Title: Incorporating energy justice and equity objectives in power system models
Ensuring an equitable energy transition requires models and tools that can account for equity and energy justice goals. Power system models (PSMs) are widely used throughout industry, government, and academia to simulate or optimize the operations and planning of current and future electricity systems under different scenarios, parameter assumptions and policy frameworks. These models are important tools that allow users to understand how the power system may evolve under different future conditions, but importantly, they are also used to inform policy implementation and investment decisions across all aspects of the power system. However, existing models seldom include energy justice considerations and therefore energy justice priorities are not reflected in the policies and other decision-making processes that are informed by these models. The purpose of this review is to provide a framework that energy modelers can draw upon to integrate energy justice and equity goals into PSMs. To this end, 99 papers that examine the intersection of energy justice and power system models are summarized and ten core aspects of the power system that can impact energy justice outcomes, and therefore require new modeling approaches, are identified. This review then establishes key current practices, challenges, and opportunities associated with capturing energy justice considerations in power system models across these ten aspects. This review concludes by proposing four key research directions that should be pursued to improve the representation of energy justice and equity in power system modeling. Finally, this review also addresses challenges raised by United Nations Sustainable Development Goal 7, which aims to ensure affordable energy access to everyone and Sustainable Development Goal 13, which aims to take urgent action to address climate change.  more » « less

  1. Integrating social equity considerations into analyses of the food-energy-water systems nexus (FEWS) could improve understanding of how to meet increasing resource demands without impacting social vulnerabilities. Effective integration requires a robust definition of equity and an enhanced understanding of reliable FEWS analysis methods. By exploring how equity has been incorporated into FEWS research in the United States and countries with similar national development, this systematic literature review builds a knowledge base to address a critical research need. Our objectives were to 1) catalog analysis methods and metrics relevant to assessing FEWS equity at varying scales; 2) characterize current studies and interpret shared themes; and 3) identify opportunities for future research and the advancement of equitable FEWS governance. FEWS equity definitions and metrics were categorized by respective system (food, energy, water, overall nexus) and common governance scales (local, regional, national, global). Two central issues were climate change, which increases FEWS risks for vulnerable populations, and sustainable development, which offers a promising framework for integrating equity and FEWS in policy-making contexts. Social equity in FEWS was integrated into studies through affordability, access, and sociocultural elements. This framework could support researchers and practitioners to include equity in FEWS analysis tools based on study scale, purpose, and resource availability. Research gaps identified during the review included a lack of studies effectively integrating all three systems, a need for publicly available datasets, omission of issues related to energy conversion facilities, and opportunities for integration of environmental justice modalities into FEWS research. This paper synthesized how social equity has previously been incorporated into FEWS and outlines pathways for further consideration of equity within nexus studies. Our findings suggested that continued exploration of connections between FEWS, equity, and policy development across scales could reduce social risks and vulnerabilities associated with these systems.

  2. The Colorado River supplies >40 million people in the United States Southwest with their daily water supply and is unable to meet the current demands. New approaches are needed to enhance sustainability and resilience. A net zero urban water (NZUW) approach meets the needs of a given community with a locally available and sustainable water supply, without detriment to interconnected systems and the long-term water supply. Transitioning to a NZUW future will require considerable modifications to governance and policy across the Southwest and its cities specifically. We identify five areas of governance and policy challenges: diversified water sources and sinks; planning, design, and operation; monitoring and enforcement; coordination; and addressing equity and justice. Four case study cities are investigated: Albuquerque, Denver, Los Angeles, and Tucson. Across these cities, the policy priorities include supporting potable water reuse, coordinating policies across jurisdictions for alternative water sources, addressing equity and justice, developing and incentivizing water conservation plans, and making aquifer storage and recovery projects easier and more economical to pursue. We conclude that a NZUW transition in the Southwest faces considerable governance and policy challenges, but moving cities toward this goal is crucial.

  3. Energy equity and justice have become priority considerations for policymakers, practitioners, and scholars alike. To ensure that energy equity is incorporated into actual decisions and analysis, it is necessary to design, use, and continually improve energy equity metrics. In this article, we review the literature and practices surrounding such metrics. We present a working definition for energy justice and equity, and connect them to both criteria for and frameworks of metrics. We then present a large sampling of energy equity metrics, including those focused on vulnerability, wealth creation, energy poverty, life cycle, and comparative country-level dynamics.We conclude with a discussion of the limitations, gaps, and trade-offs associated with these various metrics and their interactions thereof.

  4. High Voltage Direct Current (HVDC) technology is a cornerstone of efficient Offshore Wind Farm (OWF) power transmission. This review examines the integration of HVDC technology in OWFs, considering collection and transmission aspects. The analysis is structured around four key dimensions: economic considerations, connection topologies, converter designs, and technical modeling. It begins with an in-depth economic analysis, evaluating cost-effectiveness, reliability, and market dynamics, focusing on investment, operational costs, and lifecycle expenses. Building on this foundation, the review explores various collection and transmission architectures, highlighting their technical and economical trade-offs, and evaluates power converter designs for efficiency, reliability, and offshore adaptability. Finally, advanced modeling and simulation techniques are reviewed to optimize system performance, enhance reliability, and balance computational efficiency. Throughout each of the four sections, economic and technical constraints are considered together. This helps to improve understanding of how systems can be designed in a way that meets the constraints of both fields and to enhance feasibility on both dimensions. These insights provide a holistic framework for sustainable and economically viable Offshore Wind Energy (OWE) integration.

Ecology and the climate provide two perspectives of the same biogeophysical system at all spatiotemporal scales More effectively embracing this congruence is an opportunity to improve scientific understanding and predictions as well as for a more effective policy that integrates both the bottom-up community, business-driven framework, and the popular, top-down impact assessment framework. The objective of this paper is, therefore, to more closely integrate the diverse spectrum of scientists, engineers and policymakers into finding optimal solutions to reduce the risk to environmental and social threats by considering the ecology and climate as an integrated system. Assessments such as performed towards the 2030 Plan for Sustainable Development, with its 17 Sustainable Development Goals and its Goal 13 in particular, can achieve more progress by accounting for the intimate connection of all aspects of the Earth’s biogeophysical system.
