As electric power grid critical infrastructure grows increasingly heterogeneous, a key question is how to encourage and ensure relatively equitable access to the energy it supplies. With diverse socio-economic regions linked to the grid and various generation types, achieving equitable access to clean energy, as outlined in initiatives like DOE’s Justice40, remains an important aspirational goal. Building on previous work, this paper describes our investigation of a heterogenous grid modeled on the Alaska Railbelt, allowing us to explore the intrinsic inequities and possible mechanisms to enhance the equity across regions. We apply risk and equity metrics to different regions to examine how penalties which change the cost can impact the equity as well as the overall grid’s risk and dynamics.

Hartshone, R (Ed.)This landscape study explored structural barriers to diversity in computing education by focusing on Computer Science Education State Supervisors (CSEdSS) in state education agencies. Positioned in 41 states, CSEdSS play a crucial role in ensuring equitable access to K-12 CS learning pathways. Despite efforts to expand CS education policy, equity issues in access persist. Based on a survey of CSEdSS (n=32) with a 78% response rate, we applied the Capacity for, Access to, Participation in, and Experience of (CAPE) Framework to analyze CSEdSS survey responses to questions about how they enact their role and the ways in which equity in CS education impacts their work. Findings revealed that CSEdSS leveraged the opportunities available to them to build capacity and advance equitable access to CS education across diverse state contexts, even as they navigated systems that present challenges to equitable implementation. The results highlighted the importance of using a critical analysis approach to interrogate policy enactment through a sociocultural and systems-based lens, addressing the complexities of implementing CS education policies at macrosystem, mesosystem, and microsystem levels to support inclusive and equitable pathways in CS education.more » « less

Abstract Recent major investments in infrastructure in the United States and globally present a crucial opportunity to embed equity within the heart of resilient infrastructure decision-making. Yet there is a notable absence of frameworks within the engineering and scientific fields for integrating equity into planning, design, and maintenance of infrastructure. Additionally, whole-of-government approaches to infrastructure, including the Justice40 Initiative, mimic elements of process management that support exploitative rather than exploratory innovation. These and other policies risk creating innovation traps that limit analytical and engineering advances necessary to prioritize equity in decision-making, identification and disruption of mechanisms that cause or contribute to inequities, and remediation of historic harms. Here, we propose a three-tiered framework toward equitable and resilient infrastructure through restorative justice, incremental policy innovation, and exploratory research innovation. This framework aims to ensure equitable access and benefits of infrastructure, minimize risk disparities, and embrace restorative justice to repair historical and systemic inequities. We outline incremental policy innovation and exploratory research action items to address and mitigate risk disparities, emphasizing the need for community-engaged research and the development of equity metrics. Among other action items, we recommend a certification system—referred to as Social, Environmental, and Economic Development (SEED)—to train infrastructure engineers and planners and ensure attentiveness to gaps that exist within and dynamically interact across each tier of the proposed framework. Through the framework and proposed actions, we advocate for a transformative vision for equitable infrastructure that emphasizes the interconnectedness of social, environmental, and technical dimensions in infrastructure planning, design, and maintenance.more » « less

Public safety power shut-offs (PSPSs), implemented by California utilities during high wildfire risk periods, lead to the de-energization of grid sections and leave certain customers out of power for several hours and even days. We propose an agile decision support system (DSS) to mitigate these impacts by harnessing electric vehicles (EVs) as mobile energy sources serving the multiple microgrids (μGs) formed within affected communities. Given that not all μGs possess adequate energy storage and distributed energy resources (DERs), we advocate for the mobilization of vehicle-to-grid (V2G)-enabled EVs for equitable and resilient energy access. Our emergency service relocation (ESR) model incentivizes EV owners to transport stored energy between μGs. However, traditional DSS cannot promptly solve the associated mixed-integer programming (MIP) problem, necessitating a faster solution algorithm for rapid EV deployment under emergency conditions. We introduce a learning framework employing graph convolutional networks (GCNs) that significantly expedites the MIP problem's solution by predicting binary values. Our results demonstrate the effectiveness of the proposed framework in promoting grid resilience and considerably reducing solve time when the problem has 69k binary decision variables.more » « less

Shaw, Rajib (Ed.)This study proposes measuring access to shelters and wildfire risks in tandem rather than in isolation to prevent wildfires from turning into human disasters. By leveraging a human-centered design approach in California, which has an active wildfire history and experience with some of the deadliest wildfires, three key findings are discerned. First, California experiences undesirable resource allocation where regions with a high risk of wildfire are surrounded by regions with a low level of access to emergency shelters, and regions with a low risk of wildfire are surrounded by regions with a high level of access to emergency shelters. Second, neither access to shelters nor wildfire risk is evenly distributed across space. This uneven distribution, however, discriminates against exurban areas. As one moves away from core cities, higher wildfire risk and comparatively limited access to emergency shelters are noticed, underscoring the heightened susceptibility of exurban areas to wildfires. Third, in contrast with existing research solely focusing on wildfire risk, it is revealed that the elderly, people with disabilities, and Hispanics are at a higher risk of experiencing high wildfire risk and low access to shelters. The findings suggest instilling equity into wildfire preparedness strategies while minimizing the gap in access to resources between disadvantaged and advantaged communities, given the trichotomy of exposure to the hazard (risk of wildfire), proximity to aid (access to shelters), and vulnerability to threat (community characteristics).more » « less
