Abstract The purpose of this investigation was to characterize factors that predict tap water mistrust among Phoenix, Arizona Latinx adults. Participants (n = 492, 28 ± 7 years, 37.4% female) completed water security experience-based scales and an Adapted Survey of Water Issues in Arizona. Binary logistic regression determined odds ratios (OR) with 95% confidence intervals (95% CI) for the odds of perceiving tap water to be unsafe. Of all participants, 51.2% perceived their tap water to be unsafe. The odds of mistrusting tap water were significantly greater for each additional favorable perception of bottled compared to tap water (e.g., tastes/smells better; OR = 1.94, 95% CI = 1.50, 2.50), negative home tap water experience (e.g., hard water mineral deposits and rusty color; OR = 1.32, 95% CI = 1.12, 1.56), use of alternatives to home tap water (OR = 1.25, 95% CI = 1.04, 1.51), and with decreased water quality and acceptability (OR = 1.21, 95% CI = 1.01, 1.45; P < 0.05). The odds of mistrusting tap water were significantly lower for those whose primary source of drinking water is the public supply (municipal) (OR = 0.07, 95% CI = 0.01, 0.63) and with decreased water access (OR = 0.56, 95% CI = 0.48, 0.66; P < 0.05). Latinx mistrust of tap water appears to be associated with organoleptic perceptions and reliance on alternatives to the home drinking water system.

                            How Perceptions of Trust, Risk, Tap Water Quality, and Salience Characterize Drinking Water Choices
                        
                    
    
            Provision of safe drinking water by water utilities is challenged by disturbances to water quality that have become increasingly frequent due to global changes and anthropogenic impacts. Many water utilities are turning to adaptable and flexible strategies to allow for resilient management of drinking water supplies. The success of resilience-based management depends on, and is enabled by, positive relationships with the public. To understand how relationships between managers and communities spill over to in-home drinking water behavior, we examined the role of trust, risk perceptions, salience of drinking water, and water quality evaluations in the choice of in-home drinking water sources for a population in Roanoke Virginia. Using survey data, our study characterized patterns of in-home drinking water behavior and explored related perceptions to determine if residents’ perceptions of their water and the municipal water utility could be intuited from this behavior. We characterized drinking water behavior using a hierarchical cluster analysis and highlighted the importance of studying a range of drinking water patterns. Through analyses of variance, we found that people who drink more tap water have higher trust in their water managers, evaluate water quality more favorably, have lower risk perceptions, and pay less attention to changes in their tap water. Utility managers may gauge information about aspects of their relationships with communities by examining drinking water behavior, which can be used to inform their future interactions with the public, with the goal of increasing resilience and adaptability to external water supply threats.

            Abstract Negative health impacts of water insecurity are often felt most in poor and rural communities and communities of color, who are more likely to be underserved by water infrastructure and disproportionately subject to socioeconomic stressors. Despite mandated efforts to allocate significant federal resources to infrastructure funding in ‘disadvantaged communities,’ communities with the most need risk systematic exclusion from access to resources, decision-making structures, and even benefits of research intended to address inequitable infrastructure services and health outcomes in their own communities. This project aims to describe groundwork and preliminary findings from community-engaged environmental research conducted within an ongoing community-based participatory research partnership in Robeson County, NC, a majority–minority county with the lowest median household income of NC’s 100 counties. Semi-structured interviews conducted with community members were analyzed to identify concerns about drinking water security (including safety, affordability, and reliability), perceptions of water quality, averting behaviors taken due to water insecurity, and ideas for improving water security. Findings suggest that there is a high level of mistrust in community water supplies, with perceptions of poor water quality driving a reliance on bottled water. Those relying on private wells expressed greater trust in their water and lower reliance on bottled water. Concerns about affordability were less prominent than those about water quality. Insufficient water reliability (low flow) was mentioned by many respondents, including those with community water service and those relying on private wells. Most supported increasing taxes to improve water security and also recommended increasing communications between water service providers and the public to improve trust. Overall, this work suggests the need for a comprehensive assessment of the quality and reliability of community water services in Robeson County, interventions to address problems identified, and much more engagement with the community about identifying and allocating funding to solve water security problems.more » « less

            Purpose This study aims to determine preference and concerns regarding tap vs bottled water and recommendations to increase tap water use in a US Midwest university. The authors propose interventions to increase tap water use based on survey results. Design/methodology/approach The authors conducted an online survey of the community of a regional comprehensive university in the St. Louis metro-east region (Illinois, USA). They analyzed 781 responses using mixed methods, and developed recommendations based on community-based social marketing principles. Findings Black respondents reported higher bottled water use than White respondents. Undergraduate students reported higher bottled water use than faculty or staff. Most respondents were concerned about cost and environmental impact for bottled water and taste and water quality for tap water. Chemical and safety concerns were specific and location-focused for tap water only. Concerns were similar to Safe Drinking Water Act mandated public information, such as prior reports of lead (Pb) in campus drinking water. Tap water taste concerns may relate to proximity to the water treatment plant, resulting in high residual chlorine levels. To increase tap water use in this community, the authors recommend persuasive information campaigns, improvements to infrastructure and distribution that increase tap water convenience, more transparent public reporting on tap water lead levels, management of residual chlorine levels, and establishment of institutional norms favoring tap water over bottled water. Originality/value The authors evaluate barriers to drinking tap water across multiple environmental and social systems. The methods used in this study combine mixed methods analysis and community-based social marketing. The findings integrate respondent demographics and concerns, local water quality, local and national contamination events, campus-specific sustainability initiatives and barriers, and national drinking water regulations.more » « less

            The social impacts of natural resource management are challenging to evaluate because their perceived benefits and costs vary across stakeholder groups. Nevertheless, ensuring social acceptance is essential to building public support for adaptive measures required for the sustainable management of ecosystems in a warming climate. Based on surveys with both members of the public and natural-resource professionals in California, we applied structural-equation modeling to examine how psychological factors impact individuals' attitudes toward management's capacity to reduce the impacts of disturbance events, including wildfires, smoke from wildfires, drought, water shortages, tree mortality, and utility failure. We found the members of the public more optimistic than natural-resource professionals, perceiving management capacity to be on average 3.04 points higher (of 10) and displaying higher levels of trust of the government on both the state (Δ = 11%) and federal levels (Δ = 19%). Personal experience with natural-resource events had a positive effect on perceived management in both the public (1.26) and the professional samples (5.05), whereas perceived future risk had a negative effect within both samples (professional = −0.91, public = −0.45). In addition, higher trust and perceived management effectiveness were also linked with higher perceptions of management capacity in the public sample (1.81 versus 1.24), which could affect the acceptance of management actions. Continued social acceptance in a period of increasing risk may depend on managers sharing personal experiences and risk perception when communicating with the public. The contemporary shift toward multibenefit aims is an important part of that message.more » « less

            In the United States, underbounded communities—urban disadvantaged unincorporated neighborhoods characterized by high-poverty and high residential density lying just outside the border of an incorporated municipality—often lack consistent access to clean and safe water. Poor water quality and inadequate infrastructure shape residents’ risk perceptions, often leading to tap water mistrust, but little is known about the broader social, political, and economic drivers of water quality in these settings or about how such drivers inform the social construction of risk across different stakeholder groups. Using an underbounded African-American/Hispanic neighborhood in the Tampa Bay metropolitan region as a case study, we illustrate how tap water mistrust is socially constructed and how these constructions contrast between neighborhood residents and government officials. Interviews and participant observation with these groups reveal that tap water mistrust emerges from the nexus of inadequate infrastructure, poor housing conditions, challenges relating to the affordability of piped water, and jurisdictional disconnects. We call for interventions that foreground participatory research, integrate social and cultural context into technical solutions, and prioritize equitability in decision making.more » « less
