Title: Forest Owner Willingness to Accept Payment for Forest Carbon in the United States: A Meta-Analysis
Forests in the United States provide important carbon sequestration services that could be leveraged for climate change mitigation. There is increased interest among decision makers and investors to extend forest carbon payment programs to family forest owners (FFOs), the largest category of private forest owners. Since FFOs manage forests for multiple objectives, it is unclear which contract requirements and payment levels will appeal to early adopters and perhaps establish the direction of innovation. To answer this question, we conducted a comprehensive review of the research literature assessing forest owner preferences for carbon payment programs. Out of 22 papers reviewed, a total of 13 stated preference studies were included in the meta-analysis. Robust regression modeling and benefit transfer techniques were used to generate estimates for carbon payment contracts for different categories of FFOs. Results show significant variation in forest owner willingness to accept (WTA) as a function of management objectives, contract length, number of forest acres, management plan requirement, and management restrictions. Average annual per acre payment values were lowest for conservation-oriented forest owners, followed by passive and production-oriented forest owners.   1. In the United States (US), family forest owners, a group that includes individuals, families, trusts, and estates, are the largest single landowner category, owning approximately one-third of the nation's forests. These landowners' individualized decision-making on forest management has a profound impact on US forest cover and function at both local and regional scales. We sought to understand perceptions among family forest specialists of: climate impacts and adaptation options across different forested US regions; how family forest owners are taking climate adaptation into consideration in their forest management, if at all; and major barriers to more active management for adaptation among family forest owners. We conducted semi-structured interviews with 48 forest experts across the US who work with family forest owners, including extension specialists, state forestry agency employees, and consulting foresters who focus on family forest engagement. Our interviewees shared details on how both climate change impacts and forest management for climate adaptation vary across the US, and they perceived a lack of active forest management by family forest owners. They explained that western forest landowners confronting the imminent threat of catastrophic wildfires are more likely to see a need for active forest management. By contrast, in the east, where most forestland is privately owned, interviewees said that landowners see relatively fewer climate impacts on their forests and less need for forest management to respond to climate change. Perceived barriers to more active family forest management for climate adaptation include the lack of more robust markets for a wide range of forest products, a higher capacity forestry workforce, education and assistance in planning forest management, and addressing the issue of increased parcelization of family forest lands. We situate these perceptions in conversations on the role of boundary organizations in climate adaptation, how individual adaptation occurs, and how governing methods frame adaptation possibilities.

    Understanding the interaction between land ownership, climate conditions, and harvesting strategies is essential for promoting long-term tree species diversity and ensuring sustainable forest ecosystems. This study uses forest inventory, climate, soil and socio-economic data to examine how land ownership types, climate gradients, and soil characteristics influence tree species diversity in Maine, USA. Our results suggest that southern Maine, characterized by milder climate conditions, supports greater tree species diversity compared to colder, boreal-dominated northern regions. Family forest owners, predominantly situated in southern Maine, consistently exhibited the highest diversity, reflecting less intensive management practices. Conversely, industrial and institutional forests concentrated in northern Maine demonstrated lower species diversity, likely driven by uniform, economically driven management practices. Incorporating soil attributes significantly improved the explanatory power of our diversity models. Harvesting activities showed varied impacts on biodiversity. Harvesting effects varied among ownership types: while overall biodiversity changes were minor post-harvest, industrial forests in northern Maine experienced a sustained 7 % decline in species diversity approximately ten years after harvesting, suggesting the need for continued long-term monitoring. Consequently, it is essential to develop management strategies at both the stand- and landscape-levels that effectively balance economic objectives while mitigating long-term biodiversity losses.

    Forests account for 60% of lands in Taiwan. Climate change impacts forests in many aspects and is increasingly likely to undermine the ability of forests to provide basic ecosystem services. To help reduce the impact of climate change on Taiwan’s forests, people must be made aware of the relationship between climate change and forests. Based on questionnaires collected from 17 cities in Taiwan, this study applied spatial analysis to assess the respondents’ understanding of climate change and adaptation strategies for forest management. A total of 650 questionnaires were distributed and 488 valid ones were collected. The results show that (1) Most respondents believe that climate change is true and more than half of the respondents have experienced extreme weather events, especially extreme rainfall; (2) Most respondents believe that climate change will affect Taiwan’s forests with the majority recognizing the increasing impact of extreme events being the primary cause, followed by changes in the composition of tree species and the deterioration of forest adaptability due to climate change; (3) Most respondents expressed that forest management should be adjusted for climate change and called for measures being taken to establish mixed forests as well as monitoring forest damage; (4) In order to address the difficulties faced by forest owners on the impact of climate change, the majority of respondents felt that the government should raise forest owners’ understanding on climate change and adaptation policies, while the subsidy incentives must also be adjusted. The results of this study show that the respondents do realize the importance of climate change and forest management so much so their awareness in this matter led to their support for forest adaptation measures and policies.

  4. Eastern spruce budworm (Choristoneura fumiferana Clem; SBW) is a native forest pest that can severely damage spruce-fir forests in Maine. Monitoring SBW defoliation and populations is important to ensure forest managers make timely decisions regarding forest management. This research brief presents the results of a survey of Maine’s large forest owners and managers. Our findings indicate a need for clear policies and collaborations between forest organizations to prepare for a SBW outbreak. While many forest organizations use satellite imagery, personnel capacity and lack of knowledge are barriers to using remote sensing. We recommend strengthening forest health programs by hiring a remote sensing specialist and increasing knowledge and skills around remote sensing in Maine’s forest sector.

Abstract Despite significant investments in managing forest carbon as a natural climate solution, our research indicates that many stakeholders distrust climate change mitigation promises and potential environmental injustices associated with forest carbon offsets. The Central Appalachian region of the United States offers an insightful case study of challenges associated with carbon programs in a highly forested region with numerous small, family forest owners and high rates of socioeconomic distress. We synthesized the findings from stakeholder engagement processes, reviewed the challenges and opportunities associated with forest carbon management, and developed detailed case studies capturing the complexity and opportunities for forest carbon management. The stakeholders prioritized balancing forest management for carbon and other services, such as timber production, and the need for improved stakeholder education and collaboration. On the basis of our findings, we offer recommendations for fostering cooperation among different sectors of the forestry marketplace and equitably advancing climate change solutions in the Central Appalachian region.
