Many of the datasets that could contribute to solutions for current public problems are proprietary and reside outside of government agencies. Accelerating data sharing and collaboration between those who hold valuable data and those able to deliver solutions is key to generating public value from private data. There is still a limited body of literature, however, that addresses data sharing and collaboration between private and public organizations. Using a case study of food traceability from local farms to institutions, this paper contributes to this emerging field by identifying challenges and incentives in data sharing among different types of organizations. In particular, our goal is to study how small farms and institutional buyers can be incentivized to share their data in a way that contributes to food safety, public health, and other societal goals. Our findings demonstrate that initiatives which can show the benefits of having a whole-chain food traceability system, have clear policies and regulations, and opportunities for participation in training activities are key incentives.

Applying a Commercial Determinants of Health Lens to Understand, Expose and Counter Industry Co-option, Appeasement and Partnership Comment on "‘Part of the Solution’: Food Corporation Strategies for Regulatory Capture and Legitimacy"
Lacy-Nichols and Williams’ examination of the food industry illustrates how it altered its approach from mostly oppositional to regulation to one of appeasement and co-option. This reflection builds upon this by using a commercial determinants of health (CDoH) lens to understand, expose and counter industry co-option, appeasement and partnership strategies that impact public health. Lessons learned from tobacco reveal how tobacco companies maintained public credibility by recruiting scientists to produce industry biased data, co-opting public health groups, gaining access to policy elites and sitting on important government regulatory bodies. Potential counter solutions to food industry appeasement and co-option include (i) understanding corporate actions of health harming industries, (ii) applying mechanisms to minimize industry engagement, (iii) dissecting industry relationship building, and (iv) exposing the negative effects of public private partnerships (PPPs). Such counter-solutions might help to neutralise harmful industry practices, products and policies which currently threaten to undermine healthy food policies.

In the late 20th century, fetal protection policies barred women from hundreds of thousands of industrial jobs on the pretext that if women became pregnant, their fetuses might be harmed by workplace exposure to toxic chemicals. Beginning in the 1970s, these policies set off a decades-long contest between the chemical industry, government agencies, and the judicial system over how to balance the uncertain reproductive health risks against sex discrimination. This article revives the subject of reproductive health and workplace protections through a historical case study of fetal protection policies at Firestone Plastics, a leader in the postwar vinyl chloride industry. I use formerly secret industry documents to argue that Firestone used scientific uncertainty and gender essentialism to skirt new regulatory pressures and minimize corporate liability. Ultimately, fetal protection policies stymied innovative regulatory efforts to protect all workers—not just women—from reproductive hazards in the workplace. COVID-19 resulted in health and logistical challenges for many sectors of the American economy, including the trucking industry. This study examined how the pandemic impacted the trucking industry, focused on the pandemic’s impacts on company operations, health, and stress of trucking industry employees. Data were collected from three sources: surveys, focus groups, and social media posts. Individuals at multiple organizational levels of trucking companies (i.e., supervisors, upper-level management, and drivers) completed an online survey and participated in online focus groups. Data from focus groups were coded using a thematic analysis approach. Publicly available social media posts from Twitter were analyzed using a sentiment analysis framework to assess changes in public sentiment about the trucking industry pre- and during-COVID-19. Two themes emerged from the focus groups: (1) trucking company business strategies and adaptations and (2) truck driver experiences and workplace safety. Participants reported supply chain disruptions and new consumer buying trends as having larger industry-wide impacts. Company adaptability emerged due to freight variability, leading organizations to pivot business models and create solutions to reduce operational costs. Companies responded to COVID-19 by accommodating employees’ concerns and implementing safety measures. Truck drivers noted an increase in positive public perception of truck drivers, but job quality factors worsened due to closed amenities and decreased social interaction. Social media sentiment analysis also illustrated an increase in positive public sentiment towards the trucking industry during COVID-19. The pandemic resulted in multi-level economic, health, and social impacts on the trucking industry, which included economic impacts on companies and economic, social and health impacts on employees within the industry levels. Further research can expand on this study to provide an understanding of the long-term impacts of the pandemic on the trucking industry companies within the industry and segments of the trucking industry workforce.more » « less

Risk perception and risk averting behaviors of public agencies in the emergence and spread of COVID-19 can be retrieved through online social media (Twitter), and such interactions can be echoed in other information outlets. This study collected time-sensitive online social media data and analyzed patterns of health risk communication of public health and emergency agencies in the emergence and spread of novel coronavirus using data-driven methods. The major focus is toward understanding how policy-making agencies communicate risk and response information through social media during a pandemic and influence community response—ie, timing of lockdown, timing of reopening, etc.—and disease outbreak indicators—ie, number of confirmed cases and number of deaths. Twitter data of six major public organizations (1,000-4,500 tweets per organization) are collected from February 21, 2020 to June 6, 2020. Several machine learning algorithms, including dynamic topic model and sentiment analysis, are applied over time to identify the topic dynamics over the specific timeline of the pandemic. Organizations emphasized on various topics—eg, importance of wearing face mask, home quarantine, understanding the symptoms, social distancing and contact tracing, emerging community transmission, lack of personal protective equipment, COVID-19 testing and medical supplies, effect of tobacco, pandemic stress management, increasing hospitalization rate, upcoming hurricane season, use of convalescent plasma for COVID-19 treatment, maintaining hygiene, and the role of healthcare podcast in different timeline. The findings can benefit emergency management, policymakers, and public health agencies to identify targeted information dissemination policies for public with diverse needs based on how local, federal, and international agencies reacted to COVID-19.more » « less

Microbial foodborne pathogens present significant challenges to public health and the food industry, requiring rapid and accurate detection methods to prevent infections and ensure food safety. Conventional single biosensing techniques often exhibit limitations in terms of sensitivity, specificity, and rapidity. In response, there has been a growing interest in multimodal biosensing approaches that combine multiple sensing techniques to enhance the efficacy, accuracy, and precision in detecting these pathogens. This review investigates the current state of multimodal biosensing technologies and their potential applications within the food industry. Various multimodal biosensing platforms, such as opto-electrochemical, optical nanomaterial, multiple nanomaterial-based systems, hybrid biosensing microfluidics, and microfabrication techniques are discussed. The review provides an in-depth analysis of the advantages, challenges, and future prospects of multimodal biosensing for foodborne pathogens, emphasizing its transformative potential for food safety and public health.
