1. The success of conservation initiatives often depends on the inclusion of diverse stakeholder interests in the decision-making process. Yet, there is a paucity of empirical knowledge concerning the factors that explain why stakeholders do—or do not—believe that they are meaningfully represented by government agencies. 2. Our study provides insight into the relationship between trust and stakeholder perceptions of inclusivity in public land management decisions. Here, we focus on the U.S. state of Alaska, where almost two-thirds of the land area are managed by the federal government. 3. We used structural equation modelling to test whether an individual's trust and the information sources used to learn about land management positively influenced perceived inclusivity. We conceptualized trust in terms of four dimensions that reflected an individual's disposition to trust, trust in the federal government, trust in shared values and trust that agencies adhere to a moral code. 4. We found that survey respondents across the U.S. state of Alaska had a limited disposition to trust others, did not trust federal land management agencies, did not believe agencies shared their values pertaining to protected area management and did not believe that agencies adhered to a moral code. 5. Beliefs about the morality of agencies were the primary driver of perceived inclusivity in land management decisions, indicating that agencies should focus on solving problems through deliberation and discussion about moral principles rather than by force. 6. Information acquired from professional, community-based or environmental advocacy exchanges also positively influenced perceived levels of involvement among stakeholders in resource management decisions. 7. These results provide a roadmap for how land management agencies can improve public relations and work towards a model of inclusive conservation around protected areas.

                            Cultural Theory, Wildfire Information Source, and Agency Public Trust: A Central Oregon Case Study
                        
                    
    
            As wildfires grow in frequency and severity in the U.S., especially in the western regions, understanding which information sources are trusted by households and the level of trust in natural resource agencies for wildfire management is crucial. The Theory of Motivated Reasoning suggests that trust in information sources and agencies aligns with individuals' value and ideological orientations. This study uses Cultural Theory to examine how cultural traits influence trust and use of wildfire information and management agencies. Surveys of Wildland-Urban Interface (WUI) households in Deschutes County, Oregon, reveal that egalitarians are more likely to trust and use information from natural resource agencies, while individualists rely on family and neighbors. Egalitarians also trust resource managers to implement prescribed fire and forest thinning, whereas individualists are less trusting of government agencies in these efforts. The study offers recommendations for policymakers and managers to better communicate wildfire information to diverse audiences based on cultural traits and trust levels.

            This study investigates the complexities faced by emergency managers in wildfire-prone areas to uncover pressing issues and potential solutions. Four themes are discerned through three focus group discussions with emergency managers from nine counties across California. First, there is unequal access to resources for both risk assessment and response, with counties that have fewer resources facing significant challenges in effectively managing wildfire risks. Second, effective risk communication depends on the available resources and the unique characteristics of each community. Participants stress the need for improved communication tools to reach vulnerable groups (e.g., seniors, individuals with disabilities, non-English-speaking residents). Third, the complexity and confusion surrounding multi-level collaboration in wildfire management is a recurring theme. Participants note that unclear roles and responsibilities between state and federal agencies hinder response efforts, underscoring the need for better coordination and transparent communication at all levels. Fourth, innovative responses (e.g., creative evacuation strategies, collaborative efforts) are recognized as imperative for managing wildfires and their cascading impacts in resource-constrained areas. The findings highlight that achieving equitable and effective preparation, response, and resilience for vulnerable communities requires a comprehensive understanding of wildfire severity and community susceptibility, coupled with active collaboration among emergency managers, policymakers, and both governmental and non-governmental organizations.more » « less

            Abstract Federal and state land agencies lack diversity at the natural resource manager level, in turn limiting the agencies' capacity for creative problem solving needed for complex and wicked environmental problems. Diverse representation is imperative to increase public support and trust in natural resource management.We used an online survey method to examine the relationship and experiences between independent demographic variables (e.g. gender, ethnicity and years worked in natural resources) and two dependent variables: (1) perceived public support and (2) sense of belonging for resource management professionals in the Pacific Northwest, USA.We find in general, that gender is associated with how one progresses through a career in natural resource management. As years in natural resource management increases, sense of belonging decreases for women and remains constant for men. Similarly, as years in natural resource management increases, perceived public support increases for men and remains constant for women.Given that ample past research suggests strong links between sustainable management and diverse perspectives, this study has implications for addressing our current and future natural resource management challenges.             One of the dominant ethics of natural resource management (NRM), and arguably Western culture, is consequentialism, which evaluates the ethical merit of decisions based solely on consequences or outcomes of those decisions. When used in NRM, this ethic is largely applied as the default, without interrogation of whether it is appropriate or useful. In this case study, we examine the intersections of consequentialism, decision psychology, and fire response in the United States. We explore how trying to maximize beneficial outcomes creates dilemmas for fire managers who must make decisions despite considerable risk and uncertainty about outcomes. Consequentialism as a guiding ethic may exacerbate risk aversion and fire suppression and ultimately contributes to a dilemma, wherein fire managers trying to reduce negative outcomes may increase the probability of negative outcomes (via catastrophic wildfire) in the long run. In place of consequentialism, we explore how virtue ethics in fire response and moral pluralism may ultimately better support the goals of risk management and positive outcomes. From this case study, readers will gain insight on the challenges of applying ethical theory to current natural resource issues, the way cognitive biases can affect decision-making, and alternative ethics to the dominant consequentialist system in NRM.more » « less

            Desert grassland vegetation is a key resource upon which rangelands in the southwestern US are built, and managing these ecosystems remains a critical challenge today. This experimental fire seasonality research project, in collaboration with the USFWS, USFS Rocky Mountain Research Station, and the Sevilleta LTER, is intended to provide land management agencies with information about vegetation recovery following fire under different seasonal conditions and burning treatments. This experimental research will enable the FWS to more effectively set project objectives for prescribed burning on the Sevilleta NWR to benefit not only wildlife habitat, but to better align the timing and intensity of fire to benefit the reestablishment of the dominant native grama grasses Bouteloua eriopoda and B. gracilis. Since its creation in 1973, management has been devoted to restoring the Sevilleta NWR to the natural conditions that might have been seen around the turn of the century. The Sevilleta NWR is an ideal place for research because climatic conditions, plant species composition and net primary production following wildfire have been well documented by the Sevilleta LTER. Additional experimental research is needed, however, to better inform managers about the timing and use of fire as an ecosystem restoration and management tool. This is an on-going, long-term experiment under the auspices of the Sevilleta LTER program.more » « less
