The environmental impact of battery electric vehicles (BEVs) largely depends on the environmental profile of the national electric power grid that enables their operation. The purpose of this study is to analyze the environmental performance of BEV usage in Korea considering the changes and trajectory of the national power roadmap. We examined the environmental performance using a weighted environmental index, considering eight impact categories. The results showed that the weighted environmental impact of Korea’s national power grid supply would increase overall by 66% from 2015 to 2029 using the plan laid out by the 7th Power Roadmap, and by only 33% from 2017 to 2031 using the 8th Power Roadmap plan. This change reflects the substantial amount of renewables in the more recent power mix plan. In 2016, BEV usage in Korea resulted in emissions reductions of about 37% compared with diesel passenger vehicles, and 41% compared with gasoline vehicles per kilometer driven (100 g CO2e/km versus 158 g and 170 g CO2e/km, respectively) related to transportation sector. By 2030, BEV usage in Korea is expected to achieve a greater emissions reduction of about 53% compared with diesel vehicles and 56% compared with gasoline vehicles. However, trade-offs are also expected because of increased particulate matter (PM) pollution, which we anticipate to increase by 84% compared with 2016 conditions. Despite these projected increases in PM emissions, increased BEV usage in Korea is expected to result in important global and local benefits through reductions of climate-changing greenhouse gas (GHG) emissions.

Joint Expansion Planning for Natural Gas and Electric Transmission with Endogenous Market Feedbacks
The recent and rapid shift towards the increased use of natural gas for power generation has convinced both power grid operators and regulators that additional coordination between electric power and natural gas transmission is needed to ensure the reliable operation of both systems. We report on an ongoing modeling ef- fort for joint gas-grid expansion planning. We develop a Combined Electricity and Gas Expansion (CEGE) plan- ning model that determines least-cost network expan- sions for power and gas transmission in a way that endo- genizes the effects of expansion decisions on locational costs for electric power and natural gas deliveries. The CEGE model, which leverages recent advances in con- vex approximations for large-scale nonlinear systems, is illustrated on a new gas-grid test system topologically similar to the Northeastern United States. We show that the CEGE model is computationally tractable, and how the model might be used to jointly plan infrastructures to avoid extreme events such as the coincident gas-electric peaks experienced during the 2014 polar vortex.

It is well known that interdependence between electric power systems and other infrastructures can impact energy reliability and resilience, but it is less clear which particular interactions have the most impact. There is a need for methods that can rank the relative importance of these interdependencies. This paper describes a new tool for measuring resilience and ranking interactions. This tool, known as Computing Resilience of Infrastructure Simulation Platform (CRISP), samples from historical utility data to avoid many of the assumptions required for simulation-based approaches to resilience quantification. This paper applies CRISP to rank the relative importance of four types of interdependence (natural gas supply, communication systems, nuclear generation recovery, and a generic restoration delay) in two test cases: the IEEE 39-bus test case and a 6394-bus model of the New England/New York power grid. The results confirm industry studies suggesting that a loss of the natural gas system is the most severe specific interdependence faced by this region.more » « less

Although electricity transmission systems are typically very robust, the impacts that arise when they are disrupted motivate methods for analyzing outage risk. For example, N-k interdiction models were developed to characterize disruptions by identifying the sets of k power system components whose failure results in “worst case” outages. While such models have advanced considerably, they generally neglect how failures outside the power system can cause large-scale outages. Specifically, failures in natural gas pipeline networks that provide fuel for gas-fired generators can affect the function of the power grid. In this study, we extend N-k interdiction modeling to gas pipeline networks. We use recently developed convex relaxations for natural gas flow equations to yield tractable formulations for identifying sets of k components whose failure can cause curtailment of natural gas delivery. We then present a novel cutting-plane algorithm to solve these problems. Finally, we use test instances to analyze the performance of the approach in conjunction with simulations of outage effects on electrical power grids.more » « less

Earthquakes cause outages of power transmission system components due to direct physical damage and also through the initiation of cascading processes. This article explores what are the optimal capacity investments to increase the resilience of electric power transmission systems to earthquakes and how those investments change with respect to two issues: (1) the impact of including cascades in the investment optimization model and (2) the impact of focusing more heavily on the early stages of the outages after the earthquake in contrast to more evenly focusing on outages across the entire restoration process. A cascading outage model driven by the statistics of sample utility data is developed and used to locate the cascading lines. We compare the investment plans with and without the modeling of the cascades and with different levels of importance attached to outages that occur during different periods of the restoration process. Using a case study of the Eastern Interconnect transmission grid, where the seismic hazard stems mostly from the New Madrid Seismic Zone, we find that the cascades have little effect on the optimal set of capacity enhancement investments. However, the cascades do have a significant impact on the early stages of the restoration process. Also, the cascading lines can be far away from the initial physically damaged lines. More broadly, the early stages of the earthquake restoration process is affected by the extent of the cascading outages and is critical for search and rescue as well as restoring vital services. Also, we show that an investment plan focusing more heavily on outages in the first 3 days after the earthquake yields fewer outages in the first month, but more outages later in comparison with an investment plan focusing uniformly on outages over an entire 6-month restoration process.more » « less

Boosting critical infrastructures’ (CIs) preparedness to threats, including natural disasters and manmade attacks, is a global imperative. The intrinsic dependencies and interdependencies between CIs hinder their resiliency. Moreover, the evolution of CIs is, in many cases, en routè to tighten those interdependencies. The goal of this paper is to uncover and analyze the rising interdependency between the electric power grid, information and communication technology (ICT) networks, and transportation systems that are heavily reliant on electric-power drivetrains, collectively referred to hereafter as electro-mobility (e-mobility). E-mobility includes electric vehicles (EVs) and electric railway systems. A new influence graph-based model is introduced, as a promising approach to model operational interdependencies between CIs. Each of the links of the influence graph represents the probability of failure of the sink node following a failure of the source node. A futuristic scenario has been analyzed assuming increased dependency of the power grid on ICT for monitoring and control, and high penetration levels of EVs and distributed energy resources (DERs) in an urban region. Inspecting the influence graph shows that the impact of interdependency between the power grid, the ICT network, and the transportation network, for the case study analyzed in this paper, does not lead to failures during normal operation with proper design; however, it is severe during emergency conditions since it leads to failure propagation among the three CIs. This paper sets the stage for more research on this topic, and calls for more attention to interdependency analysis.more » « less
