Title: Protection or Peril of Following the Crowd in a Pandemic-Concurrent Flood Evacuation
The decisions of whether and how to evacuate during a climate disaster are influenced by a wide range of factors, including emergency messaging, social influences, and sociodemographics. Further complexity is introduced when multiple hazards occur simultaneously, such as a flood evacuation taking place amid a viral pandemic that requires physical distancing. Such multihazard events can necessitate a nuanced navigation of competing decision-making strategies wherein a desire to follow peers is weighed against contagion risks. To better understand these trade-offs, we distributed an online survey during a COVID-19 pandemic surge in July 2020 to 600 individuals in three midwestern and three southern states in the United States with high risk of flooding. In this paper, we estimate a random parameter discrete choice model in both preference space and willingness-to-pay space. The results of our model show that the directionality and magnitude of the influence of peers’ choices of whether and how to evacuate vary widely across respondents. Overall, the decision of whether to evacuate is positively impacted by peer behavior, while the decision of how to evacuate (i.e., ride-type selection) is negatively impacted by peer influence. Furthermore, an increase in flood threat level lessens the magnitude of peer impacts. In terms of the COVID-19 pandemic impacts, respondents who perceive it to be a major health risk are more reluctant to evacuate, but this effect is mitigated by increased flood threat level. These findings have important implications for the design of tailored emergency messaging strategies and the role of shared rides in multihazard evacuations. Specifically, emphasizing or deemphasizing the severity of each threat in a multihazard scenario may assist in: (1) encouraging a reprioritization of competing risk perceptions; and (2) magnifying or neutralizing the impacts of social influence, thereby (3) nudging evacuation decision-making toward a desired outcome.  more » « less

  1. Abstract

    During peak disease transmission in 2021, the compounding threat posed by the pandemic and hurricane season required coastal states to understand evacuation behaviors during a major hurricane to inform the planning process. While research relating to hurricane evacuation behavior and perceptions of risk has increased since the start of the pandemic, there is minimal understanding of how perceptions have changed now the COVID-19 vaccine is available. A total of 1075 individuals across seven U.S. coastal states participated in a study on evacuation intentions postvaccine availability. Findings revealed that most survey participants (50.9%) preferred to stay home if a major hurricane threatened their area, and only 3.9% would evacuate to a public shelter. Approximately half (56.2%) of individuals viewed the risk of being in a shelter as more dangerous than enduring hurricane hazards. When considering shelter use, nearly half of respondents (49.4%) stated they would evacuate to a shelter before the pandemic; now, only one-third (34.3%) would consider evacuating to a shelter during the pandemic. Statistically significant findings include the relationship between those who lived in evacuation zones A or B (25.5%) and the choice to shelter in place at home (40.5%) or evacuate to a hotel (36.9%). There was a statistically significant relationship between the level of education and choosing to evacuate to a hotel. Additionally, the influence of pet ownership on evacuation decision-making was found to be statistically significant. Officials can use the results of this study to strengthen community preparedness and planning strategies across diverse populations.

  2. Volunteered sharing of resources is often observed in response to disaster events. During evacuations the sharing of resources and vehicles is a crucial mechanism for expanding critical capacity and enabling inclusive disaster response. This paper examines the complexity of rideshare decision-making in the wake of simultaneous emergencies. Specifically, the need for physical distancing measures during the coronavirus (COVID-19) pandemic complicates face-to-face resource sharing between strangers. The ability of on-demand ridesharing to provide emergency transportation to individuals without access to alternatives calls for an understanding of how evacuees weigh risks of contagion against benefits of spontaneous resource sharing. In this research, we examine both sociodemographic and situational factors that contribute to a willingness to share flood evacuation rides with strangers during the COVID-19 pandemic. We hypothesize that the willingness to share is significantly correlated with traditional emergency resource sharing motivations and current COVID-19 risk factors. To test these hypotheses, we distributed an online survey during the pandemic surge in July 2020 to 600 individuals in three midwestern and three southern states in the United States with high risk of flooding. We estimate a random parameter multinomial logit model to determine the willingness to share a ride as a driver or passenger. Our findings show that willingness to share evacuation rides is associated with individual sociodemographics (such as being female, under 36 years old, Black, or republican-identifying) and the social environment (such as households with children, social network proximity, and neighborly sharing attitudes). Moreover, our findings suggest higher levels of income, COVID-19 threat perception, evacuation fear, and household preparedness all correspond with a lower willingness to share rides. We discuss the broader implications of emergency on-demand mobility during concurrent disasters to formulate strategies for transportation agencies and on-demand ridehailing providers.

  3. Abstract

    This study investigates how different risk predictors influenced households’ evacuation decisions during a dual‐threat event (Hurricane Laura and COVID‐19 pandemic). The Protective Action Decision Model (PADM) literature indicates that perceived threat variables are the most influential variables that drive evacuation decisions. This study applies the PADM to investigate a dual‐threat disaster that has conflicting protective action recommendations. Given the novelty, scale, span, impact, and messaging around COVID‐19, it is crucial to see how hurricanes along the Gulf Coast—a hazard addressed seasonally by residents with mostly consistent protective action messaging—produce different reactions in residents in this pandemic context. Household survey data were collected during early 2021 using a disproportionate stratified sampling procedure to include households located in mandatory and voluntary evacuation areas across the coastal counties in Texas and parishes in Louisiana that were affected by Hurricane Laura. Structural equation modeling was used to identify the relationships between perceived threats and evacuation decisions. The findings suggest affective risk perceptions strongly affected cognitive risk perceptions (CRPs). Notably, hurricane and COVID‐19 CRPs are significant predictors of hurricane evacuation decisions in different ways. Hurricane CRPs encourage evacuation, but COVID‐19 CRPs hinder evacuation decisions.

  4. Abstract Background

    This article addresses the urgent need for more evidence-based research using primary data to document how the COVID-19 pandemic affected the health and social wellbeing of disabled individuals. Our study sought to determine if adults with disabilities, and with specific types of disability, were more likely to suffer adverse health and social impacts related to COVID-19 than nondisabled adults in metropolitan Texas, during the first 18 months of the pandemic.

    Methods

    We collected primary data from randomly selected residents in eight Texas metropolitan areas through a bilingual telephone survey in July 2021. Statistical analysis comprised multivariable generalized estimating equations that control for relevant sociodemographic and COVID-related risk factors, and spatial clustering.

    Results

    Disabled survey respondents had been more adversely affected by COVID-19 than nondisabled respondents, in terms of mental and physical health, health care access, living conditions and social life. Significant disparities were also found for almost all COVID-19 impacts when the disabled category was disaggregated by disability type. Respondents experiencing cognitive and independent living difficulties were negatively impacted in all five areas of life examined.

    Conclusions

    Findings emphasize the need to consider a wide range of impacts associated with the COVID-19 pandemic that negatively affect the health and social wellbeing of disabled persons, as well as develop disability-inclusive policies that provide adequate protections.

    The COVID-19 pandemic disrupted global educational systems with institutions transitioning to e-learning. Undergraduate STEM students complained about lowered motivation to learn and complete STEM course requirements. To better prepare for more effective STEM education delivery during high-risk conditions such as pandemics, it is important to understand the learning motivation challenges (LMCs) experienced by students. As part of a larger national research study investigating decision-making in undergraduate STEM students during COVID-19, the purpose of this research is to examine LMCs experienced by undergraduate STEM students. One hundred and ninety students from six U.S. institutions participated in Qualtrics-based surveys. Utilizing a five-point Likert scale, respondents ranked the extent to which they agreed to LMC statements. Using Qualtrics Data Analysis tools and MS Excel, data from 130 useable surveys was analyzed utilizing descriptive and inferential statistics. Results revealed that regardless of classification, GPA, age, or race, STEM students experienced LMCs. The top five LMCs were: (1) Assignment Overloads; (2) Lack of In-Person Peer Interactions; (3) Uncaring Professors; (4) Lack of In-Person Professor Interactions; and (5) Lack of In-Person Laboratory Experiences. Significant relationships existed between three characteristics (GPA, classification, and age) and few LMCs to include assignment overloads. Students tended to attribute lowered motivation to Institutional and Domestic challenges which were typically out of their control, rather than to Personal challenges which were typically within their control. Crosstab analysis suggested that Sophomores, Asians, as well as students with GPAs between 2.00 and 2.49 and aged 41 to 50 years may be the most vulnerable due to higher dependence on traditional in-person STEM educational environments. Early identification of the most vulnerable students should be quickly followed by interventions. Increased attention towards sophomores may reduce exacerbation of potential sophomore slump and middle-child syndrome. All STEM students require critical domestic, institutional, and personal resources. Institutions should strengthen students’ self-regulation skills and provide increased opportunities for remote peer interactions. Training of faculty and administrators is critical to build institutional capacity to motivate and educate STEM students with diverse characteristics in e-learning environments. Pass/fail policies should be carefully designed and implemented to minimize negative impacts on motivation. Employers should expand orientation and mentoring programs for entry-level employees, particularly for laboratory-based tasks. Research is needed to improve the delivery of STEM laboratory e-learning experiences. Findings inform future research, as well as best practices for improved institutional adaptability and resiliency. These will minimize disruptions to student functioning and performance, reduce attrition, and strengthen progression into the STEM workforce during high-risk conditions such as pandemics. With caution, findings may be extended to non-STEM and non-student populations.
