghies.” Likewise, workers felt “abandoned” by wealthy owners and managers, who fled the city to socially-distanced homes in beach communities and surrounding suburbs. Our findings suggest that low-wage, high-risk workers articulate complex conceptualizations of inequality and convey grievances toward elites during the pandemic. This study contributes to broader literature on perceived inequality, the rise of noxious work, and the social consequences of COVID-19.

null (Ed.)While social distancing measures are essential in limiting the impact of a pandemic, such measures are often less feasible for low-income groups such as precarious workers who continue to travel on public transit and are less able to practice social distancing measures. In this paper, based on in-depth remote interviews conducted from April 2020 through June 2020, with more than 130 gig and precarious workers in New York City, we find that precarious workers experience three main hurdles in regard to accessing unemployment assistance that can be broadly categorized as knowledge, sociological, and temporal/financial barriers. Drawing on worker interview responses, we have named these responses: (1) Didn’t Know, (2) Didn’t Want, and (3) Can’t Wait. These challenges have led workers to turn to gig and precarious work, further highlighting the inequities of the pandemic. As a result, for some workers, so-called “side hustles” have become their primary social safety net.more » « less

The Covid-19 pandemic has greatly impacted the labor market and given rise to the Great Resignation. Drawing on a mixed methods panel study of 199 precarious and gig-based workers, we analyze how a changing conception of free time during the Covid-19 pandemic led low-wage service workers to seek more fulfilling careers. Whereas most workers initially perceived free time in terms of opportunity costs, they later reconceived this time as enabling an investment in personal growth, moving from “spending time” making money to “investing time” in themselves. This shift in temporal experience is expressed through the adoption of a “work passion” logic and “pandemic epiphanies” that motivated respondents to seek self-affirming and potentially more lucrative work opportunities.more » « less

City governments incorporate ICTs into government services to improve citizen participation and access to those services. Too much dependence on technology, however, can lead to concerns about creating a digital divide between different groups of citizens. The potential for digital inequality is a critical issue that can be exacerbated by insufficient attention being paid to vulnerabilities across communities. Given that socio-economically vulnerable populations are the ones who need government services the most, especially during disaster events, it is critical to investigate the extent to which digital inequality is an issue for technology-based government services. With this in mind, this paper analyzes the use of different technology-enabled access options for a representative eGovernment service system, the New York City 311 service system, in the early stages of the COVID-19 pandemic. Two sets of socio-economically distinct locations in New York City are compared, using average income as a proxy for vulnerability, to draw conclusions about potential inequalities in such a system during a crisis.more » « less

The novel coronavirus disease (COVID-19) pandemic has impacted every facet of society. One of the non-pharmacological measures to contain the COVID-19 infection is social distancing. Federal, state, and local governments have placed multiple executive orders for human mobility reduction to slow down the spread of COVID-19. This paper uses geotagged tweets data to reveal the spatiotemporal human mobility patterns during this COVID-19 pandemic in New York City. With New York City open data, human mobility pattern changes were detected by different categories of land use, including residential, parks, transportation facilities, and workplaces. This study further compares human mobility patterns by land use types based on an open social media platform (Twitter) and the human mobility patterns revealed by Google Community Mobility Report cell phone location, indicating that in some applications, open-access social media data can generate similar results to private data. The results of this study can be further used for human mobility analysis and the battle against COVID-19.more » « less
