Title: Advancing Equity and Access: Addressing the Side Effects of Broadening Participation in Computer Science K–12 Education
Over the past 20 years, there has been a concentrated effort on expanding K–12 pathways, experiences, and access in computer science education (CSEd). Computer science (CS) is a multifaceted discipline within education, and the current emphasis in education policy has focused on how to expand access for K–12 students in CSEd that will lead to increased innovation and bring new participants into the United States labor economy. Industry partners have advocated for policies and incentives to increase pathways to CS opportunities. This chapter interrogates the side effects of CSEd and offers a framework for considering how side effects impact CS teaching and learning. We highlight the barriers that exist within CS and CSEd and how broadening participation in computing efforts could address longstanding equity and disparity issues.  more » « less

  1. Who makes decisions about what K-12 computer science education(CSed) should look like? While equitable participation is a central focus of K-12 CSed, the field has largely thought about equity through the lens of providing access to inclusive and robust CS learning. But issues of who has a "seat at the table" in determining the shape of those experiences, and the larger field that structures them, have been largely under-explored. This panel session argues that equitable CSed must take into account questions of participation in decision-making about CSed, with such issues of power themselves a key dimension of equity in any education effort. We highlight efforts engaging stakeholders from across the education landscape-parents, educators, community members, administrators, and students-exploring how decision-making is structured, how voices that are usually marginalized might be elevated, the tensions involved in these processes, and the relationships between participation and equity.

    Equity is arguably an agreed upon value within the Computer Science education (CSed) community, and perhaps even more so within efforts to universalize access to CSed within K12 settings through emerging `CS for All' initiatives. However, stakeholders often mean different things when referring to equity, with important implications for what CS teaching and learning looks like in schools. In this paper, we explore the question of how K12 school district actors' conceptualizations of equity manifest within their planning and implementation of district-wide CSed initiatives. Based on a research-practice partnership aimed at supporting and researching district-wide CSed initiatives, data presented - interviews with district faculty, district planning documents, meeting transcripts and field observations - were drawn from five participating school districts as they made decisions and enacted activities over 11 months in areas including vision-setting, curriculum, professional development, leadership efforts and use of formative data about implementation. Analyzing these data through equity frameworks found in CSed literature, we highlight three distinct but interconnected ways that district actors conceptualized equity within their CSed initiatives: (1) equity in who Computer Science is for, (2) equity in how Computer Science is taught, and (3) equity in what Computer Science is taught. Data show that these varied conceptualizations resulted in different kinds of decisions about CSed in districts. We discuss the implications of these findings in terms of their relevance to equity-oriented CS education researchers, and what lessons they hold for policy-makers and education leaders engaged in their own efforts to support equitable computer science education.

This study explored the dynamics and key factors influencing the development of computer science education (CSEd) pathways in teacher preparation at 10 higher education institutions in the United States. Through cross-case analysis, the findings highlighted that personal commitment and leadership from CSEd champions played a key role in initiating and maintaining CSEd efforts. Other factors acted as a double-edged sword, serving as enablers in some cases and barriers in others. These factors include funding sustainability, stakeholder buy-in, and state-level policies, which could support or complicate CSEd implementation depending on their flexibility and alignment with institutional needs. The study concluded that successful CSEd pathway development requires multifaceted, holistic consideration, balancing leadership, institutional support, and systemic alignment. These insights offered valuable guidance for teacher educators, policymakers, and institutions aiming to expand CS teacher capacity for equitable K–12 computing education.

Tangential to the efforts to bring computer science (CS) into K-12 education, there has been increasing recognition of the critical role of data science (DS) in preparing future citizens to be able to gather, analyze, and represent data. With only 51% of K-12 schools offering CS, however, and the critical need for students to engage in DS practices, there is the need to examine ways to integrate DS in other subjects. Our study explores the current landscape of DS in methods and content courses within preservice teacher pathways. This poster outlines a study in its preliminary stages that explores how faculty teaching math, science, and social studies methods and content courses in colleges of education: a) define DS, b) conceptualize DS as related to their course content, c) make connections between DS, CS, and/or computational thinking (CT). Taking a participatory design approach, this study will also explore research-based approaches to building the capacity of preservice faculty in DS to advance the practice of teaching CS in a scalable way to expand access in equitable ways to CS and CT.

    This landscape study explored structural barriers to diversity in computing education by focusing on Computer Science Education State Supervisors (CSEdSS) in state education agencies. Positioned in 41 states, CSEdSS play a crucial role in ensuring equitable access to K-12 CS learning pathways. Despite efforts to expand CS education policy, equity issues in access persist. Based on a survey of CSEdSS (n=32) with a 78% response rate, we applied the Capacity for, Access to, Participation in, and Experience of (CAPE) Framework to analyze CSEdSS survey responses to questions about how they enact their role and the ways in which equity in CS education impacts their work. Findings revealed that CSEdSS leveraged the opportunities available to them to build capacity and advance equitable access to CS education across diverse state contexts, even as they navigated systems that present challenges to equitable implementation. The results highlighted the importance of using a critical analysis approach to interrogate policy enactment through a sociocultural and systems-based lens, addressing the complexities of implementing CS education policies at macrosystem, mesosystem, and microsystem levels to support inclusive and equitable pathways in CS education.
