Over the last decade, the emergence of technician education has taken center stage at secondary and post-secondary educational institutions through the proliferation of industry needs and employer-partner engagement. Through employer-partner engagement, Southern University at Shreveport, Louisiana (SUSLA), a community college unit within the Southern University and A&M College System, conducted a systematic review, assessment, and revision of its curricula that addressed the needs of industry. SUSLA’s comprehensive assessment, guided by employer-partner input, community college and 4-year university collaborations, and published workforce data, identified a pressing need to develop an Engineering Technology program. To that end, SUSLA developed a 2+2+2 Matriculation Model within the Engineering Technology associate of applied science degree program designed as a gateway to enable early education, persistence to post-secondary credentials of value, and high-quality career outcomes. Programs with similar demographics may be able to use this as a model which aims to do four things: 1) facilitate the early engagement of students decreasing the number of academically underprepared learners entering college, 2) expand postsecondary educational opportunities to improve outcomes fostering economic opportunity 3) increase the enrollment, persistence and graduation of early education and underserved populations in STEM and, 4) facilitate a reduction in time to degree. SUSLA’s 2+2+2 Matriculation Model provides high school students with the opportunity to earn dual-enrollment post-secondary credentials through its certificate of technical offerings in Engineering and Engineering Technology. Additionally, the model facilitates an increase in the participation rate of students in STEM and provides more academic opportunities and career exploration through collaborative industry-academic networks. Furthermore, the model produces workforce-ready technicians which accelerates academic and technical skill attainment and, thereby addresses a) the shortage in moderate to middle-skill jobs that require some college, but less than a bachelor’s degree; and b) the ongoing need for highly skilled STEM graduates to maintain the nation’s competitiveness in productivity and innovation.

Building Connections, Building Workforce; a Discussion of an ARC POWER Grant
In West Virginia, the unemployment rate is 3.6% (2024) and the workforce participation rate is 55.1% (2024) suggesting 44.9% of work-eligible people are not participating in the workforce while another 3.6% are looking for work. We have identified attracting and retaining job-ready employees, inadequate communication and collaboration, and misperceptions among students and job seekers concerning the diverse career opportunities available in WV as challenges within the region. The ARC POWER grant project, “Building Connections to Grow Capacity: Breaking Down Regional Barriers in the STEM Workforce Pipeline” addresses these challenges and have proposed many opportunities to overcome these barriers making a connection between industry, academics and educators, students and other jobseekers, and workforce entities to develop the STEM workforce in the service region of Fairmont State University (FSU) and Glenville State University (GSU) through a Regional Career Services and Workforce Development Collaborative. Several areas of the grant are likely of interest to educators in academia, including an emphasis on forming industry advisory boards to help build stronger relationships between academia and industry and also aid in refining curriculum and a focus on both student and industry engagement and instructor and industry engagement to create opportunities for job shadowing, internships and other opportunities between these groups. This grant provides resources for fostering collaboration among people who might not normally interact, and this collaboration can produce an enormous impact on the STEM workforce in our region.

Bucks County Community College (Bucks) is aware of the growing and urgent need for workforce ready technicians to fill numerous industry positions. Our NSF ATE grant #1902075 entitled, "Increasing the Number of Workforce Ready Engineering Technicians in Southeastern PA” is a collaboration between Bucks credit and non-credit sides of the college, and Drexel University as our four-year partner. This grant focuses on workforce readiness of engineering technicians to prepare them for the workforce of the future. We are accomplishing this by including our Center for Workforce Development (CWD) certifications as additional pathways into our occupational engineering technology (ET) major, enhancing manufacturing experiences within the major, and embedding soft skills training and career exploration throughout our ET program. We have restructured our ET major to make it more cross-curricular to accommodate diverse industry needs, and to require a greater business aspect. Within this restructuring, we have created courses in different modalities in response to the COVID-19 pandemic. We are committed to increasing awareness of STEM education to underrepresented groups through K-12 STEM-related outreach initiatives, and are in the process of establishing a plan to recruit such groups into our technician education programs. In addition to the services already in place at Bucks, development of our recruitment plan includes professional development sessions of faculty and staff, discussion sessions at national conferences, Professional Learning Communities, special convenings of students, and outreach initiatives to school districts with a higher percentage of underrepresented groups. We expect that fulfillment of the goals of this grant will increase the number of engineering technicians in our region, and become a blueprint for community colleges nationwide.more » « less

Seagroves, Scott; Barnes, Austin; Metevier, Anne; Porter, Jason; Hunter, Lisa (Ed.)The Akamai Internship in Hawai‘i and the Professional Development Program (PDP) address key issues of sustaining a diverse, equitable, and inclusive STEM workforce in industry and academia. Established in 2002, the Akamai program builds capacity to overcome the brain-drain workforce problem that Hawaiʻi faces by connecting local undergraduate students with internship opportunities in the STEM industries on the islands of Maui and Hawaiʻi. The PDP provides opportunities for graduate students, early-career scientists and industry leaders to learn effective andragogical practices for teaching science and engineering to the next generation at the undergraduate level. A unique, grounding aspect of the Akamai program across all cohorts is a week-long course preparing interns to work with their local industry partners and build an inclusive community. The course is co-led by Akamai program staff and PDP alumni in collaboration with PDP design teams who run complementary inquiry learning activities. Since the first cohort of 2003, 451 interns and around 100 design team members have participated in Akamai. Of the 451 interns who participated in the Akamai program, at least 8 participants have become PDP design team members. The purpose of this panel discussion is to feature four of those alumni that participated in both Akamai and PDP programs. The panelists will share the factors that influenced them to become a PDP instructor as well as highlight the impacts that both programs had in shaping their respective life and career pathways.more » « less

To build the nation's skilled technical workforce, the demand for entry and middle-skill professionals in technical fields in Science, Technology, Engineering, and Mathematics (STEM) is increasing. The alignment between educational programming and job requirements for STEM-oriented technicians is essential for establishing career pathways that produce high-quality middle skills professionals for technology-rich fields. Building on prior research on rural Florida’s information technologies career pathways, in this National Science Foundation (NSF) Advanced Technician Education (ATE) targeted research project, FSU researchers are investigating alignment among educational opportunities, employer needs, student readiness and new employee experiences in Advanced Manufacturing (AM) and test the usefulness of tools and processes developed to assess such alignment, focusing on the opportunities and challenges in Florida’s rural areas. Researchers constructed and are iteratively refining an AM Body of Knowledge (BOK) for analysis and community engagement. The quantitative and qualitative mixed methods research design combines content analysis and text mining using the BOK with surveys, and interviews/focus groups. The research team is applying text mining approaches to identify the match between syllabi learning outcomes, industry certification requirements, state curriculum frameworks, and job postings. In interviews and focus groups, researchers are qualitatively assessing the employers’ competency expectations and new professionals’ job experiences. These analyses will build capacity among rural stakeholders to strengthen and expand their technical workforce.more » « less

In January 2020 East Carolina University (ECU) in partnership with Lenoir Community College (LCC), Pitt Community College (PCC), and Wayne Community College (WCC) was awarded an S-STEM Track 3 Grant (Grant number: 1930497). The purpose of this grant was to support low-income students at each partner institution, to research best practices in recruiting and retaining low-income students at both universities and community colleges, and to research how such programs influence the transfer outcomes from two-year to four-year schools. This grant provides scholarship support for two cohorts of students, one starting their engineering studies in Fall 2020 and the other starting their engineering studies in Fall 2021. Each cohort was to be comprised of 40 students including 20 students at ECU and 20 students divided among the three partnering community colleges. In addition to supporting student scholarships, this grant supported the establishment of new student support mechanisms and enhancement of existing support systems on each campus. This project involved the creation of a faculty mentoring program, designing a summer bridge program, establishing a textbook lending library, and enhancing activities for students in a living-learning community, expansion of university tutoring initiatives to allow access for community college students, and promoting a new peer mentoring initiative. The program emphasizes career opportunities including promoting on-campus career fairs, promoting internship and co-op opportunities, and bringing in guest speakers from various industry partners. A goal of the program was to allow community college students to build relationships with university students and faculty so they can more easily assimilate into the student body at the university upon transfer. This paper presents the challenges presented to the project in the first year and the pivoting that occurred due the pandemic.
