Towards Haudenosaunee research sovereignty: Investing in local research and training to support community developmentThe article emphasizes the importance of Indigenous Research Governance in Six Nations of the Grand River, addressing the harmful historical effects of academic research on Indigenous Peoples and advocating for structural changes that promote Indigenous data sovereignty and community ownership of research. In both Canada and the United States, academic research has long been part of the colonial project (Hodge, 2012; Williams et al., 2020). The impact research has had on Indigenous Peoples has resulted in a legacy of deep mistrust and negative perception of research by many Indigenous communities (Garrison et al., 2023). Indigenous scholars and leaders who have advocated for repairing this relationship have led major transformations away from the way in which research has traditionally been approached and administered. Most recent paradigm and policy shifts seek to support the establishment of self-determined Indigenous Research Governance (Garba et al., 2023; Morton et al., 2017), which encapsulates many interconnected key concepts, including Indigenous data sovereignty (Schnarch, 2004; Kukutai & Taylor, 2016; Cannon et al., 2024), Indigenous research ethics (Castellano, 2004; Kuhn et al., 2020; Fournier et al., 2023), Indigenous/ decolonizing methodologies (Kovach, 2009; Smith, 2021), and Indigenous epistemologies (McGregor et al., 2010; Karanja, 2019).

Indigenous Fire Data Sovereignty: Applying Indigenous Data Sovereignty Principles to Fire Research
Indigenous Peoples have been stewarding lands with fire for ecosystem improvement since time immemorial. These stewardship practices are part and parcel of the ways in which Indigenous Peoples have long recorded and protected knowledge through our cultural transmission practices, such as oral histories. In short, our Peoples have always been data gatherers, and as this article presents, we are also fire data gatherers and stewards. Given the growing interest in fire research with Indigenous communities, there is an opportunity for guidance on data collection conducted equitably and responsibly with Indigenous Peoples. This Special Issue of Fire presents fire research approaches and data harvesting practices with Indigenous communities as we “Reimagine the Future of Living and Working with Fire”. Specifically, the article provides future-thinking practices that can achieve equitable, sustainable, and just outcomes with and for stakeholders and rightholders (the preferred term Indigenous Peoples use in partnerships with academics, agencies, and NGOs). This research takes from the following key documents to propose an “Indigenous fire data sovereignty” (IFDS) framework: (1) Articles declared in the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) as identified by the author and specified in Indigenous-led and allied Indigenous fire research in Australia, Canada, and the U.S.; (2) recommendations specific to cultural fire policy and calls for research in the 2023 Wildland Fire Mitigation and Management Commission report; (3) research and data barriers and opportunities produced in the 2024 Good Fire II report; and threads from (4) the Indigenous Fire Management conceptual model. This paper brings together recommendations on Indigenous data sovereignty, which are principles developed by Indigenous researchers for the protection, dissemination, and stewardship of data collected from Tribal/Nation/Aboriginal/First Nations Indigenous communities. The proposed IFDS framework also identifies potential challenges to Indigenous fire data sovereignty. By doing so, the framework serves as an apparatus to deploy fire research and data harvesting practices that are culturally informed, responsible, and ethically demonstrated. The article concludes with specific calls to action for academics and researchers, allies, fire managers, policymakers, and Indigenous Peoples to consider in exercising Indigenous fire data sovereignty and applying Indigenous data sovereignty principles to fire research.

1. Human–plant relations shed light on forms of reciprocity in Indigenous territorial stewardship. This article shows how Cofán, Siona and Siekopai (also Secoya or Airo Pai in Peru) Indigenous Peoples in the western Amazon collect, cultivate and use yoco (Paullinia yoco) to promote communal conviviality, reclaim once-threatened cultural practices and advance new forms of collective stewardship to promote social-ecological well-being. Yoco is a caffeine-rich liana closely intertwined with the daily life and spiritual practices of many Indigenous Amazonian Peoples, particularly within the tri-border region of Colombia, Ecuador and Peru. 2. We centre Indigenous storytelling as pedagogy and methodology, something common in the Amazon and relevant to yoco, as it is consumed socially and often while stories are shared. 3. Through collaborative transdisciplinary research, we assess the forms of relationality and reciprocity yoco fosters in three ways. First, we discuss histories, uses and cultivation of yoco. Second, we consider the divergent pathways that communities have had with yoco, from loss to recuperation of human–plant relations across time. Third, we show examples of how differentiated use of yoco in Cofán, Siekopai and Siona communities supports cultural revitalization, territorial defense and stewardship initiatives evidenced by renewed efforts to enhance intergenerational transmission of local knowledge. 4. Cofán, Siona and Siekopai stewardship of yoco is not merely ecological management of a plant but represents a dynamic interaction between cultural identity, spiritual practice and political resistance. As Siona, Siekopai and Cofán communities confront external pressures such as deforestation, extractive industries and socio-political marginalization, relationships with yoco facilitate pathways to sustain cultural and ecological relations in the face of profound change. 5. Reclaiming and maintaining human–plant relations is a form of self-determination that can inform effective and ethical biocultural conservation. Through yoco, the Cofán, Siekopai and Siona peoples demonstrate that biocultural conservation helps maintain social-ecological well-being while underscoring the importance of territory. The future of conservation must embrace Indigenous stewardship, where reciprocity and care for both human and non-human worlds are central.more » « less

Designed to be “wilderness” spaces with minimal human impact, the establishment of national parks contributed to dispossessing Indigenous peoples from traditional territories across North America, preventing access to dwindling populations of wildlife essential to cultural and material well-being. With the systematic near extermination of buffalo during the nineteenth century and forcible relocation of Tribes onto reservations, Tribal food systems collapsed. Tribal Nations across the Great Plains are now restoring buffalo to support food sovereignty and political resurgence, while re-asserting a presence in national parks where Indigenous hunting remains prohibited. This article focuses on the Blackfoot-led Iinnii Initiative working to restore free-roaming buffalo (Bison bison) along the Rocky Mountain Front, supported by Glacier and Waterton Lakes National Parks. Recognizing Tribal rights to hunt buffalo in these parks would enable Tribal hunters to exercise practices that challenge the idea of national parks as wilderness. We coproduce this article as Blackfoot and non-Indigenous scholars and activists, drawing on interviews with restoration practitioners, Blackfoot knowledge holders, and park and other government officials to explore distinct narratives of what it would mean to enable Tribal hunting in national parks, with implications for food sovereignty, political resurgence, and wildlife management. We argue that openness within parks agencies to Indigenous hunting suggests a potential watershed moment for reimagining the role of people in parks. ABSTRACT. Well-being and equity are increasingly identified as integral to environmental governance and improved sustainability outcomes. Greater consideration of these dimensions has generated calls for more data and new methodologies capable of collecting, evaluating, and converting social and cultural data into formats deemed more useful to decision makers. These efforts expose gaps and challenges related to an over reliance on quantitative data, especially when it comes to adequately accounting for the well-being of Indigenous communities. Located along the western shore of Nanvarpak (Lake Iliamna) in southwest Alaska, this paper examines Indigenous conceptions of well-being and provides insights on how to better account for the well-being of Indigenous communities in sustainable governance. Carried out in partnership with the Tribal Nation of Igyaraq (Igiugig), we draw on ethnographic and interview data to identify and examine three foundational elements of Indigenous well-being: (1) land relations or nunaka (my land, my birthplace), inclusive of one’s responsibility to ensure continuation of a way of life defined by connections to ancestral lands; (2) sovereignty; and (3) effective governance. We pay special attention to the implications of Indigenous well-being as primarily expressed and achieved through enactments of sovereignty and nation-building. We draw attention to the need for greater investment in diverse scientific expertise and data but caution against assuming that more science will lead to better governance. There is a need to acknowledge the ways in which dominant Western science-policy structures do not serve Indigenous communities. Our research suggests that you cannot adequately account for Indigenous well-being without explicit consideration of governance, and the often taken for granted value assumptions and political conditions that quietly frame policy debates and scientific understandings of what data are considered useful and what impacts are considered acceptable. This paper demonstrates the fundamental importance of centering sovereignty in not only well-being and equity considerations, but as a central tenet of ethical scientific inquiry and environmental governance more broadly.more » « less

Mooney, Scott David (Ed.)Fire is a key disturbance process that shapes the structure and function of montane temperate rainforest in the Pacific Northwest (PNW). Recent research is revealing more frequent historical fire activity in the western central Cascades than expected by conventional theory. Indigenous peoples have lived in the PNW for millennia. However, Indigenous people's roles in shaping vegetation mosaics in montane temperate forests of the PNW has been overlooked, despite archaeological evidence of long-term, continuous human use of these landscapes. In this paper, we present a generalizable research framework for overcoming biases often inherent in historical fire research. The framework centers Indigenous perspectives and ethnohistory, leveraging theory in human ecology and archaeology to interpret fire histories. We apply this framework to place-based, empirical evidence of Indigenous land use and dendroecological fire history. Our framework leads us to conclude that the most parsimonious explanation for the occurrence of historical high fire frequency in the western Cascades is Indigenous fire stewardship. Further, our case study makes apparent that scholars can no longer ignore the role of Indigenous people in driving montane forest dynamics in the PNW.more » « less
