Title: Mapping Open Data and Big Data to Address Climate Resilience of Urban Informal Settlements in Sub-Saharan Africa
This perspective paper highlights the potentials, limitations, and combinations of openly available Earth observation (EO) data and big data in the context of environmental research in urban areas. The aim is to build the resilience of informal settlements to climate change impacts. In particular, it highlights the types, categories, spatial and temporal scales of publicly available big data. The benefits of publicly available big data become clear when looking at issues such as the development and quality of life in informal settlements within and around major African cities. Sub-Saharan African (SSA) cities are among the fastest growing urban areas in the world. However, they lack spatial information to guide urban planning towards climate-adapted cities and fair living conditions for disadvantaged residents who mostly reside in informal settlements. Therefore, this study collected key information on freely available data such as data on land cover, land use, and environmental hazards and pressures, demographic and socio-economic indicators for urban areas. They serve as a vital resource for success of many other related local studies, such as the transdisciplinary research project “DREAMS—Developing REsilient African cities and their urban environMent facing the provision of essential urban SDGs”. In the era of exponential growth of big data analytics, especially geospatial data, their utility in SSA is hampered by the disparate nature of these datasets due to the lack of a comprehensive overview of where and how to access them. This paper aims to provide transparency in this regard as well as a resource to access such datasets. Although the limitations of such big data are also discussed, their usefulness in assessing environmental hazards and human exposure, especially to climate change impacts, are emphasised.  more » « less

    While researchers of social-ecological systems acknowledge existence of formal and informal institutions affecting social-ecological governance, the role of informal sector in the land use change remains understudied. Moreover, existing studies of informal land use are focused mostly on urban areas, such as informal settlements. We argue that the remote regions would be another important area for inquiries. Informal, e.g. unobserved by official records, land use changes there are related to high-speed dynamics of resource extraction projects and location mostly in the regions of traditional land use practices of indigenous people. In particular, we focus on informal roads, which in the Arctic and Subarctic remote regions often remain understudied due to their small size, chaotic, temporal or even seasonal nature, private ownership or traditional subsistence functions. Despite their absence on official maps, they have significant social, economic and environmental impact on local, predominantly indigenous, communities. The study area: the north of Irkutsk region and Republic of Buryatia that the last decades has undergone rapid changes of traditional way of life of "old settlers", native Buryats and Evenks, collapse of the Soviet economy, development of oil and gas extractive industries and infrastructure, environmental regulations to protect the Lake Baikal and tourism development. The data was obtained in 2016-2018 at the municipal and local levels using interviews, observations, statistics and cartographic tools. As a result, we identified formal and informal elements of transportation infrastructure with common set of characteristics (e.g. time of development; purpose; present conditions; changes in location; use) and distinguished the specifics of their maintenance requirements, the forms of ownership, seasonality and local traditions. The future plans to use remotely-sensed data, coordinated visual mapping sessions, and field studies for understanding land use changes due to development of informal road networks will be discussed in the presentation.

  2. The rapidly intensifying effects of climate change on urban settlements demand that cities move to the forefront of resilience planning. Climate extremes, from heatwaves to flooding, are increasingly testing the adaptability limits of urban systems and the vulnerability of their populations. Recognizing the unique position of cities, the IPCC’s seventh assessment cycle has prioritized urban areas in its upcoming Special Report on Climate Change and Cities. The IPCC report underscores the potential of cities to act as agents of climate adaptation and provides a framework for cities to build climate-resilient systems. Cities are positioned to pioneer practical, integrative solutions that blend climate sciences with urban planning, establishing frameworks that align economic growth, health equity, environmental sustainability, social justice, and effective governance. This opinion piece explores how cities, by positioning themselves as hubs for innovation, policy reform, and community collaboration, can transform climate vulnerabilities into opportunities for community resilience and sustainability, especially by becoming more-than-human cities, setting examples on the global stage.

Solutions to waste management in informal settlements in South Africa South Africa has retained some of the unjust laws following the Apartheid system, but rapid urbanisation has resulted in burgeoning informal settlements, often situated on the periphery of major cities and towns, where clean water is often inaccessible and waste management is limited. Clean water is the main catalyst for the projects conducted by the Waste FEW ULL team, Kevin Winter, Adina Paytan, Sue Charlesworth, and Jana Fried. The motivation for developing the ULL arose out of concern about the contaminated water and its impact on human health and the environment. Rising demand for land and houses has made people struggle to overcome existing income and wealth disparities, with high levels of unemployment and poverty remaining, leaving many only able to live in so-called informal settlements. The concept of Urban Living Labs (ULLs) has advanced from centres that were largely seen as test beds of innovation to become sites of learning and places where stakeholders can co-create solutions to address critical issues and challenges.

  4. Managing and adapting to climate change in urban areas will become increasingly important as urban populations grow, especially because unique features of cities amplify climate change impacts. High impervious cover exacerbates impacts of climate warming through urban heat island effects and of heavy rainfall by magnifying runoff and flooding. Concentration of human settlements along rivers and coastal zones increases exposure of people and infrastructure to climate change hazards, often disproportionately affecting those who are least prepared. Nature-based strategies (NBS), which use living organisms, soils and sediments, and/or landscape features to reduce climate change hazards, hold promise as being more flexible, multi-functional and adaptable to an uncertain and non-stationary climate future than traditional approaches. Nevertheless, future research should address the effectiveness of NBS for reducing climate change impacts and whether they can be implemented at scales appropriate to climate change hazards and impacts. Further, there is a need for accurate and comprehensive cost–benefit analyses that consider disservices and co-benefits, relative to grey alternatives, and how costs and benefits are distributed across different communities. NBS are most likely to be effective and fair when they match the scale of the challenge, are implemented with input from diverse voices and are appropriate to specific social, cultural, ecological and technological contexts. Abstract The Biorepository and Integrative Genomics (BIG) Initiative in Tennessee has developed a pioneering resource to address gaps in genomic research by linking genomic, phenotypic, and environmental data from a diverse Mid-South population, including underrepresented groups. We analyzed 13,152 exomes from BIG and found significant genetic diversity, with 50% of participants inferred to have non-European or several types of admixed ancestry. Ancestry within the BIG cohort is stratified, with distinct geographic and demographic patterns, as African ancestry is more common in urban areas, while European ancestry is more common in suburban regions. We observe ancestry-specific rates of novel genetic variants, which are enriched for functional or clinical relevance. Disease prevalence analysis linked ancestry and environmental factors, showing higher odds ratios for asthma and obesity in minority groups, particularly in the urban area. Finally, we observe discrepancies between self-reported race and genetic ancestry, with related individuals self-identifying in differing racial categories. These findings underscore the limitations of race as a biomedical variable. BIG has proven to be an effective model for community-centered precision medicine. We integrated genomics education, and fostered great trust among the contributing communities. Future goals include cohort expansion, and enhanced genomic analysis, to ensure equitable healthcare outcomes.
