Abstract This study analyzes household energy insecurity in the United States during the first year of the COVID-19 pandemic. Previous research is limited by mostly cross-sectional research designs that do not allow scholars to study the persistency of this specific type of material hardship. We fill this gap by analyzing data from an original, nationally-representative, panel survey of low-income households. We find high levels of energy insecurity during the first year of the COVID-19 pandemic, especially during the initial months when the economic dislocation was at its height, and that many low-income households experienced it on multiple occasions during this period. We also identify disparities: households with people of color, very low-income, children aged five years and younger, with someone who relies on an electronic medical device, and those living in deficient housing conditions were more likely to experience energy insecurity. Households with these characteristics were also more likely to suffer from energy insecurity on a persistent basis through the first year of the pandemic.

Livelihood diversity and fishing skill during COVID-19 lockdowns in French Polynesia
Small-scale fisheries provide seafood for billions of people and are one of the largest employers in many coastal communities. Those households engaged in these fisheries who maintain diverse income sources are generally thought to be better prepared to cope with social or ecological perturbations such as the crises presented by the COVID-19 pandemic. One outcome of the COVID-19 crisis was the collapse of international tourism after many nations instituted strict border controls to slow the virus’s spread, severely impacting coastal communities that depend on tourism-related employment. This research assessed the effects of COVID-19-induced collapse of tourism on small-scale coral reef fishers and households in Moorea, French Polynesia. Ninety-five households were surveyed about their livelihoods, fishing, demographics, and income-generating occupations before and after the lockdown. Shifts in fish biomass were evaluated using time series data collected through underwater visual surveys, and roadside fish vendors were surveyed to assess fish sales. Results showed that after tourism employment evaporated more Moorea households began fishing to boost their incomes and food security. However, the increase in fishing pressure showed no appreciable decline in the biomass of fishable species. The households responsible for the increased fishing activities were those who were working in the tourism economy prior to the pandemic and subsequently lost their jobs. Households that combined fishing with construction or other stable sectors showed greater abilities to cope, while those combining fishing with tourism were heavily impacted. Importantly, results showed that those households devoted solely to fishing managed the crisis adeptly due to their superior fishing skills and ecological knowledge. This pattern suggests that not all forms of household livelihood diversification confer equal advantages and that resource-dependent households are not necessarily intrinsically less resilient. More generally, it is argued that we should be cautious when promoting livelihood diversification as a blanket solution to decrease household vulnerability, and that ecological knowledge diversity is underappreciated.

Using social media, we collect evidence for how nearshore fisheries are impacted by the global COVID-19 pandemic in Hawai’i. We later confirm our social media findings and obtain a more complete understanding of the changes in nearshore non-commercial fisheries in Hawai’i through a more conventional approach—speaking directly with fishers. Resource users posted photographs to social media nearly three times as often during the pandemic with nearly double the number of fishes pictured per post. Individuals who fished for subsistence were more likely to increase the amount of time spent fishing and relied more on their catch for food security. Furthermore, individuals fishing exclusively for subsistence were more likely to fish for different species during the pandemic than individuals fishing recreationally. Traditional data collection methods are resource-intensive and this study shows that during times of rapid changes, be it ecological or societal, social media can more quickly identify how near shore marine resource use adapts. As climate change threatens additional economic and societal disturbances, it will be necessary for resource managers to collect reliable data efficiently to better target monitoring and management efforts.more » « less

A new generation of poverty programs around the globe provides cash payments to poor and vulnerable households. Studies show that these social cash transfer programs create income and welfare benefits for poor households and the local economies where they live. However, this may come at the cost of damaging local environments if cash payments stimulate food production that conflicts with natural resource conservation. Evaluations of the economic impacts of poverty programs do not account for the welfare consequences of environmental impacts, which are potentially large for poor communities closely tied to natural resources. We use an ex-ante policy simulation tool, a bioeconomic local computable general equilibrium model parameterized with microsurvey data, to analyze the expected welfare consequences of environmental degradation caused by a cash transfer program. For a Philippine fishing community that is a net importer of fish, we show that a government cash transfer program initially increases real incomes for all households. However, increased demand for fish leads to a decline in the local fish stock that reduces program benefits. Household groups experience declines in real income benefits of 2–63%, with fishing households suffering the largest declines. Impacts on local fish stocks depend on the extent to which markets link fishing communities to outside regions through trade. Greater market integration can mitigate the fish stock decline, but this reduces the local income benefits of cash transfers.more » « less

null (Ed.)Sustainable development (SD) policies targeting marine economic sectors, designed to alleviate poverty and conserve marine ecosystems, have proliferated in recent years. Many developing countries are providing poor fishing households with new fishing boats (fishing capital) that can be used further offshore as a means to improve incomes and relieve fishing pressure on nearshore fish stocks. These kinds of policies are a marine variant of traditional SD policies focused on agriculture. Here, we evaluate ex ante economic and environmental impacts of provisions of fishing and agricultural capital, with and without enforcement of fishing regulations that prohibit the use of larger vessels in nearshore habitats. Combining methods from development economics, natural resource economics, and marine ecology, we use a unique dataset and modeling framework to account for linkages between households, business sectors, markets, and local fish stocks. We show that the policies investing capital in local marine fisheries or agricultural sectors achieve income gains for targeted households, but knock-on effects lead to increased harvest of nearshore fish, making them unlikely to achieve conservation objectives in rural coastal economies. However, pairing an agriculture stimulus with increasing enforcement of existing fisheries’ regulations may lead to a win–win situation. While marine-based policies could be an important tool to achieve two of the United Nations Sustainable Development Goals (alleviate poverty and protect vulnerable marine resources), their success is by no means assured and requires consideration of land and marine socioeconomic linkages inherent in rural economies.more » « less

Abstract Using the Household Pulse Survey and American Community Survey, this study examines employment insecurity experienced across different racial/ethnic groups of the U.S. labor force under the pandemic disruptions. It highlights significant employment security disparities based on race, ethnicity, and income during the pandemic. However, there are no significant gender and racial disparities within the lowest income group when controlling for other conditions. In contrast, gender and racial disparities in EI are much more pronounced among mid-to-high income groups. Non-White individuals were disproportionately affected by job loss due to health and COVID-related employment issues, unlike Whites who faced unemployment more due to other factors. This pattern was more evident among lower-income groups. The trends shifted in later stages, with high-income Black and Hispanic workers becoming more likely to be unemployed due to non-health and non-employment reasons. Middle-income workers across all races were least likely to stop working for reasons other than COVID-related health or employment issues. In addition, regardless race or ethnicity, women more likely to be unemployed due to health reasons and less so due to employment issues compared to men, and the gender disparities increased with higher household incomes. We propose that the apparent immediate effects of the pandemic are actually indicative of deeper, systemic issues within the U.S. labor market, specifically the occupational segregation tied to race/ethnicity, gender, and class. Recovery efforts must take a holistic approach and integrate economic development policies, workforce development strategies, and social policies targeting poverty alleviation, health disparities, and people of color.more » « less
