Abstract. Megacities are predominantlyconcentrated along coastlines, making them exposed to a diverse mix ofnatural hazards. The assessment of climatic hazard risk to cities rarely hascaptured the multiple interactions that occur in complex urban systems. Wepresent an improved method for urban multi-hazard risk assessment. We thenanalyze the risk of New York City as a case study to apply enhanced methodsfor multi-hazard risk assessment given the history of exposure to multipletypes of natural hazards which overlap spatially and, in some cases,temporally in this coastal megacity. Our aim is to identify hotspots ofmulti-hazard risk to support the prioritization of adaptation strategies thatcan address multiple sources of risk to urban residents. We usedsocioeconomic indicators to assess vulnerabilities and risks to threeclimate-related hazards (i.e., heat waves, inland flooding and coastal flooding) at high spatial resolution.The analysis incorporates local experts' opinions to identify sources ofmulti-hazard risk and to weight indicators used in the multi-hazard riskassessment. Results demonstrate the application of multi-hazard riskassessment to a coastal megacity and show that spatial hotspots ofmulti-hazard risk affect similar local residential communities along thecoastlines. Analyses suggest that New York City should prioritize adaptationin coastal zones and consider possible synergies and/or trade-offs tomaximize impacts of adaptation and resilience interventions in the spatiallyoverlapping areas at risk of impacts from multiple hazards.

Selecting Indicators for Assessing Community Sustainable Resilience
Abstract Communities are complex systems subject to a variety of hazards that can result in significant disruption to critical functions. Community resilience assessment is rapidly gaining popularity as a means to help communities better prepare for, respond to, and recover from disruption. Sustainable resilience, a recently developed concept, requires communities to assess system‐wide capability to maintain desired performance levels while simultaneously evaluating impacts to resilience due to changes in hazards and vulnerability over extended periods of time. To enable assessment of community sustainable resilience, we review current literature, consolidate available indicators and metrics, and develop a classification scheme and organizational structure to aid in identification, selection, and application of indicators within a dynamic assessment framework. A nonduplicative set of community sustainable resilience indicators and metrics is provided that can be tailored to a community's needs, thereby enhancing the ability to operationalize the assessment process.

Abstract Community resilience is critical to managing the effects of climate change and in achieving the United Nations (UN) Sustainable Development Goals (SDG). Resilient communities are able to manage stressors and recover from them, such as in instances of energy service outages. Instances like these can lead to communities that feel forced to exhibit individual characteristics of resilience, such as neighbors relying on each other in times of need because history has shown them that they cannot rely on outside institutions for help. Communities may adopt factors of individual psychological resilience in the face of energy service outages because they lack structural support to exhibit community resilience or to pursue resilient energy systems. This lack of access to support and resources is in conflict with principles of procedural justice and energy sovereignty while reinforcing institutional mistrust within affected communities and contributing to social vulnerability. This article contemplates and expounds on the idea of coerced resilience in the face of energy service outages and severe weather within a rural, remote community in Michigan’s Upper Peninsula (UP). The UP is located at the tail end of electricity infrastructure, putting its residents at increased risk of experiencing energy service outages that are further complicated by its isolation and severe winter weather. We examine the idea of coerced resilience, its relation to social vulnerability, and how it conflicts with concepts of energy justice and the UN’s SDG. We further go on to highlight how certain populations and youth can minimize instances of coerced resilience and contribute to sustainable development making it an important consideration to achieve sustainable development goals.more » « less

Abstract The resilience of internet service is crucial for ensuring consistent communication, situational awareness, facilitating emergency response in our digitally-dependent society. However, due to empirical data constraints, there has been limited research on internet service disruptions during extreme weather events. To bridge this gap, this study utilizes observational datasets on internet performance to quantitatively assess the extent of internet disruption during two recent extreme weather events. Taking Harris County in the United States as the study region, we jointly analyzed the hazard severity and the associated internet disruptions in the context of two extreme weather events. The results show that the hazard events significantly impacted regional internet connectivity. There exists a pronounced temporal synchronicity between the magnitude of disruption and hazard severity: as the severity of hazards intensifies, internet disruptions correspondingly escalate, and eventually return to baseline levels post-event. The spatial analyses show that internet service disruptions can happen even in areas that are not directly impacted by hazards, demonstrating that the repercussions of hazards extend beyond the immediate area of impact. This interplay of temporal synchronization and spatial variance underscores the complex relationships between hazard severity and Internet disruption. Furthermore, the socio-demographic analysis suggests that vulnerable communities, already grappling with myriad challenges, face exacerbated service disruptions during these hazard events, emphasizing the need for prioritized disaster mitigation strategies and interventions for improving the resilience of internet services. To the best of our knowledge, this research is among the first studies to examine the Internet disruptions during hazardous events using a quantitative observational dataset. The insights obtained hold significant implications for city administrators, guiding them towards more resilient and equitable infrastructure planning.more » « less

Abstract Building community resilience in the face of climate disasters is critical to achieving a sustainable future. Operational approaches to resilience favor systems’ agile return to the status quo following a disruption. Here, we show that an overemphasis on recovery without accounting for transformation entrenches ‘resilience traps’–risk factors within a community that are predictive of recovery, but inhibit transformation. By quantifying resilience including both recovery and transformation, we identify risk factors which catalyze or inhibit transformation in a case study of community resilience in Florida during Hurricane Michael in 2018. We find that risk factors such as housing tenure, income inequality, and internet access have the capability to trigger transformation. Additionally, we find that 55% of key predictors of recovery are potential resilience traps, including factors related to poverty, ethnicity and mobility. Finally, we discuss maladaptation which could occur as a result of disaster policies which emphasize resilience traps.more » « less

Climate-sensitive hazards, including extreme heat, wildfire smoke, flooding, and rising sea levels, can jeopardize the health of all populations. However, certain population groups are more vulnerable to harm from these hazards. While youth–particularly those from historically marginalized groups and communities–are among those at the highest risk, their abilities may be underutilized in local climate adaptation efforts. This exploratory research aimed to identify opportunities for youth involvement in climate and environmental solutions in their historically marginalized communities. Specifically, this study (1) investigated youth risk perceptions and impacts of various climate-sensitive hazards (e.g. extreme heat, wildfire smoke, flooding, and sea level rise); (2) examined current barriers, resource needs, and opportunities for youth to engage in climate and environmental solution work; and (3) explored current methods and spaces where youth and community leaders can support youth-led climate-related initiatives. Through focus group discussions with youth and in-depth interviews with community leaders who are directly with youth, this study identified opportunities to leverage youth experiences, perceptions, and assets to promote a healthy and resilient community in the face of various compounding climate-related threats. Results showed that while youth recognize the changing climate and associated health impacts, they require more financial resources and support from local decision-makers to maintain their engagement and promote community resilience. Engaging youth in climate action and community resilience involves more than just centering youth voices and perspectives–it requires intentional collaboration, capacity-building, organizing, granting decision-making power, and other strategies to produce inclusive, intersectional, and sustainable solutions.more » « less
