Abstract Heavy precipitation events and their associated flooding can have major impacts on communities and stakeholders. There is a lack of knowledge, however, about how stakeholders make decisions at the subseasonal-to-seasonal (S2S) time scales (i.e., 2 weeks to 3 months). To understand how decisions are made and S2S predictions are or can be used, the project team for “Prediction of Rainfall Extremes at Subseasonal to Seasonal Periods” (PRES 2 iP) conducted a 2-day workshop in Norman, Oklahoma, during July 2018. The workshop engaged 21 professionals from environmental management and public safety communities across the contiguous United States in activities to understand their needs for S2S predictions of potential extended heavy precipitation events. Discussions and role-playing activities aimed to identify how workshop participants manage uncertainty and define extreme precipitation, the time scales over which they make key decisions, and the types of products they use currently. This collaboration with stakeholders has been an integral part of PRES 2 iP research and has aimed to foster actionable science. The PRES 2 iP team is using the information produced from this workshop to inform the development of predictive models for extended heavy precipitation events and to collaboratively design new forecast products with our stakeholders, empowering them to make more-informed decisions about potential extreme precipitation events.

Mitigation insights from emergency managers on working with stakeholders
Emergency managers have the important responsibility of planning and implementing mitigation policies and programs to reduce losses to life and property. To accomplish these goals, they must use limited time and resources to ensure the communities they serve have adequately mitigated against potential disasters. As a result, it is common to collaborate and coordinate with a wide variety of partner agencies and community organizations. While it is well established that strengthening relationships and increasing familiarity improve coordination, this article advances that narrative by providing direct insights on the ways a select group of local, state, and federal emergency managers view relationships with other mitigation stakeholders. Using insights from a 1-day workshop hosted at the University of Delaware to gather information from mitigation stakeholders, this article provides a discussion of commonalities and challenges workshop participants identified with other stakeholder groups. These insights can inform other emergency managers about potential collaborators and coordination opportunities with similar stakeholders in their own communities.

This study investigates the complexities faced by emergency managers in wildfire-prone areas to uncover pressing issues and potential solutions. Four themes are discerned through three focus group discussions with emergency managers from nine counties across California. First, there is unequal access to resources for both risk assessment and response, with counties that have fewer resources facing significant challenges in effectively managing wildfire risks. Second, effective risk communication depends on the available resources and the unique characteristics of each community. Participants stress the need for improved communication tools to reach vulnerable groups (e.g., seniors, individuals with disabilities, non-English-speaking residents). Third, the complexity and confusion surrounding multi-level collaboration in wildfire management is a recurring theme. Participants note that unclear roles and responsibilities between state and federal agencies hinder response efforts, underscoring the need for better coordination and transparent communication at all levels. Fourth, innovative responses (e.g., creative evacuation strategies, collaborative efforts) are recognized as imperative for managing wildfires and their cascading impacts in resource-constrained areas. The findings highlight that achieving equitable and effective preparation, response, and resilience for vulnerable communities requires a comprehensive understanding of wildfire severity and community susceptibility, coupled with active collaboration among emergency managers, policymakers, and both governmental and non-governmental organizations.more » « less

Abstract A consortium of scientific societies recently identified challenges to inclusivity within the biology communities they represent. Specifically, societies encounter difficulties collecting member demographic data effectively, integrating scientists at transitional career stages, and diversifying their leadership. In response, the Leveraging, Enhancing, and Developing Biology (LED-BIO) research coordination network (NSF 2134725) organized two meetings at the Marine Biological Laboratory in Woods Hole, MA to gather stakeholders and employ top-down and bottom-up organizational approaches to address these challenges. These meetings included Town Hall and Think Tank events to facilitate open dialogue and gather feedback on policies and programs from national organizations in attendance. These discussions provided valuable insights into the barriers societies face and the available resources and interventions societies use to promote inclusivity. This article uses the LED-BIO research coordination network as a case study to discuss the Town Hall-Think Tank-Consensus Building (TTC) methodology for advancing inclusive excellence in scientific communities.more » « less

Abstract Extreme precipitation events can cause significant impacts to life, property, and the economy. As forecasting capabilities increase, the subseasonal-to-seasonal (S2S) time scale provides an opportunity for advanced notice of impactful precipitation events. Building on a previous workshop, the Prediction of Rainfall Extremes at Subseasonal to Seasonal Periods (PRES2iP) project team conducted a second workshop virtually in the fall of 2021. The workshop engaged a variety of practitioners, including emergency managers, water managers, tribal environmental professionals, and National Weather Service meteorologists. While the team’s first workshop examined the “big picture” in how practitioners define “extreme precipitation” and how precipitation events impact their jobs, this workshop focused on details of S2S precipitation products, both current and potential future decision tools. Discussions and activities in this workshop assessed how practitioners use existing forecast products to make decisions about extreme precipitation, how they interpret newly developed educational tools from the PRES2iP team, and how they manage uncertainty in forecasts. By collaborating with practitioners, the PRES2iP team plans to use knowledge gained going forward to create more educational and operational tools related to S2S extreme precipitation event prediction, helping practitioners to make more informed decisions.more » « less

Tribal governments bear an uneven burden in the face of escalating disaster risks, climate change, and environmental degradation, primarily due to their deeply entrenched ties to the environment and its resources. Regrettably, accessing vital information and evidence to secure adequate funding or support poses difficulties for enrolled tribal members and their lands. In response to these challenges, this paper collaborates with tribal nations to co-design intelligent disaster management systems using AI chatbots and drone technologies. The primary objective is to explore how tribal governments perceive and experience these emerging technologies in the realm of disaster reporting practices. This paper presents participatory design studies. First, we interviewed seasoned first-line emergency managers and hosted an in-person design workshop to introduce theEmergency Reporterchatbot. Second, we organized a follow-up design workshop on tribal land to deliberate the utilization of drones within their community. Through qualitative analysis, we unveiled key themes surrounding integrating these emergency technologies within the jurisdiction of tribal governments. The findings disclosed substantial backing from tribal governments and their tribal members for the proposed technologies. Moreover, we delved into the potential of chatbots and drones to empower tribal governments in disaster management, safeguard their sovereignty, and facilitate collaboration with other agencies.more » « less
