Permafrost-agroecosystems include all cultivation and pastoral activities in areas underlain by permafrost. These systems support local livelihoods and food production and are rarely considered in global agricultural studies but may become more relevant as climate change is increasing opportunities for food production in high latitude and mountainous areas. The exact locations and amount of agricultural production in areas containing permafrost are currently unknown, therefore we provide an overview of countries where both permafrost and agricultural activities are present. We highlight the socioecological diversity and complexities of permafrost-agroecosystems through seven case studies: (1) crop cultivation in Alaska, USA; (2) Indigenous food systems and crop cultivation in the Northwest Territories, Canada; (3) horse and cattle husbandry and Indigenous hay production in the Sakha Republic, Russia; (4) mobile pastoralism and husbandry in Mongolia; (5) yak pastoralism in the Central Himalaya, Nepal; (6) berry picking and reindeer herding in northern Fennoscandia; and (7) reindeer herding in northwest Russia. We discuss regional knowledge gaps associated with permafrost and make recommendations to policy makers and land users for adapting to changing permafrost environments. A better understanding of permafrost-agroecosystems is needed to help sustainably manage and develop these systems considering rapidly changing climate, environments, economies, and industries.

The law of thaw: understanding subnational land use policies for permafrost-agroecosystems
As the Arctic warms and growing seasons start to lengthen, governments and producers are speculating about northern “climate-driven agricultural frontiers” as a potential solution to food insecurity. One of the central ecological factors in northern spaces, however, is permafrost (perennial frozen ground), which can drive cascading environmental changes upon thaw. Considering the land requirements for expanded agriculture and the unique challenges of northern farming, national and subnational governments are grappling with and facilitating this speculative boom in different ways. Analysing agricultural land use policy instruments from the US State of Alaska and the Republic of Sakha (Yakutia) in Russia, this paper investigates if and how permafrost factors into their legal frameworks and what impacts this has on agricultural development, conservation, and food security. Alaska and the Republic of Sakha were chosen for reasons including both having at least 100 years of agricultural history on permafrost soils, both containing extensive amounts of permafrost within their landmasses and both containing permafrost that is ice-rich. Comparing legal texts as indicative of state capacities and strategies to govern, the paper finds that the two regions diverge in how they understand and regulate permafrost, and suggests that these approaches could benefit from one another. Bringing together geoclimatic and sociocultural concerns to problematise static policy divisions, this paper gestures to a path forward wherein subnational policy can balance needs for food, environmental, and cultural security in the North.

Changing climatic conditions are significant determinants of agricultural productivity. Rio Grande do Sul is the southernmost state and the second-largest agricultural producer in Brazil. The suitability of its land for farming can be used as a proxy for agricultural and economic success, making it a pertinent case for exploring the consequences of climate change on major crop production. The latest available climate and environmental data was used to develop an agricultural Suitability Index (SI) that quantifies the suitability of land for rice, tobacco, soybean, and corn production in 2020 (present), 2050 (near-future), and 2100 (far-future) under moderate (SSP245) and extreme (SSP585) climate scenarios. SI scores for each municipality of Rio Grande do Sul consider inputs from a three-layer framework (climatic, non-climatic, and current production) to provide critical insight into potential shifts in agricultural productivity. While terrestrial suitability for crop growth varies both spatially and temporally, widespread decreases in suitability for all four crops are expected across the state under both scenarios. Soybean is expected to be the least affected crop, and rice is the most affected crop, tied to shifting patterns in precipitation, which significantly determines suitability. Local and state governments, agribusinesses, and family producers will have to adapt to environmental challenges to ensure the provision of food, labor, and economic security.more » « less

Abstract Understanding the causes and consequences of environmental change is one of the key challenges facing researchers today as both types of information are required for decision making and adaptation planning. This need is particularly poignant in high latitude regions where permafrost thaw is causing widespread changes to local environments and the land-users who must adapt to changing conditions to sustain their livelihoods. The inextricable link between humans and their environments is recognized through socio-ecological systems research, yet many of these approaches employ top-down solutions that can lead to local irrelevance and create tensions amongst groups. We present and employ a framework for the use both of scientific and community-based knowledge sources that provides an enriched and thematic understanding of how permafrost thaw will affect northern land-users. Using geospatial modeling of permafrost vulnerability with community-based data from nine rural communities in Alaska, we show that permafrost thaw is a major driver of hazards for land-users and accounts for one-third to half of the hazards reported by community participants. This study develops an integrated permafrost-land-user system, providing a framework for thematic inquiry for future studies that will add value to large-scale institutional efforts and locally relevant observations of environmental change.more » « less

In the Arctic, Indigenous peoples’ livelihoods are impacted by environmental, social, and cultural changes, including climate change, environmental pollution, economic processes, and resource extraction. What would it look like? Visualizing a future US Corn Belt landscape with more table food productionAbstract Most farmland in the US Corn Belt is used to grow row crops at large scales (e.g., corn, soybean) that are highly processed before entering the human food stream rather than specialty crops grown in smaller areas and meant for direct human consumption (table food). Bolstering local table food production close to urban populations in this region through peri-urban agriculture (PUA) could enhance sustainability and resilience. Understanding factors influencing PUA producers' preferences and willingness to produce table food would enable supportive planning and policy efforts. This study combined land use visualization and survey data to examine the potential for increased local table food production for the US Corn Belt. We developed a spatial visualization of current agricultural land use and a future scenario with increased table food production designed to meet 50% of dietary requirements for a metropolitan population in 2050. A survey was administered to row crop (1360) and specialty crop (55) producers near Des Moines, Iowa, US to understand current and intended agricultural land use and factors influencing production. Responses from 316 row crop and 25 specialty crop producers were eligible for this analysis. A future scenario with increased table food production would require less than 3% of available agricultural land and some additional producers (approximately 130, primarily for grain production). Survey responses indicated PUA producers planned small increases in table food production in the next three to five years. Producer plans, including land rental for table food production, could provide approximately 25% of residents' fruit, vegetables, and grains, an increase from the baseline of 2%. Row crop producers ranked food safety regulations, and specialty producers ranked labor concerns as strong influences on their decision-making. Both groups indicated that crop insurance and processing facilities were also important. Increasing table food production by clustering mid-scale operations to increase economies of scale and strengthening supply chains and production infrastructure could provide new profitable opportunities for farmers and more resilient food systems for growing urban regions in the US Corn Belt. Continuing to address producer factors and landscape-scale environmental impacts will be critical in considering food system sustainability challenges holistically.more » « less
